Proposta de aplicação do Lean Healthcare na padronização de processos de uma clÃnica médica de um hospital de médio porte utilizando o PMBoK / Proposal for the application of Lean Healthcare in the standardization of processes in a medical clinic of a medium-sized hospital using the PMBoK
O ambiente hospitalar é muito propÃcio para incorporar a filosofia Lean, dado que tais organizações de saúde são lugares complexos com grande importância social. Uma vez que alguns especialistas atribuem muitos dos serviços de saúde a sistemas de trabalho ineficientes e não confiáveis, essas ferramentas Lean tem sido associadas alguns conceitos complementares, como a Gestão de Projetos. Dessa forma, o objetivo deste artigo é propor uma aplicação sistêmica do Lean Healthcare na clÃnica médica de um hospital de médio porte utilizando o PMBoK como ferramenta reguladora nas etapas do projeto. A metodologia consistiu em dois momentos, sendo que primeiramente foi avaliando os processos e foi proposto uma ferramenta de procedimento de trabalho padrão para a falta de padronização na internação da clÃnica médica e, em seguida, foi proposto a aplicação da ferramenta, seguindo o PMBoK. Como resultados, o artigo conseguiu contemplar todos os pontos do PMBoK e propor uma aplicação concisa do Lean Healthcare, para diminuir os desperdÃcios existentes dentro da saúde pública brasileira, concluindo que a qualidade e os benefÃcios podem ser mantidos para os pacientes, enquanto o hospital não precisa arcar com nenhum tipo de aquisição ou custo extra
Bibliometric survey on Lean Healthcare in Project Management
The hospital environment is very conducive to incorporate the Lean philosophy, as this organizations must provide quality services with a comprehensive resource restriction. Since some experts attribute many health services to inefficient work systems, these Lean tools have been associated with some complementary concepts, such as project management. Thus, it is necessary to level the literature to know the advances in the depth level of these tools. Therefore, this paper is intended to present an overview of the literature on Lean Healthcare aimed at Project Management. To achieve this goal, a bibliometric survey was first used using the PRISMA guide for reviews, analyzing the main institutions and countries involved with the publications. Then, a survey was done about the keywords used in the papers studied to identify the patterns present in the Lean Healthcare studies in Project Management. As results, it was possible to establish the universities that have the most impact on the production of papers in this theme, their countries of origin, as well as the characteristics of the papers present in the literature, concluding that there are still opportunities to drop further
Efficiency assessment of the Brazilian industry regarding their revenue generation and performance in safety and health management programs through DEA method / Avaliação da eficiência da indústria brasileira em relação à geração de receita e desempenho em programas de gestão de segurança e saúde através do método DEA
After the financial crisis in the 2000’s that was dispersed by the global economy have been exposed weaknesses in the countries’ economies, which in an abundance stage were not as noticeable. This has led several governments, including from developed countries (EU and USA) to promote new economic reforms to avoid and reduce the recession impacts such as unemployment, export incomes falling and decline of the economy as a whole. The reindustrialization movements have been the main tool of most of these proposals to economy reactivation, but it is not simply reactivating obsolete and unsafe industrial plants, unlike the reindustrialization is based on the idea of creating a new industrial structure with higher productivity on the one hand, but without loss due to occupational accidents and diseases that marked the ancient and primitive industrialization cycle worldwide. Thus, in this article it is used a Data Envelopment Analysis (DEA) model as a tool in order to identify Brazilian industry’s benchmarks that would share best practices in terms of revenue generation as well on health and safety performance, to assure finally more competitiveness to Brazilian industry. The benchmarks identified by DEA model should be deeply studied hereafter to characterize which of their practices would be compatible with the new and desirable reindustrialization cycle to dynamize the Brazilian economy
Eficiencia energética y de emisiones GHG en la industria manufacturera chilena: análisis sectorial, regional y temporal a través de DEA
62 P.Chile ha presentado un importante aumento en la demanda energética, especÃficamente, en las últimas dos décadas el consumo de energÃa ha aumentado considerablemente. Una de las principales causas de este incremento es el crecimiento económico que ha experimentado el paÃs. Analizando las principales fuentes de consumo energético que existen en el paÃs, se obtiene que los sectores que mantienen los niveles más altos en consumo son industria y minerÃa, es por esto que esta investigación se enfoca realizar un análisis temporal de eficiencia energética en el sector industrial y regional chileno, entre los años 1995 y 2010. Con esto se definen regiones e industrias que practican el uso eficiente de combustibles y que mantienen una evolución en su productividad constante, identificando también la fuente de ineficiencia de cada región y sector industrial.Para realizar los análisis de eficiencia, en esta investigación se integran distintas herramientas cuantitativas, siendo éstas: modelos DEA, incorporando tres formas diferentes de tratar las salidas no deseadas; restricciones a los pesos, con el fin de incluir juicios de valor a los factores del análisis, para asà establecer una mayor importancia a los factores relacionados a la contaminación, frente a los factores económicos; e Ãndices Malmquist, para los análisis intertemporales. Hasta ahora no existen análisis, utilizando estas herramientas, que demuestren el estado medioambiental en el que se encuentra Chile. Esta investigación busca llenar el vacÃo que existe al respecto, generando distintos análisis que permitan determinar la eficiencia energética en los sectores industriales y regiones.
Los principales resultados obtenidos se describen a continuación. Con respecto a los modelos utilizados, se determina que es necesario un estudio y análisis de la naturaleza de los datos, con el fin de escoger el modelo más adecuado a ellos, según las bases y supuestos que presenta cada modelo. Las regiones que muestran mayores Ãndices de eficiencia son Coquimbo, La AraucanÃa y Aysén, mientras que las regiones que presentan menores Ãndices de eficiencia son Tarapacá, Antofagasta y BiobÃo. Los sectores industriales más eficientes son equipos de comunicaciones, metálica básica y prendas de vestir, mientras que los sectores industriales que muestran menores Ãndices de eficiencia son alimentos y bebidas, textiles y minerales no metálicos. La estructura del artÃculo comienza con la introducción donde se contextualiza el tema, se realiza la revisión de la literatura y se proponen los objetivos del estudio. En la sección 2 se describe la metodologÃa de la investigación, junto a los datos y factores relevantes para el análisis. La sección 3 presenta los resultados obtenidos y la discusión de los mismos. Finalmente, en la sección 4 se describen las conclusiones de esta investigación./ABSTRACT: Chile has presented a significant increase in energy demand; particularly, energy consumption has increased considerably in the last two decades. One of the main causes for this increase is the economic growth experienced by the country. Analyzing the main sources of energy consumption in the country, we find that the sectors that maintain the highest levels of consumption are industry and mining. For this reason, this research carries out a temporal analysis of energy efficiency for the Chilean industrial sector and for country regions, from 1995 until 2010. In this way, we determine regions and industries with best practices in fuel use and with a constant evolution in their productivities. In addition, we estimate inefficiency sources for each region and industrial sector. For doing the efficiency analysis, in this research different quantitative tools are integrated, being the following: DEA models, incorporating three different ways of dealing with undesirable outputs; restrictions on the weights, in order to include value judgments factors analysis in order to establish greater importance to factors related to pollution, compared to economic factors; and Malmquist indices for intertemporal analysis. So far no analysis using these tools, proving that the environmental state that is Chile. This research seeks to fill the gap in this regard, generating various analyzes to determine the energy efficiency in industrial sectors and regions. The main results obtained are described below. With regard to models, it is determined that a study and analysis of the nature of the data, in order to choose the most appropriate model to them as bases and assumptions that presents each model is necessary. Regions showing higher rates of efficiency are Coquimbo, La Araucania and Aysen, while the regions with lower rates of efficiency are Tarapaca, Antofagasta and BiobÃo. The most efficient industries are communications equipment, primary metals and clothing, while industrial sectors that show lower rates of efficiency are food and beverages, textiles and non-metallic minerals. The structure of the article begins with the introduction where the topic is contextualized, the literature review is performed and the objectives of the study are proposed. In section 2 the research methodology, along with data and analysis relevant to the factors described. Section 3 presents the results and the discussion of them. Finally, in Section 4 the conclusions of this research are described
A Study of Highways Performance with a Molp-Dea Model and an Interactive Tri-Criteria Linear Programming Package (Trimap)
This paper deals with the evaluation of a few Brazilian privatised highways. We use Data Envelopment Analysis (DEA) for that. As the number of highways is too small, we need to use an additional method to avoid ties in the evaluation index. The MCDEA model of Li and Reeves (a tri-objective model) is adequate to solve this problem. The authors suggest the extension of the CCR model, considering two extra objective functions, i.e. a min-max function, corresponding to a measure of equity and a min-sum function, favouring some sort of overall evaluation of the DMUs, from the point of view of the DMU under analysis. The graphic decomposition of the weighting space (used in TRIMAP as an operational tool), the possibility of introducing constraints on the objective function values during the search automatically translated into the weighting space make it specially adequate to explore the MCDEA model.
Evaluation of post-graduate programs using a network data envelopment analysis model
Despite standard Data Envelopment Analysis (DEA) models having been widely used in assessing efficiency in education, a few studies use Network DEA (NDEA) models in educational evaluation. In this paper, we proposed an alternative to the official evaluation performed every three years by CAPES (Brazilian agency for post-graduation programs regulation) using an NDEA model. The use of NDEA is justified because depending on the point of view, some variables can be considered either inputs or outputs. The use of NDEA avoids the need to decide whether a variable is an input or output of the entire process. This happens because a variable can be both an output for one stage and an input for another. Our relational NDEA model computes both productivity and quality assessments together with global efficiency using bibliometric data.A pesar de que los modelos estándar del Análisis Envolvente de Datos (DEA) han sido ampliamente utilizados en la evaluación de la eficiencia en educación, existen pocos estudios que utilizan modelos DEA en red (Network DEA – NDEA) en la evaluación educativa. En el presente trabajo, se ha propuesto una alternativa a la evaluación oficial realizada a cada tres años por la CAPES (agencia brasileña para la regulación de los programas de post-graduación) mediante un modelo DEA en red. El uso de NDEA se justifica ya que dependiendo del punto de vista algunas variables pueden ser consideradas como entradas o como salidas. El uso de NDEA evita la necesidad de decidir si una variable es una entrada o una salida de todo el proceso. Esto ocurre porque una variable puede ser tanto una salida para una etapa y una entrada para otro. Nuestro modelo relacional NDEA evalúa tanto la productividad como la calidad junto con la eficiencia global, a partir de datos bibliométricos
