    The evaluation of Education Maintenance Allowance Pilots: three years' evidence: a quantitative evaluation

    This is the third report of the longitudinal quantitative evaluation of Education Maintenance Allowance (EMA) pilots and the first since the government announced that EMA is to be rolled out nationally from 2004. The evaluation was commissioned in 1999, by the Department for Education and Skills (DfES) from a consortium of research organisations, led by the Centre for Research in Social Policy (CRSP) and including the National Centre for Social Research, the Institute for Fiscal Studies (IFS) and the National Institute for Careers Education and Counselling (NICEC). The statistical evaluation design is a longitudinal cohort study involving large random sample surveys of young people (and their parents) in 10 EMA pilot areas and eleven control areas. Two cohorts of young people were selected from Child Benefit records. The first cohort of young people left compulsory schooling in the summer of 1999 and they, and their parents, were interviewed between October 1999 and April 2000 (Year 12 interview). A second interview was carried out with these young people between October 2000 and April 2001 (Year 13 interview). The second cohort left compulsory education the following summer of 2000 and young people, and their parents, were first interviewed between October 2000 and April 2001. The report uses both propensity score matching (PSM) and descriptive techniques, each of which brings their own particular strengths to the analysis

    Multi-scale mechanical response of freeze-dried collagen scaffolds for tissue engineering applications.

    Tissue engineering has grown in the past two decades as a promising solution to unresolved clinical problems such as osteoarthritis. The mechanical response of tissue engineering scaffolds is one of the factors determining their use in applications such as cartilage and bone repair. The relationship between the structural and intrinsic mechanical properties of the scaffolds was the object of this study, with the ultimate aim of understanding the stiffness of the substrate that adhered cells experience, and its link to the bulk mechanical properties. Freeze-dried type I collagen porous scaffolds made with varying slurry concentrations and pore sizes were tested in a viscoelastic framework by macroindentation. Membranes made up of stacks of pore walls were indented using colloidal probe atomic force microscopy. It was found that the bulk scaffold mechanical response varied with collagen concentration in the slurry consistent with previous studies on these materials. Hydration of the scaffolds resulted in a more compliant response, yet lesser viscoelastic relaxation. Indentation of the membranes suggested that the material making up the pore walls remains unchanged between conditions, so that the stiffness of the scaffolds at the scale of seeded cells is unchanged; rather, it is suggested that thicker pore walls or more of these result in the increased moduli for the greater slurry concentration conditions.The authors are grateful to the Nano Doctoral Training Centre (NanoDTC), University of Cambridge, and the EPSRC who supported this work through the EP/G037221/1 grant.This is the final published version.     Toward a simulation approach for alkene ring-closing metathesis : scope and limitations of a model for RCM

    A published model for revealing solvent effects on the ring-closing metathesis (RCM) reaction of di-Et diallylmalonate 7 has been evaluated over a wider range of conditions, to assess its suitability for new applications. Unfortunately, the model is too flexible and the published rate consts. do not agree with exptl. studies in the literature. However, by fixing the values of important rate consts. and restricting the concn. ranges studied, useful conclusions can be drawn about the relative rates of RCM of different substrates, precatalyst concn. can be simulated accurately and the effect of precatalyst loading can be anticipated. Progress has also been made toward applying the model to precatalyst evaluation, but further modifications to the model are necessary to achieve much broader aims

    Stillbirth and intrauterine fetal death: role of routine histological organ sampling to determine cause of death.

    OBJECTIVES: Guidelines for the investigation of intrauterine death and sudden unexpected death in infancy (SUDI) recommend, based on expert opinion, autopsy procedures and tissue sampling strategies for histological analysis. Although stillbirth is much more common than SUDI, there have been no large-scale studies published which evaluate the usefulness of histological evaluation of specific organs in stillbirth for determining cause of death. Our aim was to evaluate the use of macroscopic and microscopic assessment of internal organs to determine cause of intrauterine death. METHODS: As part of a larger study evaluating several aspects of autopsy findings in intrauterine death, a dedicated database was used to collate antenatal and postmortem examination details for cases of intrauterine death examined between 2005 and 2013 at two tertiary specialist centers in London, UK. Histological findings for all organs were examined in relation to the final cause of death, as determined by objective criteria. RESULTS: Among 1064 intrauterine deaths, the majority (> 80%) of cases had internal organs that were normal on both macroscopic and microscopic examination. There was no case in which histological cardiac examination provided the cause of death when the macroscopic appearance of the heart was normal. Microscopic examination of lung tissue revealed 13 (1%) cases with histological abnormalities that provided the cause of death when the macroscopic appearance was normal, but there was only one (0.1%) case in which the diagnosis would not have been apparent on placental examination: a case of congenital cytomegalovirus infection. There was no case in which microscopic examination of macroscopically normal liver, kidneys, adrenals, spleen, thymus, intestines, pancreas, brain or thyroid provided the cause of death. CONCLUSION: In this large series of autopsies in cases of intrauterine death, only around 1% of cases demonstrated histological abnormalities which provided the cause of death when the internal organs appeared normal macroscopically. There was no case in which routine histological examination of most tissues provided diagnostically useful information that was not apparent from other examinations, such as placental pathology. There is little benefit, purely in terms of determining cause of death, in obtaining tissue from most macroscopically normal organs for routine histological examination

    Chandra Detection of the Forward and Reverse Shocks in Cassiopeia-A

    We report the localization of the forward and reversed shock fronts in the young supernova remnant Cas-A using X-ray data obtained with the Chandra Observatory. High resolution X-ray maps resolve a previously unseen X-ray feature encompassing the extremity of the remnant. This feature consists of thin, tangential wisps of emission bordering the outer edge of the thermal X-ray and radio remnant, forming a circular rim, approx. 2.7 in radius. Radio images show a sharp rise in brightness at this X-ray rim, along with a large jump in the synchrotron polarization angle. These characteristics suggest that these wisps are the previously unresolved signature of the forward, or outer, shock. Similarly, we identify the sharp rise in emissivity of the bright shell for both the radio and X-ray line emission associated with the reverse shock. The derived ratio of the averaged forward and reverse shock radii of approx. 3:2 constrains the remnant to have swept up roughly the same amount of mass as was ejected; this suggests that Cas-A is just entering the Sedov phase. Comparison of the X-ray spectra from the two shock regions shows that the equivalent widths of prominent emission lines are significantly lower exterior to the bright shell, as expected if they are respectively identified with the shocked circumstellar material and shocked ejecta. Furthermore, the spectrum of the outer rim itself is dominated by power-law emission, likely the counterpart of the non-thermal component previously seen at energies above 10 keV.Comment: 7 pages with 5 figures, LaTex, emulateapj.sty.     Search for an Near-IR Counterpart to the Cas A X-ray Point Source

    We report deep near-infrared and optical observations of the X-ray point source in the Cassiopeia A supernova remnant, CXO J232327.9+584842. We have identified a J=21.4 +/- 0.3 mag and Ks=20.5 +/- 0.3 mag source within the 1-sigma error circle, but we believe this source is a foreground Pop II star with Teff=2600-2800 K at a distance of ~2 kpc, which could not be the X-ray point source. We do not detect any sources in this direction at the distance of Cas A, and therefore place 3-sigma limits of R >~ 25 mag, F675W >~ 27.3 mag, J >~ 22.5 mag and Ks >~ 21.2 mag (and roughly H >~ 20 mag) on emission from the X-ray point source, corresponding to M_{R} >~ 8.2 mag, M_{F675W} >~ 10.7 mag, M_{J} >~ 8.5 mag, M_{H} >~ 6.5 mag, and M_{Ks} >~ 8.0 mag, assuming a distance of 3.4 kpc and an extinction A_{V}=5 mag.Comment: 14 pages, 7 figures.     The transition to adulthood for autistic young people with additional learning needs: the views and experiences of education professionals in special schools

    Education professionals (n = 41) in special schools were interviewed about supporting their autistic pupils transitioning to adulthood following the introduction of the Children and Families Act 2014. Our participants explained how they lacked the time to fully implement knowledge gained from training, leading to growing reliance on experiential expertise. While our participants reported employing a variety of methods to elicit the voices of pupils, they were uncertain how effective and ethical these were. Further, a lack of available opportunities meant that participants felt they could not always support young people in achieving their goals. Based on these findings, we recommend greater investment in the implementation of staff training, more flexibility for schools to be able to meaningfully elicit and act on pupils' voices, and better vocational opportunities for autistic young people with additional learning needs. This would enable the principles of the Act, which have been widely lauded, to become a closer reality

    Incidence of community-acquired lower respiratory tract infections and pneumonia among older adults in the United Kingdom: a population-based study.

    Community-acquired lower respiratory tract infections (LRTI) and pneumonia (CAP) are common causes of morbidity and mortality among those aged ≥65 years; a growing population in many countries. Detailed incidence estimates for these infections among older adults in the United Kingdom (UK) are lacking. We used electronic general practice records from the Clinical Practice Research Data link, linked to Hospital Episode Statistics inpatient data, to estimate incidence of community-acquired LRTI and CAP among UK older adults between April 1997-March 2011, by age, sex, region and deprivation quintile. Levels of antibiotic prescribing were also assessed. LRTI incidence increased with fluctuations over time, was higher in men than women aged ≥70 and increased with age from 92.21 episodes/1000 person-years (65-69 years) to 187.91/1000 (85-89 years). CAP incidence increased more markedly with age, from 2.81 to 21.81 episodes/1000 person-years respectively, and was higher among men. For both infection groups, increases over time were attenuated after age-standardisation, indicating that these rises were largely due to population aging. Rates among those in the most deprived quintile were around 70% higher than the least deprived and were generally higher in the North of England. GP antibiotic prescribing rates were high for LRTI but lower for CAP (mostly due to immediate hospitalisation). This is the first study to provide long-term detailed incidence estimates of community-acquired LRTI and CAP in UK older individuals, taking person-time at risk into account. The summary incidence commonly presented for the ≥65 age group considerably underestimates LRTI/CAP rates, particularly among older individuals within this group. Our methodology and findings are likely to be highly relevant to health planners and researchers in other countries with aging populations

    The X-ray Source at the Center of the Cassiopeia A Supernova Remnant

    We present the first results of an XMM-Newton observation of the central X-ray source in the Cas A supernova remnant. The spectrum can be fit equally well with an absorbed steep power law (alpha~3, N_H~1.5x10^22 cm^-2) or with a bremsstrahlung with temperature kT~2.4 keV and N_H~10^22 cm^-2. A blackbody model (kT~0.7 keV) gives a slightly worse fit and requires a column density N_H~5x10^21 cm^-2 and an emitting area with radius ~0.3 km (for d=3.4 kpc). A search for pulsations for periods longer than 150 ms gave negative results. The 3 sigma upper limits on the pulsed fraction are ~13% for P>0.3 s and ~7% for P>3 s. The overall properties of the central X-ray source in Cas A are difficult to explain in terms of a rapidly spinning neutron star with a canonical magnetic field of ~10^12 G, and are more similar to those of slowly rotating neutron stars such as the Anomalous X-ray Pulsars.Comment: 15 pages, latex, 3 figures, to appear in The Astrophysical Journal; Revised version with more details on spectral analysis, fig. 1 and 2 slightly changed, revised flux value
