    The Chromatic Splitting Conjecture at n=p=2

    We show that the strongest form of Hopkins' chromatic splitting conjecture, as stated by Hovey, cannot hold at chromatic level n=2 at the prime p=2. More precisely, for V(0) the mod 2 Moore spectrum, we prove that the kth homotopy group of L_1L_{K(2)}V(0) is not zero when k is congruent to -3 modulo 8. We explain how this contradicts the decomposition of L_1L_{K(2)}S predicted by the chromatic splitting conjecture.Comment: Revised version. To appear in Geometry & Topolog

    This paper explores how to optimally set tax and transfers when taxation authorities : (1) are uninformed about individuals’ value of time in both market and non-market activities and (2) can observe both market-income and time allocated to market employment. In contrast to much of the optimal income taxation literature, we show that optimal redistribution in this environment involves distorting market employment upwards for low net-income individuals through phased-out wage-contingent employment subsidies, and distorting employment downward for high net-income individuals through positive and increasing marginal income tax rate.
