    The guidelines describe modern approaches to the prevention, diagnosis, and treatment of thromboembolic complications in patients with injuries and after musculoskeletal surgery, in accordance with the interdisciplinary draft of the Clinical Guidelines (2022) Deep vein thrombosis of the extremities, which has passed public hearings and is being approved by the Russian Ministry of Health.     Radio Observations of the January 20, 2005 X-Class Event

    We present a multi-frequency and multi-instrument study of the 20 January 2005 event. We focus mainly on the complex radio signatures and their association with the active phenomena taking place: flares, CMEs, particle acceleration and magnetic restructuring. As a variety of energetic particle accelerators and sources of radio bursts are present, in the flare-ejecta combination, we investigate their relative importance in the progress of this event. The dynamic spectra of {Artemis-IV-Wind/Waves-Hiras with 2000 MHz-20 kHz frequency coverage, were used to track the evolution of the event from the low corona to the interplanetary space; these were supplemented with SXR, HXR and gamma-ray recordings. The observations were compared with the expected radio signatures and energetic-particle populations envisaged by the {Standard Flare--CME model and the reconnection outflow termination shock model. A proper combination of these mechanisms seems to provide an adequate model for the interpretation of the observational data.Comment: Accepted for publication in Solar Physic

    Ion-beam excitation of liquid argon

    The scintillation light of liquid argon has been recorded wavelength and time resolved with very good statistics in a wavelength interval ranging from 118 nm through 970 nm. Three different ion beams, protons, sulfur ions and gold ions, were used to excite liquid argon. Only minor differences were observed in the wavelength-spectra obtained with the different incident particles. Light emission in the wavelength range of the third excimer continuum was found to be strongly suppressed in the liquid phase. In time-resolved measurements, the time structure of the scintillation light can be directly attributed to wavelength in our studies, as no wavelength shifter has been used. These measurements confirm that the singlet-to-triplet intensity ratio in the second excimer continuum range is a useful parameter for particle discrimination, which can also be employed in wavelength-integrated measurements as long as the sensitivity of the detector system does not rise steeply for wavelengths longer than 190 nm. Using our values for the singlet-to-triplet ratio down to low energies deposited a discrimination threshold between incident protons and sulfur ions as low as ∼2.5 keV seems possible, which represents the principle limit for the discrimination of these two species in liquid argon

    A retrospective analysis of the quality of specialized care provided to 820 patients with proximal femur fractures (PFF) at Solovyov Hospital (Yaroslavl) in 2013 was performed. A direct relationship was established between the time elapsed from the injury to hospital admission and the rate of vein thrombosis of the lower limbs. Operative activity in the treatment of patients with this pathology was 91.7%. A need for different implants for operative treatment of patients with this injury per 100,000 population was determined. Operative treatment of PFF in elderly and old-aged people should be considered a life-saving procedure to be performed on urgent indications(within 24 to 48 hours since the injury).Проведен ретроспективный анализ качества оказания специализированной помощи 820 больным с переломами проксимального отдела бедренной кости (ППБОК) в больнице им. Н.В. Соловьева (г. Ярославль) в 2013 г. Установлена прямая зависимость между сроком, прошедшим от травмы до госпитализации больных в стационар, и частотой развития тромбозов вен нижних конечностей. Отмечена высокая операционная активность (91,7%) в лечении пациентов. Определена потребность в различных имплантатах для оперативного лечения больных с указанными травмами при расчёте на 100 тысяч населения. Оперативное лечение ППОБК у лиц пожилого и старческого возраста следует рассматривать как жизнеспасающую процедуру и выполнять по срочным показаниям (в течение 24-48 часов с момента получения травмы)

    Neutron, gamma and Roentgen fluorescent activation analysis of hair of children suffering from bronchial asthma

    The aim of present study was the multiparametric study of dangerous microelements content in the hair of children under school and primary school age which included 12 children ill with bronchial asthma and 11 control group persons in the town of Troitsk, Moscow Region. The hair specimens with weight 15-220 mg were analysed with the application of epithermal neutron activation analysis conducted at experimental installation REGATA and neutron source-unique Pulsed Fast Reactor IBR-2, with the application of combined gamma-neutron irradiation at Microtron MT-25 and with Roentgen Fluorescence Analysis device of JINR. The data of elements content in hair were obtained with solid state track detectors and semiconductor electronic spectrometers. The solid state track detectors provide the determination of U, Th, Bi and Be elements at the level of sensitivity up to 10-8-10-9 g/g. These data were compared with more representative information about dangerous microelements concentration obtained with NAA and RFA analyses. The obtained concentrations of most elements vary in a wide range, but in agreement with the known data. The highest degree of element dispersion was observed for U, Th, Pb, I, Br, Sb, Co, K and Be (the radiation coefficient was higher than 100-200%). The presented analysis of results shows that in the clinical picture there is some proved correlation between an increased content of some element in hair and symptoms of their accumulation in the organism of ill children, the revelation of which is the basic idea of our examination. © 2001 Elsevier Science Ltd. Цель исследования – разработка рекомендаций по развитию и внедрению системы управленческого учета и контроллинга на российских предприятиях как факторов повышения эффективности их управления. По результатам анализа основных подходов к толкованию терминов «управленческий учет» и «контроллинг», отраженных в трудах отечественных и зарубежных экономистов, дано толкование данных категорий, а также указана их взаимосвязь, место и роль в деятельности промышленных предприятий. Согласно проведенному в статье исследованию система управленческого учета имеет возможность самостоятельного существования, выступая при этом одним из элементов формирования системы контроллинга с позиции развитой поддержки системы управления организацией. Рассмотрены основные концепции контроллинга, как основы механизма, способствующего повышению эффективности принимаемых управленческих решений, а также повышению результативности деятельности компании в целом. На основе обобщения мирового опыта, а также учитывая специфику российской экономики, предложена модель внедрения системы контроллинга на промышленном предприятии как совокупность последовательно реализуемых этапов. Отличительными особенностями данной модели является учет всех ключевых причин, замедляющих процесс внедрения служб контроллинга на российских промышленных предприятиях, а также базирование на принципах и правилах, положенных в основу создания эффективной службы контроллинга. The article is devoted to the problem of introducing a system of management accounting and controlling at an industrial enterprise, taking into account the specific character of their functioning in the Russian economy. The purpose of the study is to formulate recommendations for the development and implementation of a management accounting and controlling system at Russian enterprises as factors for increasing their management efficiency. Based on the analysis of the main approaches to the interpretation of the terms “management accounting” and “controlling”, reflected in the works of domestic and foreign economists, an interpretation of these categories as well as their relationship, place and role in the activities of industrial enterprises are given. According to the research conducted in the article, the management accounting system has the possibility of independent existence acting as one of the elements of the formation of a controlling system from the perspective of developed support for the organization's management system. The basic concepts of controlling, as the basis of a mechanism contributing to an increase in the efficiency of management decisions made, as well as an increase in the performance of the company as a whole, are considered. Based on generalization of the global experience, and taking into account the specific character of the Russian economy, a model is proposed for the introduction of a controlling system at an industrial enterprise as a set of successively implemented stages. A distinctive feature of this model is the consideration of all the key reasons that slow down the process of introducing controlling services at Russian industrial enterprises, as well as based on the principles and rules underlying the creation of an effective controlling service
