    Demographics, Fiscal Health, and School Quality: Shedding Light on School Closure Decisions

    In our current challenging budgetary environment, school closures remain a potentially attractive choice. With a large panel of Illinois schools from 1991 to 2005, I investigate which factors contribute to school closures. Among elementary schools, declining enrolments and rural locations coincide with closures. However, schools with higher per-pupil spending are ceteris paribus less likely to close. Furthermore, better test scores also yield lower probabilities. High expenditures contribute to junior high closure, but the most significant predictors are the proportions of black and low income students. Administrators may claim that low enrolments and high spending motivate school closures, but in Illinois, that is not the whole story.education finance, education administration, school closures, tax policy

    Immigrant Heterogeneity and the Earnings Distribution in the United Kingdom and United States: New Evidence from a Panel Data Quantile Regression Analysis

    In this paper we use a relatively new panel data quantile regression technique to examine native-immigrant earnings differentials 1) throughout the conditional wage distribution, and 2) controlling for individual heterogeneity. No previous papers have simultaneously considered these factors. We focus on both women and men, using longitudinal data from the PSID and the BHPS. We show that country of origin, country of residence, and gender are all important deter- minants of the earnings differential. For instance, a large wage penalty occurs in the U.S. among female immigrants from non-English speaking countries, and the penalty is most negative among the lowest (conditional) wages. On the other hand, women in Britain experience hardly any immigrant-native wage differential. We find evidence suggesting that immigrant men in the U.S. and the U.K. earn lower wages, but the most significant results are found for British workers emigrating from non-English speaking countries. The various differentials we report in this paper reveal the value of combining quantile regression with controls for individual heterogeneity in better understanding immigrant wage effects

    Mass layoffs have become an all too familiar occurrence in the United States; statistics indicate that an average of 5.7% of all employees lose their jobs in a typical year. And while many cutbacks were once meant to be temporary – that is, until demand picked up or the plant was retooled for a new model or new product – these days they more often have a permanence intended to reduce costs and boost efficiency. Companies may expect certain outcomes from workforce realignments, such as higher profits and greater productivity, but sometimes the future of the company’s chief executive is also at stake. Previous academic studies have found links between CEO tenure and company performance. For example, researchers have shown that the probability of management turnover decreases as a company\u27s stock price increases. In a slight variation on this theme, researchers have also shown that CEO resignations/firings tend to rise as a company’s prospects deteriorate.     The Determinants of High School Closures: Lessons from Longitudinal Data throughout Illinois

    Facing substantial financial pressure, many districts close schools in order to preserve solvency and improve student outcomes. Using a new longitudinal data set on all non-Cook County Illinois schools, we examine the determinants of high school closure decisions from 1991 through 2005. Our dataset combines information from a wide variety of sources, including the Illinois State Board of Education, the Census Bureau, the Illinois Department of Revenue, and the Bureau of Labor Statistics. Prior studies in this area typically use cross-sectional data, short panels, or case-studies. Schools that close have lower enrollments, are located in more rural areas, and have higher per-pupil expenditures. Enrollments and fiscal resources are indeed the most important determinants of school closures. Neither math and reading test scores nor the sociodemographics of the students have a significant impact on high school closure decisions.economics of education, education finance, human capital, secondary education

    Light distribution and perceived spaciousness: Light patterns in scale models

    Previous research showed that light distribution can affect the perception of spatial size and shape. However, most studies are limited to quantitative assessment of a few scenarios without explaining possible causes behind peoples’ experiences. This exploratory study aimed to reveal complex relationships between light patterns and perceived size, and to investigate how light patterns affect perceived spaciousness. A qualitative approach was used with pair-wise comparisons between systematic visual observations of scale models. The observations confirmed that illuminated walls increase spaciousness. Yet, darkness impacts the perception of spaciousness as well. Both compound and separated light zones can expand depth, height, or width, depending on the interpretation of these patterns of light seen in relation to the whole spatial context. Furthermore, the position of illuminated areas, with placements on edge or in the center, may additionally influence perceived size

    Experience of Spaciousness and Enclosure: Distribution of Light in Spatial Complexity

    This study explore how distribution of light impacts perceived space. The purpose of this study was to gain a rich and deep understanding of the relationships that exist between distribution of light and spatial experience. In this research, spatial complexity is studied through a qualitative approach with a combined methods strategy. 21 informants answered a questionnaire and drew sketches, followed by in-depth interviews in a real-life auditorium with five light scenarios. The scenarios varied in light distribution, light level and light colour. All findings were triangulated in the final analysis. Surprisingly, a dark room appeared as more spacious when the spatial boundaries become unclearly defined. Simultaneously, findings indicate that bright walls can, in contrast to what most previous research suggests, contribute to a decreased spaciousness, if they become prominent enough. The results indicate a relationship between perception of increased width, caused by wall lighting, and reduced height, caused by indirect ceiling light. The experience of room size and spatial enclosure in relation to light distribution did not follow physical room boundaries. Furthermore, interview answers indicate that there can be a relationship between lighting and social interaction

    Serious games in support of transformative multi-stakeholder sanitation planning for increased resource recovery: Specifications for game development

    Globally, 2.3 billion people lack sanitation. Innovative solutions are needed that allow for rapid service expansion to underserved populations. Serious games can bring new perspectives into rigid planning and decision-making by increasing the understanding of complex issues, supporting learning of alternative perspectives and enhancing stakeholders cooperation. Existing games are inadequate for addressing the sanitation challenge and current frameworks for game development are neither comprehensive, nor tailored to sanitation planning. The objectives of this report are a) to develop a generic framework for development of serious games supporting transformative planning and governance; and b) to develop a set of specifications for a serious game for transformative sanitation planning specifically, c) to present a sanitation planning game prototype, and d) to report on an assessment of this game prototype. The report is based on literature studies and prototyping with user tests. A comprehensive framework for game development is presented and specifications for a serious game in sanitation planning are described. Initial game prototyping found that not all specifications could be fulfilled. Yet, focusing the framework on the serious purpose of the game, its worldview, its content, and its context of use brought a different but useful logic into the game design process

    Colored skins and vibrant hybrids: Manipulating visual perceptions of depth and form in double-curved architectural surfaces through informed use of color, transparency and light

    The past decades of research on color and light yielded vast knowledge supporting their informed use in architectural design. While there currently exists a rich body of knowledge and methods geared to affect the perception of depth and form in tiled, opaque architectural surfaces, not many such methods have been developed for double-curved, transparent, in-mass colored surfaces. The perception of depth and form in these surfaces relies on a complex blend of parameters, such as color combinations, illumination source, angle of viewing, location of shadows and reflections, material thickness and grade of transparency. To determine the visual effects caused by some of these parameters, experiments based on visual observations were carried out involving handcrafted, in-mass colored, undulant architectural surfaces. The insights from the experiments then served to develop four color strategies for architectural surface design harnessing the discovered effects in diverse ways. Through this, the study has sought first to observe and understand the effects of color and light in perceiving undulant surfaces, and second to highlight the potentials of harnessing these effects in the design of expressive architectural elements. The main insight from the study is that informed and deliberate application of color and light yields a wide range of potentially interesting perceptual effects in double-curved architectural surfaces, such as spatial filtering, gradient screening, vibrant massing and animate reshaping. Such effects, applied in an architectural context, can help to fulfill the demand for physical environmental enrichment in the digital era

    A User-Based Look at Visualization Tools for Environmental Data and Suggestions for Improvement - An Inventory among City Planners in Gothenburg

    With a growing interest in environmental data and the need to consider various environmental factors earlier in the planning processes, it becomes more important to disseminate this type of information to different target groups in a comprehensible way. To support easier decision making, many cities and municipalities are increasingly using digital city models where it is possible to integrate different types of information based on simulation and visualization of future scenarios. Such tools have high potential, but the visual representation of data still needs to be developed. In this paper, we investigate how professionals within urban planning currently use visualization to communicate environmental data, and what their needs are regarding tools and visual representation. We discuss challenges for representing environmental data in urban development processes, with the aim of contributing to a better understanding of these issues. We base our investigation on a literature study, an inventorying survey and a focus group discussion with professionals within urban planning. This study provides an end-user perspective among urban planners and valuable insights on tool usage and visualization. Results show that applications used for environmental visualization still can be improved regarding, e.g., user friendliness and information handling, which may increase their efficiency
