    The paper deals with current issues of Zagreb suburban traffic. A number of problems have been identified: obsolete infrastructure facilities, congested traffic routes, deficiency of transportation means and low level of transportation service. All this reflects upon energy and space utilization, deterioration of environmental balance, increased noise pollution, stress situations and inconveniences a person, i.e. a passenger experiences in traffic. The author discusses the need for radical changes in suburban traffic planning. These changes are seen in the introduction of railways becoming a major aspect of suburban transport, because the railways can provide transport of large numbers of passengers in short periods of time, while the identified negative aspects are being eliminated or reduced to the minimum. It is therefore necessary to conceive the new system of suburban transport. This could be materialized through the elaboration of the projects of complete suburban transport segment. This in the first place refers to the infrastructure contents as by-pass lines, Medvednica Tunnel, Samobor line, airport links, passenger terminals, stations with platforms at an elevation parallel with the floor of the cars and special train cars for mass transport of passengers with broad seiding doors for quick getting of and off the trains.     Economy demands quality peiformance of transport servicesfrom all spheres of the traffic system The shunting systemin railway transport is a part of the traffic system. The fact thatthe railways are an organization of special social interest makesits organization structure the more important for the economicdevelopment. Problems that appear in the development of theeconomic system clearly point out numerous irregularitieswithin the railways. The demand of quality transport servicesrequires rationality of transport which consequently requiresgreat changes in the field of traffic organization structure andexploitation of transport capacities.Elementary parameters of the quality evaluation of thetransport service in all traffic subsystems are: speed, safety andregularity of transport. The same parameters can be implementedas the basis of technical and exploitation characteristicsof traffic.The shunting system in railway traffic is affected by numerouselements which are interconnected and represent a uniformtechnological process. Subsequently, the shunting system isconsidered a uniform technological system. The characteristicsof such a system are apparent in the technical and technologicalprocess, e.g.:- integrality, i. e. characteristic of collective production oftransport services;- homogeneity of transport means;- standardization of means of integral transport.In the process of transport demands, maximum servicequality is incessantly required. However, maximum quality withcertain quantitative dimension in regard to mode, place andtime of the transport process requires engagement of transportmeans, which directly affects the costs.     The paper considers the environment and the tasks that theCroatian railways need to carry out in order to gain importancewithin the European transport market. It deals with the economicvalues that may be expected from the modernised railways.Therefore, the Croatian railways will have to undergotechnical, technological and organisational restructuring. Themarketing concept of meeting the customers' needs and demandshas to be developed. The marketing is meant and,among other things, the selection and definition of those segmentsin which the Croatian railways could do business successfully.These include: passenger traffic - suburban, then interurban(domestic and international in and out) and, accordingto the needs of the European railways, transit traffic. Ingoods transport - to identify the needs of big users and define thesize of the offer accordingly.Although the paper could not deal with concrete restructuringtasks (which is the first and foremost task of the CroatianRailways), it indicates the main directions.     Owing to some specific aspects of the transport service market there has always been present a minor or major impact of the state upon the fixing of transport service costs or the policy of investments into the traffic infrastructure. Currently we have the processes of deregulation going on, on one hand, and strengthening of the market functions on the other. In such circumstances one should expect in the future that the fixing of transport service rates is more and more affected by the economic factor which means that as with the costs/prices of goods and services in other industries the fares/transport service charges will be subject to a permanent impact of numerous market factors acting within the scope of the national market yet more and more with respective reflections of all regional and global economic trends.</p
