    The Implications of Flexible Staffing Arrangements for Job Stability

    In this paper, we examine the job stability of workers in a wide range of flexible staffing arrangements: agency temporary, direct-hire temporary, on-call, contract company, independent contractor, and regular part-time work. We draw upon two data sources in our analysis. The first is a nationwide survey of employers on their use of flexible staffing arrangements conducted by the Upjohn Institute for Employment Research. This survey provides evidence on why employers use various types of flexible staffing arrangements and the extent to which employers move workers in these positions into regular arrangements within their organization. The second data source is the Supplement to the February 1995 Current Population Survey on Contingent and Alternative Work Arrangements. Exploiting the longitudinal component of the CPS, we compare the subsequent labor market status of individuals in flexible work arrangements and those in regular full-time positions in February 1995. We find that, except for independent contractors, workers in flexible staffing arrangements have less job stability than those in regular full-time arrangements in the sense that they are more likely to switch employers, become unemployed, or involuntarily drop out of the labor force within a year. However, the degree of job stability varies considerably across arrangements. We also show that the recent growth in certain types of flexible staffing arrangements could have translated into small declines in aggregate job stability and can account for a substantial share of the modest increase in job switching observed over the last decade.flexible, staffing, job, stability, Houseman, Polivka

    Going Home after Hurricane Katrina: Determinants of Return Migration and Changes in Affected Areas

    This paper examines the decision of Hurricane Katrina evacuees to return to their pre- Katrina areas and documents how the composition of the Katrina-affected region changed over time. Using data from the Current Population Survey, we show that an evacuee’s age and the severity of damage in an evacuee’s county of origin are important determinants of whether an evacuee returned during the first year after the storm. Blacks were less likely to return than whites, but this difference is primarily related to the geographical pattern of storm damage rather than to race per se. The difference between the composition of evacuees who returned and the composition of evacuees who did not return is the primary force behind changes in the composition of the affected areas in the first two years after the storm. Katrina is associated with substantial shifts in the racial composition of the affected areas (namely a decrease in the percentage of residents who are black) and an increasing presence of Hispanics. Katrina is also associated with an increase in the percentage of older residents, a decrease in the percentage of residents with low income/education, and an increase in the percentage of residents with high income/education.Hurricane Katrina; Geographic Mobility; Return Migration; Disasters

    Discussion and Presentation of the Disability Test Results from the Current Population Survey

    In accordance with Executive Order 13078, the Bureau of Labor Statistics, in cooperation with the Employment Rate Measurement Methodology interagency workgroup, identified the goal of placing a small set of questions within the Current Population Survey (CPS) to measure disability. A set of potential questions was drawn from existing surveys, cognitively tested, and placed in the National Comorbidity Survey (NCS) for testing. Based on an analysis of the NCS data, a set of seven questions was identified. These seven questions were then cognitively tested to ensure that they would work within the CPS context. This question set was placed in the February 2006 CPS for field testing. The two primary goals of the test were to compare the CPS disability rate to that obtained from the NCS, and to evaluate the effect on CPS response rates in the following month. Analysis of the test data revealed a lower overall disability rate as measured in the CPS than in the NCS, with lower positive response rates for each question. The data did not indicate that there was an adverse effect on the response rates for households that had received the disability questions.Disability, Current Population Survey

    Manufacturers\u27 Outsourcing to Employment Services

    We estimate the effects of manufacturers\u27 use of employment services—comprised primarily of temporary help and professional employer organizations—on measured employment and labor productivity in manufacturing between 1989 and 2004. A major contribution of the paper is the construction of panel data on employment by occupation and industry from the Occupational Employment Statistics program. We use these data to document the dramatic rise of production and other manual occupations within the employment services sector and, in conjunction with information from the Contingent Worker Supplements, to estimate the number of employment services workers assigned to manufacturing over the period. Although measured employment in manufacturing declined by 4.1 percent from 1989 to 2000, counting employment services workers assigned to manufacturing, employment in that sector actually rose by an estimated 1.4 percent. Factoring in manufacturers\u27 use of employment services workers does not erase the large declines in manufacturing employment since 2000, but a growing share of manufacturing work in the United States is being performed by employees of staffing agencies. In 2004, employment services workers added an estimated 8.7 percent to direct-hire manufacturing employment, compared to just 2.3 percent in 1989. In addition, we estimate that manufacturers\u27 outsourcing to employment services significantly inflated manufacturing labor productivity measures, accounting for 0.5 percentage points of the annual growth rate from 1989 to 2000 and from 2001 to 2004. Although multifactor productivity measures should adjust for such outsourcing, available evidence suggests that KLEMS, the multifactor productivity measure for manufacturing, does not fully capture the relatively large effects that outsourcing to staffing services has on manufacturing productivity

    A variety of evidence points to significant growth in domestic contracting out over the last two decades, yet the phenomenon is not well documented. In this paper, we pull together data from various sources to shed light on the extent of and trends in domestic outsourcing, the occupations in which it has grown, and the industries engaging in outsourcing for the employment services sector, which has been a particularly important area of domestic outsourcing. In addition, we examine evidence of contracting out of selected occupations to other sectors. We point to many gaps in our knowledge on trends in domestic outsourcing and its implications for employment patterns and to inconsistencies across data sets in the information that is available. We recommend steps to improve data in this area
