    Access to vs. exclusion from knowledge: Intellectual property, efficiency and social justice.

    The main rationale for intellectual property relies on the thesis of the incentive to create. Creators and inventors are economic agents attracted by the returns they expect from their effort. This depiction is practical, but does not give due weight to the complexity of knowledge production. This work does not contest the potential benefit of the opportunity for creators and inventors to reap some profit from their work. Rather, it considers the idiosyncratic nature of knowledge, which is simultaneously input, output and productive technology, and is closely linked to the social dimension. This provides further insight into the production process and suggests a significantly different framework for policy. More specifically, because of the increasing returns governing creative technology, the efficiency criterion used to guide the economic choice calls for weak intellectual property rights, thus preserving wide access to knowledge. A stronger appropriation regime would significantly impair the total outcome of the creative processes.     Investigating distance effects on environmental values: A choice modelling approach

    This paper describes a Choice Modelling experiment set up to investigate the relationship between distance and willingness to pay for environmental quality changes. The issue is important for the estimation and transfer of benefits. So far the problem has been analysed through the use of Contingent Valuation-type of experiments, producing mixed results. The Choice Modelling experiment allows testing distance effects on parameters of environmental attributes that imply different trade-offs between use and non-use values. The sampling procedure is designed to provide a Ògeographically balancedÓ sample. Several specifications of the distance covariate are compared and distance effects are shown to take complex shapes.     Are non-use values distance-independent? Identifying the market area using a choice modelling experiment

    This article tests for the effect of distance on non-use values using a Choice Modelling (CM) experiment. Estimating a distance decay relationship for non-use values (NUVs) is important because it would define the market area for an environmental good, i.e. identify the limits for aggregating individual benefit estimates. In contrast to the common definition of NUVs as non-usersÕ values, the CM experiment designs the environmental attributes so that NUV changes can be disentangled from Use Value (UV) changes. The experiment also allows for testing different specification of the distance covariates. Data are obtained from a geographically representative sample. Results show that NUVs do not depend on distance.     Property rights and externalities: The uneasy case of knowledge

    Drawing from Coase's methodological lesson, this article discusses the specific case of knowledge, which was for a long time chiefly governed by exchange mechanisms lying outside the market, and has only recently been brought into the market. Its recent, heavy "colonization" by the property paradigm has progressively elicited criticism from commentators who, for various reasons, believe that the market can play only a limited role in pursuing efficiency in the knowledge domain. The article agrees with the enounced thesis and tries to provide an explanation of it that relates to the fact that in specific circumstances property-rights can produce distinct market failures that affect the social cost and can consequently prevent attainment of social welfare. In particular, the arguments set forth here concern three distinct externalities that arise when enforcing a property rights system over knowledge. First, the existence of a property right may itself alter individual preferences and social norms, thus causing specific changes in individuals' behaviour. Second, the idiosyncratic nature of knowledge, as a collective and inherently indivisible entity, means that its full propertization can be expected to produce significant harm. Third, property rights can cause endogenous drifts in the market structure arising from the exclusive power granted to the right holder: though generally intended as a necessary mechanism for extracting a price from the consumer, in the knowledge domain property rights can become a device for extracting rents from the market.property rights, knowledge, invention, externalities, efficiency

    This article uses economic categories to show how the reorganisation of civil procedure in the case of class action is not merely aimed at providing a more efficient litigation technology, as hierarchies (and company law) might do for other productive activities, but that it also serves to create a well defined economic organization ultimately aimed at producing a set of goods, first and foremost among which are justice and efficiency. Class action has the potential to recreate, in the judicial domain, the same effects that individual interests and motivations, governed by the perfect competition paradigm, bring to the market.     Reid and Condillac on Sensation and Perception: A Thought Experiment on Sensory Deprivation

    In order to illustrate the difference between sensation and perception, Reid imagines a blind man that by ‘some strange distemper’ has lost all his notions of external objects, but has retained the power of sensation and reasoning. Reid argues that since sensations do not resemble external objects, the blind man could not possibly infer from them any notion of primary qualities. Condillac proposed a similar thought experiment in the Treatise on Sensations. I argue that Condillac can reach a conclusion opposite to that of Reid only by assuming that some particular collections of sensations do indeed resemble the qualities of external objects. Reid had considered a similar case in a manuscript, but he again notices that such complex collections sensations do not resemble the qualities of external objects

    Absence of superconductivity in iron polyhydrides at high pressures

    Recently, C. M. Pépin et al. [Science 357, 382 (2017)] reported the formation of several new iron polyhydrides FeHx at pressures in the megabar range and spotted FeH5, which forms above 130 GPa, as a potential high-Tc superconductor because of an alleged layer of dense metallic hydrogen. Shortly after, two studies by A. Majumdar et al. [Phys. Rev. B 96, 201107 (2017)] and A. G. Kvashnin et al. [J. Phys. Chem. C 122, 4731 (2018)] based on ab initio Migdal-Eliashberg theory seemed to independently confirm such a conjecture. We conversely find, on the same theoretical-numerical basis, that neither FeH5 nor its precursor, FeH3, shows any conventional superconductivity and explain why this is the case. We also show that superconductivity may be attained by transition-metal polyhydrides in the FeH3 structure type by adding more electrons to partially fill one of the Fe-H hybrid bands (as, e.g., in NiH3). Critical temperatures, however, will remain low because the d-metal bonding, and not the metallic hydrogen, dominates the behavior of electrons and phonons involved in the superconducting pairing in these compounds

    Pose and Shape Reconstruction of a Noncooperative Spacecraft Using Camera and Range Measurements

    Recent interest in on-orbit proximity operations has pushed towards the development of autonomous GNC strategies. In this sense, optical navigation enables a wide variety of possibilities as it can provide information not only about the kinematic state but also about the shape of the observed object. Various mission architectures have been either tested in space or studied on Earth. The present study deals with on-orbit relative pose and shape estimation with the use of a monocular camera and a distance sensor. The goal is to develop a filter which estimates an observed satellite's relative position, velocity, attitude, and angular velocity, along with its shape, with the measurements obtained by a camera and a distance sensor mounted on board a chaser which is on a relative trajectory around the target. The filter's efficiency is proved with a simulation on a virtual target object. The results of the simulation, even though relevant to a simplified scenario, show that the estimation process is successful and can be considered a promising strategy for a correct and safe docking maneuver

    A Methodological Approach to the Spatial Aggregation of Values

    A Choice Modelling (CM) experiment is developed with the purpose of gaining some insight on how to identify the relevant population for the valuation of an environmental asset. The experiment is based on a survey of Perth residents over the values they attach to Kings Park, the largest urban park in Western Australia, 4/5 of which is native bushland. We design the experiment in order to isolate NUVs form UVs so that trade-offs between attributes of the asset imply tradeoffs between Use Values, Non-Use Values and money. One can then estimate the coefficients for each attribute and analyse the effect of distance on patterns of use.
