Can Catchment Management Deliver Coordination of Resources Management in New South Wales?
In this article, the author examines the problem of the lack of integration of natural resources legislation in NSW and the application of a proposed solution – the catchment management regime. The analysis is conducted by using a case study of Lake Illawarra and its catchment. The operation of the planning system, pollution regulation and the Lake Illawarra Authority are discussed, as well as a number of other regulatory regimes being noted briefly. A history is given of the catchment management system as it has been applied in the Illawarra region. The article concludes by identifying the problems in implementing the catchment management system through the recently enacted Catchment Management Boards

Effective Finite Temperature Partition Function for Fields on Non-Commutative Flat Manifolds
The first quantum correction to the finite temperature partition function for
a self-interacting massless scalar field on a dimensional flat manifold
with non-commutative extra dimensions is evaluated by means of dimensional
regularization, suplemented with zeta-function techniques. It is found that the
zeta function associated with the effective one-loop operator may be nonregular
at the origin. The important issue of the determination of the regularized
vacuum energy, namely the first quantum correction to the energy in such case

Design of a multi-purpose building "to zero energy consumption" according to european directive 2010/31/ce: Architectural and plant solutions
Considering the significant impact that the residential sector has on energy consumption, it is particularly important to implement policies aimed at improving energy efficiency in buildings for saving primary energy, and also to spread the concept of sustainable development through the use of appropriate technology and proper project criteria for new constructions. For these reasons the Municipality of Città della Pieve promoted the creation of a "Renewable Energy Park" in a deprived area of its territory, so that there were the main technologies for the production of green energy. In this context, it could not be lacking an educational/demonstrative "zero energy consumption" building for multifunctional activities realized with the most innovative techniques to save energy. The building will exemplify the optimization of the benefits derived from improved energy efficiency in synergy with systems of energy production from renewable sources, such as to make possible the transition from "passive" building to get to "active" building. In this paper we describe the technical solutions adopted both in the building envelope and the system concept for the project of that "zero energy consumption" building according to Directive 2010/31/CE. In order to validate the proposed solutions, it has also been carried out a simulation of the behaviour of the building in summer and winter so that it is possible to assess the actual benefits obtained both in terms of energy and in economic terms following the adoption of the proposed solutions
Plasmarings as dual black rings
We construct solutions to the relativistic Navier-Stokes equations that
describe the long wavelength collective dynamics of the deconfined plasma phase
of N=4 Yang Mills theory compactified down to d=3 on a Scherk-Schwarz circle
and higher dimensional generalisations. Our solutions are stationary, axially
symmetric spinning balls and rings of plasma. These solutions, which are dual
to (yet to be constructed) rotating black holes and black rings in
Scherk-Schwarz compactified AdS(5) and AdS(6), and have properties that are
qualitatively similar to those of black holes and black rings in flat five

Asymptotic Flatness, Little String Theory, and Holography
We argue that any non-gravitational holographic dual to asymptotically flat
string theory in -dimensions naturally resides at spacelike infinity. Since
spacelike infinity can be resovled as a -dimensional timelike
hyperboloid (i.e., as a copy of de Sitter space in dimensions), the
dual theory is defined on a Lorentz signature spacetime. Conceptual issues
regarding such a duality are clarified by comparison with linear dilaton
boundary conditions, such as those dual to little string theory. We compute
both time-ordered and Wightman boundary 2-point functions of operators dual to

Stable non-uniform black strings below the critical dimension
The higher-dimensional vacuum Einstein equation admits translationally
non-uniform black string solutions. It has been argued that infinitesimally
non-uniform black strings should be unstable in 13 or fewer dimensions and
otherwise stable. We construct numerically non-uniform black string solutions
in 11, 12, 13, 14 and 15 dimensions. Their stability is investigated using
local Penrose inequalities. Weakly non-uniform solutions behave as expected.
However, in 12 and 13 dimensions, strongly non-uniform solutions appear to be
stable and can have greater horizon area than a uniform string of the same
mass. In 14 and 15 dimensions all non-uniform black strings appear to be
