Comparing local policy practices to implement ICT-based home care services for aging-in-place in Finland, France, Italy, Spain & Sweden
International audienceBackground. The current aging of the population across Europe is creating multiple challenges to the European states as well as to the European authorities. They have to design and implement sustainable policies for aging-in-place (for home care services for the elderly) to improve their wellbeing and inclusion in the information society. So far, several European initiatives have been runned to bring answers and solutions. Research aim. The aim of this paper is to understand wether and how several local authorities in the European Union build regulations and strategies for the ICT-based home care services intended to the elderly and where they stand regarding the literature’s recommendations.Method. We focus on the results of the SILHOUETTE project, that was part of CREATOR, an INTERREG-IV C mini-programme. We particularly focus on the public policy practices for the development of the ICT-based solutions for aging-in-place (home care services for the elderly) that the project identified. This paper is an analytical and comparative synthesis of these data in relation to the scientific literature. Public policy practices have been compared across territories of seven European countries. Results. We found that the seven regions are at different levels of maturity of public policy practices and that the SILHOUETTE project succeeded to enlighten different ways to boost the implementation of ICT-based solutions.Discussion. From this comparison we built a table showing the integrated stages of local strategies’ development. Comparison with the literature showed a greater development of Nordic countries, with the Finnish region being the only one whose guidelines included a great number of recommendations. Moreover, in this sector, the East/West gap is less present than in the global long-term care services sector and studies from other regions of the world can be useful for European stakeholders
Allocation of information and communication technology for social activities of the elderly
Cette thèse, inscrite dans le cadre d’un projet de recherche europĂ©en, s’intĂ©resse au problème des rĂ©ticences des personnes âgĂ©es Ă l’usage des TIC. Plus prĂ©cisĂ©ment, elle porte sur les facteurs psychosociaux influençant les attitudes des personnes âgĂ©es de 62 ans et plus Ă l’égard des TIC. Nous avons menĂ© six Ă©tudes dans ce cadre, rĂ©partis en deux axes. Le premier axe, comportant deux Ă©tudes, concerne les stratĂ©gies publiques et pratiques d’orientation des personnes âgĂ©es vers les TIC. Dans la première nous avons analysĂ© les pratiques des organismes impliquĂ©s dans l’orientation des personnes âgĂ©es vers les gĂ©rontechnologies en Lorraine. Il en ressort que les parcours d'accès sont très diffĂ©rentes en fonctions des dĂ©partements et des localitĂ©s, mais aussi en fonction du premier interlocuteur sollicitĂ© par la personne âgĂ©e et ses proches. La seconde Ă©tude avait pour objectif d’analyser les stratĂ©gies publiques et rĂ©glementations visant Ă inciter et faciliter l’usage des services basĂ©s sur les TIC destinĂ©s aux personnes âgĂ©es dans six rĂ©gions d’Europe. DiffĂ©rentes Ă©tapes de dĂ©veloppement de ces stratĂ©gies en sont ressorties et un dĂ©calage Nord/Sud a Ă©tĂ© constatĂ©. Dans le second axe, comportant quatre Ă©tudes, nous avons Ă©tudiĂ© sous diffĂ©rents angles les facteurs influençant les attitudes des personnes âgĂ©es Ă l’égard des TIC. La troisième Ă©tude visait Ă connaĂ®tre les perceptions des personnes âgĂ©es Ă l’égard des TIC et leurs besoins perçus. Nous avons identifiĂ© 22 items relevant de perceptions, rĂ©partis en huit composantes formant une Ă©chelle des perceptions Ă l’égard des TIC ainsi qu’une Ă©chelle des besoins perçus en deux composantes. La quatrième Ă©tude a Ă©valuĂ© l’impact de l’expĂ©rience antĂ©rieure avec les TIC sur les perceptions Ă l’égard des TIC. Nous avons rĂ©alisĂ© des analyses de variance des perceptions Ă l’égard des TIC en fonction de la possession ou non d’un ordinateur et du suivi ou non de cours d’initiation Ă l’informatique. Les rĂ©sultats ont montrĂ© que la possession d’ordinateur et le suivi de cours associĂ©s Ă des perceptions significativement plus positives des TIC. La cinquième Ă©tude a analysĂ© l’impact de la rĂ©gion d’habitation sur les perceptions Ă l’égard des TIC. Nous y avons comparĂ© les perceptions des personnes âgĂ©es de six rĂ©gions de l’Ue. Nous avons constatĂ© une cohĂ©rence entre les stratĂ©gies publiques d’orientation des personnes âgĂ©es vers les TIC et les perceptions des personnes âgĂ©es Ă l’égard des TIC. Enfin, notre dernière Ă©tude portait sur l’analyse des facteurs influençant l’attitude Ă l’égard des TIC en fonction de diffĂ©rents types d’activitĂ©s. Suivant la variable dĂ©pendante, diffĂ©rents facteurs ont Ă©tĂ© trouvĂ©s, incluant des perceptions Ă l’égard des TIC, des besoins perçus, l’expĂ©rience antĂ©rieure, la rĂ©gion d’habitation et des variables sociodĂ©mographiques.This thesis, which was part of a European research project, focuses on the problem of the reluctance of elderly people to use ICTs. It emerges that the access routes are very different according to the counties and communities, but also according to the first interlocutor requested by the elderly person and his / her relatives. The second study aimed to analyze public strategies and regulations encouraging and facilitating the use of ICT based services for the elderly in six regions of Europe. Different stages of development of these strategies emerged and a north / south lag was observed. In the second axis, with four studies, we examined from different angles the factors influencing the attitudes of the elderly towards ICTs. Our third study examined the perceptions of older persons regarding ICTs and their perceived needs. We identified 22 perceptual items divided into eight components forming a scale of perceptions of ICTs as well as a scale of perceived needs including two components. The fourth study assessed the impact of previous experience with ICTs on perceptions of ICTs. We carried out analyzes of the variance of ICT perceptions depending on whether a computer was owned or not and the followÂup of computer literacy courses. The results showed that computer ownership and course tracking were associated with significantly more positive perceptions of ICTs. The fifth study analyzed the impact of the region of residence on perceptions of ICTs. We compared the perceptions of the elderly in six regions of the EU. We found coherence between public strategies for orienting older people to ICTs and the perceptions of older people regarding ICTs. Finally, our latest study focused on the analysis of factors influencing attitudes toward ICTs for different types of activities. Depending on the dependent variable, different factors were found, including perceptions of ICTs, perceived needs, prior experience, region of residence and socioÂdemographic variables
