    In the article, the author developed the classification of the main models of implementation of the “car-free city” concept depending on organizational and technological solutions in the construction and reconstruction of the urban environment. The author determined that the problem of selecting the optimal model should be decided on the basis of a comprehensive analysis of various factors that determine the specific features and problems of a specific urban situation (social, technical, organizational, environmental, cultural, economic, climatic, etc). The developed solution should meet the criteria of ensuring the comfort of the urban environment and investment attractiveness. The author developed the basic algorithm of choosing the optimal organizational and technological solutions for the development of urban development within the “car-free city” concept, the use of which will contribute to maximizing socio-economic, environmental and other effects while ensuring the investment attractiveness and competitiveness of construction project decisions

    Investment projects of high-rise construction have a number of features that determine specific risks and additional opportunities that require analysis and accounting in the formation of an effective project concept. The most significant features of high-rise construction include long construction time, complexity of technical and technological solutions, complexity of decisions on the organization of construction and operation, high cost of construction and operation, complexity in determining the ratio of areas designed to accommodate different functional areas, when organizing and coordinating the operation of the facility, with internal zoning. Taking into account the specificity of high-rise construction, among the factors determining the effectiveness of projects, it is advisable to consider as key factors: organizational, technological and investment factors. Within the framework of the article, the author singled out key particular functions for each group of factors under consideration, and also developed a system of principles for the formation of an effective concept of multifunctional high-rise construction investment projects, including the principle of logistic efficiency, the principle of optimal functional zoning, the principle of efficiency of equipment use, the principle of optimizing technological processes, the principle maximization of income, the principle of fund management, the principle of risk management . The model of formation of an effective concept of investment projects of multifunctional high-rise construction developed by the author can contribute to the development of methodological tools in the field of managing the implementation of high-rise construction projects, taking into account their specificity in the current economic conditions

    The rationale for the choice of technological solutions in the framework of construction design is largely interrelated with the effectiveness of solving problems that arise during the stages of the project life cycle. The modeling of the project's technological support is based on a systematic approach, which is a connecting element between various tools and techniques by presenting the project's processes in the context of the life cycle, as well as their mutual correlation with technological solutions. This approach eliminates the adoption of chaotic decisions in the process of project development, since its implementation occurs directly at the initiation stage. As part of a comprehensive solution to this task, a system of principles of technological support for construction projects has been developed, including the principles of unity, balance, compliance and synergy. The results obtained in the framework of the study, the key of which are the scheme of principal modeling of technological support for construction projects and the algorithm for modeling technological support for construction projects, develop approaches to scientific and methodological approaches to managing the effectiveness of investment and construction activities in general and, in particular, to the development and justification of design solutions for construction. The key aspect of the implementation of the developed algorithm is the analysis of processes, for the methodological support of which it is proposed to use the unified form “Card determinant of the technological solution”. The current rates of scientific and technological progress methodically increasingly require anticipatory long-term forecasts.     The article is devoted to one of the most relevant areas of research in modern Russian conditions - the consideration of issues related to the formulation and justification of methodological approaches to the design of buildings belonging to the category of “green” construction in smart city concept. Designing such facilities includes a comprehensive analysis of the building as a single energy system, and also includes the study of issues related to energy conservation at all stages of the life cycle of the property, the environmental regime of land use, water conservation and wastewater treatment use in the construction of environmentally friendly materials, etc. Planning of any investment and construction project is associated with an analysis of the feasibility of its implementation, taking into account all stages of its life cycle: conceptual study and design, construction, operation, utilization. When planning projects using “green” building technologies, the solution of these problems requires the use of specific approaches and tools. Substantiation of decisions on resource and energy saving in the design of buildings can be carried out on the basis of the following methodological approaches: construction and (or) functional.     The article is devoted to the consideration of theoretical issues and methodology for building an effective investment policy of an enterprise, taking into account that for enterprises operating in most fundamental sectors of the economy, including construction, oil and gas, transport, industrial production, etc., an important aspect that requires consideration in the development of investment policy is the impact on the environment. Environmental aspects impose restrictions on the choice of investment directions, applied methods and technical and economic indicators of projects and determine the potential competitive advantages of projects, including through the use of forms of state support. Environmental aspects of investment activity should be considered not only as basic constraints in the development of project solutions, but also as one of the factors of the enterprise’s competitiveness, which significantly affects its investment potential in the medium and long term. The authors also present a system of key principles for the formation of an enterprise’s investment policy taking into account environmental aspects and form a schematic diagram for the development of an enterprise’s investment policy taking into account environmental aspects. The use of the proposed methodological tools will help to increase the stability and efficiency of both the internal environment of the enterprise and its external environment, that is, the socio-economic system in which it operates
