Systems of innovation
We review the literature on national innovation systems. We first focus on the emergence of the concept of innovation systems, reviewing its historical origins and three main flavours (associated to three ĂąâŹĆfounding fathersù⏠of the concept). After this, we discuss how the notion of innovation systems filled a need for providing a broader basis for innovation policy. We conclude with some perspectives on the future of the innovation systems literature.
De prijs van gelijkheid
Op maandag 26 mei 2008 aanvaardde prof.dr. Bas Jacobs het ambt van bijzonder hoogleraar Openbare financiën en economisch beleid in de Faculteit der Economische Wetenschappen, vanwege de Vereniging Trustfonds EUR. In zijn inaugurele rede De prijs van gelijkheid gaat hij op zoek naar de heilige graal van de welvaartseconomie: het vinden van de economisch meest efficiënte manieren om inkomen te verdelen. Na de plechtigheid overhandigde de kersverse hoogleraar het eerste exemplaar van de handelseditie van zijn oratie aan minister van Financiën Wouter Bos.
Elk overheidsingrijpen gaat onvermijdelijk gepaard met ontwrichting van de efficiënte werking van de markt. Iedere euro die de overheid herverdeelt, kost de samenleving vijftig eurocent. Het realiseren van sociaal-economische gelijkheid heeft daarom een hoge prijs. Bas Jacobs stelt dat veel overheidsingrepen efficiënt noch rechtvaardig zijn. Op basis van de meeste recente wetenschappelijke inzichten betoogt hij dat de prijs van gelijkheid omlaag kan door veel doelmatiger te delen.
Jacobs bespreekt onder andere de progressie van de inkomstenbelasting, belastingen op kapitaalinkomen, subsidies op hoger onderwijs, het minimumloon en de fiscale subsidies op het eigen huis en de pensioenen. Hij laat zien dat veel politieke opvattingen van zowel links als rechts op drijfzand zijn gebouwd. Tegelijkertijd prikt hij talloze proefballonnen door, zoals de ongenuanceerde pleidooien voor een vlaktaks, lagere erfenisbelastingen en de levensloopregeling.

Financial Geographies and Emerging Markets in Europe
This study examines the contemporary financial geographies in Central and Eastern Europe and argues how these may affect the established European finacial centre network in the future. As the development of the financial sector in Europeâs emerging markets is largely dependent on foreign investments, explicit attention is directed to determine which emerging centres exhibit sufficient power to attract multinational financial service firms. In addition, it is empirically assessed form which locations these investments are controlled. The results show a distinct spatial order of financial centres organized around three main city clusters: a âsouth-eastâ cluster controlled by Athens, a âcentral-eastâ cluster around Vienna and a âBalticsâ cluster directed from Copenhagen and Stockholm. Based on the results it is argued that these centres of control, with Vienna in particular, may enhance their competitiveness as a financial centre due to their strategic position in the growing markets of Central and Eastern Europe
Frankfurt on Identification and Satisfaction
In his seminal 1971 essay Freedom of the Will and the Concept of a Person,
Harry Frankfurt provides an insightful account of free will and the problem
of determinism, that is not metaphysical, but rather psychological
and practical. First and foremost, though, Frankfurt offers a philosophical
analysis of the nature of personhood. He does so by providing an alternative
to the account of personhood advanced by Peter Strawson. In the
Strawsonian view, a person is defined exclusively as a subject having both
physical and mental properties, so that the concept of a person can simply
be equated with the concept of a human being. Frankfurt argues against
this view, assuming that mere membership in the biological species homo
sapiens is not sufficient enough to decide on the question of personhood.
Instead, he claims that the essence of a person is to be found in the structure
of the will

British economic growth : 1270 - 1870
We provide annual estimates of GDP for England between 1270 and 1700 and
for Great Britain between 1700 and 1870, constructed from the output side. The GDP
data are combined with population estimates to calculate GDP per capita. We find
English per capita income growth of 0.20 per cent per annum between 1270 and 1700,
although growth was episodic, with the strongest growth during the Black Death crisis of
the fourteenth century and in the second half of the seventeenth century. For the period
1700-1870, we find British per capita income growth of 0.48 per cent, broadly in line
with the widely accepted Crafts/Harley estimates. This modest trend growth in per capita
income since 1270 suggests that, working back from the present, living standards in the
late medieval period were well above âbare bones subsistenceâ. This can be reconciled
with modest levels of kilocalorie consumption per head because of the very large share of
pastoral production in agriculture
