Personhood and property in Hegel's conception of freedom
For Hegel, personhood is developed primarily through the possession, ownership, and exchange of property. Property is crucial for individuals to experience freedom as persons and for the existence of Sittlichkeit, or ethical life within a community. The free exchange of property serves to develop individual personalities by mediating our intersubjectivity between one another, whereby we share another’s subjective experience of the object by recognizing their will in it and respecting their ownership of it. This free exchange is grounded the abstract right to property which is defined by the liberal institution of private property. Like all legal/juridical rights, the abstract property right and its related institution are productions of the state, which can also claim priority over them. This prioritization reveals the dialectic inherent in the both the conception and exercise of the right, in which the private right to property at the level of civil society confronts the public right of the state, resulting in both the preservation and uplifting of the right, and, at the same time, its cancellation or annihilation

Federal Programs Available to Unemployed Workers
[Excerpt] Four groups of federal programs target unemployed workers: income support, health care assistance, job search assistance, and training. Unemployed workers and their families may experience substantial income loss and, as a result, may qualify for a number of other federal programs that determine eligibility based on income (e.g., the Earned Income Tax Credit, Temporary Assistance for Needy Families, or Medicaid). This report presents information on federal programs targeted to unemployed workers specifically, but does not attempt to discuss means-tested programs. A variety of benefits may be available to unemployed workers to provide them with income support during a period of unemployment. When eligible workers lose their jobs, the Unemployment Compensation (UC) program may provide income support through the payment of UC benefits (often referred to as Unemployment Insurance, or UI, benefits). Certain groups of workers who lose their jobs on account of international competition may qualify for additional or supplemental income support through Trade Adjustment Act (TAA) programs. If an unemployed worker is not eligible to receive UC benefits and the worker’s unemployment may be directly attributed to a declared major disaster, a worker may be eligible to receive Disaster Unemployment Assistance (DUA) benefits. Two federal laws may aid unemployed workers in the purchase of health insurance. The first, the Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA), allows unemployed workers in certain circumstances to purchase continued health insurance coverage. The second, the Health Care Tax Credit (HCTC), allows certain TAA and Alternative TAA (for older workers) participants to receive an advanceable and refundable tax credit for purchasing health insurance. Federal support for Americans seeking assistance to obtain, retain, or change employment is undertaken by a national system of local One-Stop Career Centers (One-Stops) that were established by the Workforce Investment Act of 1998 (WIA, P.L. 105-220). A variety of services and partner programs — notably including UC and TAA — are located within or linked to One-Stops, which primarily provide job search assistance, career counseling, labor market information, and other employment services. Core labor exchange services (matching job seekers and employers) are provided by the U.S. Employment Service, which was first established by the Wagner-Peyser Act of 1933 and most recently amended under Title III of WIA. In addition to ES, Title I of WIA authorizes resources for similar core and intensive employment services for youth, adults, dislocated workers, and targeted populations. WIA Title I is also the nation’s central job training legislation, providing funds for traditional, on-the-job, customized, and other forms of training to individuals unable to obtain or retain employment through other services. Respect in Organizations: Feeling Valued as “We” and “Me”
Research suggests that organizational members highly prize respect but rarely report adequately receiving it. However, there is a lack of theory in organizational behavior regarding what respect actually is and why members prize it. We argue that there are two distinct types of respect: generalized respect is the sense that “we” are all valued in this organization, and particularized respect is the sense that the organization values “me” for particular attributes, behaviors, and achievements. We build a theoretical model of respect, positing antecedents of generalized respect from the sender’s perspective (prestige of social category, climate for generalized respect) and proposed criteria for the evaluation of particularized respect (role, organizational member, and character prototypicality), which is then enacted by the sender and perceived by the receiver. We also articulate how these two types of respect fulfill the receiver’s needs for belonging and status, which facilitates the self-related outcomes of organization-based self-esteem, organizational and role identification, and psychological safety. Finally, we consider generalized and personalized respect jointly and present four combinations of the two types of respect. We argue that the discrepancy between organizational members’ desired and received respect is partially attributable to the challenge of simultaneously enacting or receiving respect for both the “we” and the “me.
An Age-Period-Cohort Database of Inter-Regional Migration in Australia and Britain, 1976-96
Report prepared as part of a collaborative project on "Migration Trends in Australia and Britain: Levels and Trends in an Age-Period-Cohort Framework" funded by the Economic and Social Research Council and the Australian Research Council.
This paper describes the way in which parallel databases of inter-regional migration flows for Australia and Britain, classified by five year ages and birth cohorts for four five year periods between 1976 and 1996. The data processing involves estimation of migration data for comparable spatial units, the reduction of the number of those units to a reduced set for ease of analysis, the extraction of migration data from official data files supplied by the Australian Bureau of Statistics and the Office for National Statistics, and the filling of gaps in these files through iterative proportional fitting for some of the British data. The final stage in preparation of the migration databases was to estimate the numbers of transitions (Australia) or movements (Britain) for age-period-cohort spaces. In principle, this last estimation involves a fairly simple interpolation or aggregation of age-time classified migration data, but in practice a great deal of detailed attention is required. A final section specifies the populations at risk to be used for each age-period-cohort observation plan to compute migration intensities
Harmonising Databases for the Cross National Study of Internal Migration: Lessons from Australia and Britain
This project involves the development of a Web interface to origin-destination statistics from the 1991 Census (in a form that will be compatible with planned 2001 outputs). It provides the user with a set of screen-based tools for setting the parameters governing each data extraction (data set, areas, variables) in the form of a query. Traffic light icons are used to signal what the user has set so far and what remains to be done. There are options to extract different types of flow data and to generate output in different formats. The system can now be used to access the interaction flow data contained in the 1991 Special Migration Statistics Sets 1 and 2 and Special Workplace Statistics Set C. WICID has been demonstrated at the Origin-Destination Statistics Roadshows organised by GRO Scotland and held during May/June 2000 and the Census Offices have expressed interest in using the software in the Census Access Project
