Developmental Detour: How the Minimalism of Miller v. Alabama Led the Court\u27s Kids Are Different Eighth Amendment Jurisprudence Down a Blind Alley
With its narrow ruling, Miller has taken the Eighth Amendment kids are different jurisprudence on a deleterious detour that could lead Miller and Jackson and others like them to a certain dead end. Where Miller went wrong is the subject of this paper. It begins with Graham and the significance of the Court’s ruling that the Eighth Amendment categorically precludes imposition of a sentence of life without parole on a juvenile nonhomicide offender. Next, this paper turns to the Supreme Court’s decision in Miller, parsing the Court’s reliance on precedent and the reasoning that led it to adopt a ruling that stops short of a categorical ban on life without parole for all juvenile homicide offenders. This paper then launches a critique of Miller, arguing that it is both unprincipled and unsound because of its failure to rule categorically that the Eighth Amendment prohibits the imposition of life without parole on a juvenile regardless of the crime. This paper concludes by offering as an explanation for the Court’s limited ruling the judicial minimalism that characterizes the Roberts Court and by explaining how minimalism fails the criminal justice system in this case

Formation of complex Langmuir and Langmuir-Blodgett films of water soluble rosebengal
This communication reports the formation of complex Langmuir monolayer at the
air-water interface by charge transfer types of interaction with the water
soluble N- cetyl N, N, N trimethyl ammonium bromide (CTAB) molecules doped with
rosebengal (RB), with the stearic acid (SA) molecules of a preformed SA
Langmuir monolayer. The reaction kinetics of the formation of RB-CTAB-SA
complex monolayer was monitored by observing the increase in surface pressure
with time while the barrier was kept fixed. Completion of interaction kinetics
was confirmed by FTIR study. This complex Langmuir films at the air-water
interface was transferred onto solid substrates at a desired surface pressure
to form multilayered Langmuir-Blodgett films. Spectroscopic characterizations
reveal some molecular level interactions as well as formation of
microcrystalline aggregates depending upon the molar ratios of CTAB and RB
within the complex LB films. Presence of two types of species in the complex LB
films was confirmed by fluorescence spectroscopy.Comment: 13 pages, figures

Measurement of the seasonal and annual variability of total column aerosol in a northeastern U.S. network
A network of multi-filter rotating shadowband radiometers has operated since late 1991 in the northeastern US. The data acquired are simultaneous measurements of total and diffuse horizontal irradiances in six narrowband filtered detectors and one broadband shortwave detector. The direct normal irradiances are calculated from these measurements. These direct data are corrected for cosine response and used to calculate extraterrestrial irradiance (I{sub o}) using the Langley method of regressing the natural logarithm of direct irradiance versus air mass. With frequent determinations of I{sub o}, changes in I{sub o} caused by soiling and filter degradation, for example, can be tracked. Using these I{sub o}`s, total optical depth is calculated for every clear 30-minute period in the record. Consequently, total optical depth may be obtained on a fair number of days throughout the year. Using daily average total optical depth the authors have calculated aerosol optical depths for five wavelengths by subtracting Rayleigh scattering optical depths and Chappuis ozone absorption optical depths at each wavelength. The aerosol pattern at nearly every site is an annual cycle superimposed on a decaying stratospheric loading associated with the Mount Pinatubo volcanic eruption.
