Labour Disputes in Lithuania: Results of Legal Development and Future Prospects
The article analyses the Lithuanian labour dispute system, its specific regulatory features and problems arising in labour dispute resolution practices. Over the past decade, a procedure for initiating collective labour disputes in Lithuania has been exposed to a series of reforms, the system has been designed for a collective dispute resolution through mediation services, and legal regulation of organizing and taking part in strikes has been reformed. The paper further investigates the outcomes and effects of these lawmaking processes as well as reviews and assesses a new model of an individual labour dispute resolution system in effect from 1 January 2013 with a focus on the existing legal regulation of the institute of labour disputes and consequent generalisations and formulations on proposals for improving it
Changes in Body Size of Newborns in Lithuania, 1974–2004
The purpose of this study was to analyse body size of Lithuanian newborns born in 1998 and 2004, and to compare results
with the data from 1974. The main body size measurements – body weight, body length and body mass index (BMI)
of 3,281 (1,705 boys and 1,576 girls) live term singleton Lithuanian newborns’ were analysed according to gestational
age, sex and health status. The data were collected in the Clinic of Obstetrics and Gynaecology of Vilnius University (VU
COG), and the comparison with the data of Lithuanian Medical Birth Register of (LMBR) was performed. No significant
differences between height, weight and body mass index in 1998 and the same characteristics in 2004 were observed.
Means and principal percentiles (10th, 50th, 90th) of body measurements of 37–42 weeks of gestational age newborns were
obtained. The mean body length was 52.8/52.19 cm (boys/girls), body weight – 3,589/3,454 g, BMI 12.82/12.64 correspondingly.
The recent data were compared with the similar data from 1974 cohort. Statistically significant increment of
body length of Lithuanian newborns was observed in all age and sex groups, whereas weight changes were less evident.
The analysis of BMI demonstrated the following trend: newborns became longer, but not relatively heavier in comparison
with the similar data 30 years ago. Hence, it is important to evaluate weight changes of neonate in relation with the
changes in height. Further investigation of prevalence of neonatal macrosomia, possible factors of body size changes,
their relationship to general health status and further health issues of the child should be explored
Immunomodulators for Asthma
New information regarding the molecular mechanisms of allergic disorders has led to a variety of novel therapeutic approaches. This article briefly reviews the pathogenesis of asthma and allergic diseases, discusses the rationale behind using immunomodulators in these diseases; and examines the therapeutic effects of immunomodulators on allergic diseases. There are a number of immunomodulators that have been developed for the treatment of allergic disorders. Some have looked very promising in pre-clinical trials, but have not shown significant benefits in human clinical trials thus indicating the disparity between mouse models and human asthma. This review focuses on immunomodulators that are in human clinical trials and not molecules in pre-clinical development
Representativeness of the European social partner organisations : Sea fisheries sector

Their relative representativeness legitimises their right to be consulted, their role and effective participation in the European sectoral social dialogue and their capacity to negotiate agreements. The aim of Eurofound's representativeness studies is to identify the relevant national and European social partner organisations. This study identified the Association of National Organisations of Fishing Enterprises in the European Union (Europêche) (representing employers) and European Transport Workers' Federation (ETF) (representing employees) as the most representative European level social partner organisations in the sea fisheries sector. COPA-COGECA, representing employers in the primary sector, has also some representativeness in the sector
Labour Taxation and Personnel Expenditure in the Romanian Public Sector
The global economic crisis, which had a strong impact on virtually all states of the world, brought additional challenges to the public sector. The governments had to choose between two alternatives: to decrease public expenditure by adopting austerity measures (option chosen by most EU Member States) or to increase public investments, in an attempt to stimulate economic growth (alternative preferred and supported by the US and Great Britain). The paper at hand aims to analyze the public expenditure policy in Romania, as a result of the economic conditions imposed by the crisis, with a focus on the relationship between the incomes collected from taxes on labour and the public expenditure with the personnel employed within public institutions. We shall analyze and compare the figures regarding public expenditure for the wages of persons working in the public sector in the years prior to the crisis and following the adoption of the austerity measures. At the same time, we shall analyze the corresponding numbers regarding the amounts collected from taxes on labour. The goal of the paper is to identify the possible connection between the reduction of personnel expenses and the decrease of the budgetary deficit, which was the intended purpose of the austerity measures in the field of public employees’ salaries. Since the labour tax is computed on the basis of the salary earned, we expect both the expenses with the personnel and the amounts collected from labour tax, to decrease. However, this decrease will be in different percentages. The paper will analyze if the final balance between expenses with salaries and labour tax is positive or negative, in other words, if the austerity measures helped improve the budgetary deficit or deepened it. The final part of the research focuses on a comparative analysis between the EU Member States, with respect to the levels of taxation on labour, the percentage of labour tax in the GDP, and the public expenditure with the personnel, in an attempt to show if there are certain similarities or differences between EU and/or NISPAcee States

Involvement of social partners in policymaking during the COVID-19 outbreak

In 2020, the focus was on their involvement during the first months of the COVID-19 outbreak. While the pandemic has presented a huge challenge to social dialogue, the results of the analysis highlight how social dialogue can be an effective tool in shaping policy initiatives and finding solutions to emergency situations affecting businesses, workers, the economy and society. It is clear that the participation of social partners in the design and implementation of national recovery and resilience plans in 2021 will be key in the recovery process and for strengthening social dialogue going forward

The report includes a review by Eurofound aimed at identifying the capacity-building needs and initiatives of social partners in relation to national frameworks for autonomous collective bargaining, involvement in European social dialogue and the European Semester, and the development of membership and services for members. It also includes the results from stakeholder consultations and two exchange seminars held in 2019, along with a set of policy pointers for further discussion
