CMS software deployment on OSG
A set of software deployment tools has been developed for the installation,
verification, and removal of a CMS software release. The tools that are mainly targeted for the
deployment on the OSG have the features of instant release deployment, corrective
resubmission of the initial installation job, and an independent web-based deployment portal
with Grid security infrastructure login mechanism. We have been deploying over 500
installations and found the tools are reliable and adaptable to cope with problems with changes
in the Grid computing environment and the software releases. We present the design of the
tools, statistics that we gathered during the operation of the tools, and our experience with the

Towards quantum-chemical method development for arbitrary basis functions
We present the design of a flexible quantum-chemical method development
framework, which supports employing any type of basis function. This design has
been implemented in the light-weight program package molsturm, yielding a
basis-function-independent self-consistent field scheme. Versatile interfaces,
making use of open standards like python, mediate the integration of molsturm
with existing third-party packages. In this way both rapid extension of the
present set of methods for electronic structure calculations as well as adding
new basis function types can be readily achieved. This makes molsturm
well-suitable for testing novel approaches for discretising the electronic wave
function and allows comparing them to existing methods using the same software
stack. This is illustrated by two examples, an implementation of
coupled-cluster doubles as well as a gradient-free geometry optimisation, where
in both cases, an arbitrary basis functions could be used. molsturm is

Whose Rights? Why States Should Set the Parameters for Federal Honest Services Mail and Wire Fraud Prosecutions
The citizens and governments of states and localities have a federal statutory right to the honest services of their public officials. The federal statutes that criminalize conduct impinging on this right, however, do not clearly define the parameters of the term honest services, and, as a result, the U.S. Courts of Appeals have differed in their interpretation of what conduct comprises a violation of the statute. The U.S. Courts of Appeals for the Third and Fifth Circuits have held that, in order for there to be a federal crime, the honest services must be owed under state or local law. Meanwhile, the First Circuit has held that such a state or local law violation is not a necessary prerequisite to the federal crime. This Note argues that, due to federalism and the nature of public corruption, the former approach strikes the appropriate balance between state sovereignty and the federal interest in good government
