The methodology for developing the balance of labor resources as a basis for forecasting the socio-economic development of rural areas of the region is presented. Recommendations are given on the application of the program-targeted approach to the solution of personnel problems in the industry, the formation of an industry cadre sub-cluster in the region. It is proposed to form institutions for monitoring and adapting graduates of vocational education institutions. To make recommendations to the government bodies and local self-government in the regions of the Russian Federation for the development of development programs, the justification of strategic decisions for the development of human capital, the implementation of adaptation measures in connection with the transformation of global economic ties.
The publication is intended for researchers, employees of central and regional government in the field of agribusiness, labor, statistics, managers and specialists of agro-industrial enterprises, post-graduate students, students of agricultural universities

Brillouin light scattering during shearing of complex fluids
A setup for the optical measurement of elastic properties during the flow of complex fluids is presented. Brillouin light scattering and rotational rheology are combined in order to simultaneously measure the high-frequency longitudinal elastic modulus in a classical rheometer along with the zero-shear viscosity. Brillouin light scattering allows for the contactless determination of local elastic properties. First measurements of a diluted polymer system suggest a homogeneous orientation of polymer molecules throughout the sample as soon as a critical shear rate has been reached at one spatial position
