Moral responsibility of government employees

У статті порушується питання переосмислення й переоцінки моральної відповідальності державними службовцями в нових умовах для державного управління в Україні. Аналізується опрацювання науковців щодо визначення відповідальності у державному управлінні. Розкривається зміст основних понять, видів моральної відповідальності та їх взаємозв’язок. Одним із головних критеріїв ефективності діяльності органів влади розглядається відповідальність державних службовців за виконання посадових обов’язків. Звертається увага на моральну відповідальність державних службовців з позицій свободи й обов’язку. Загальною потребою визначається формування міри моральної відповідальності працівників органів державної влади в умовах розвитку правової держави та громадянського суспільства. У ході дослідження доводиться, що моральна відповідальність виступає однією з найважливіших характеристик державного службовця, яка забезпечує реалізацію функції контролю у державному управлінні.The paper dwells on the issue of re-conceptualization and revaluation of the moral responsibility of public servants in the current context of public administration in Ukraine. The preliminary research conducted on responsibility definitions in public administration has been analyzed. The content of the basic notions, kinds of moral responsibility and their interrelations are explored. One of the major criteria for public authorities’ efficiency is regarded to be public servant responsibility for performance of their official duties. A special attention is paid to considering the moral responsibility of public servants in terms of freedom and obligation. Determining the extent of public authority staff’s moral responsibility is recognized as a fundamental need in the conditions of developing a legal state and civil society. In the course of research, it has been proved that moral responsibility serves as a public servant’s most significant characteristic, which ensures realization of the control function in public administration. In the context of building a rule of law and civil society, relations between the state and society must be formed on the basis of mutual responsibility. The current state of government is strongly influenced by the political situation on the external and internal levels. There is a sharp differentiation of ideological, ideological, political, ethnic orientations and values that prompts a rethinking of the philosophical significance of many categories and concepts that today are more declarative than real.
