The Libyan Affair: Afterthoughts on Swiss Crisis Management

Switzerland’s management of the recent hostage crisis with Libya was successful as far as its outcome is concerned. However, there have also been some serious shortcomings. The deficiencies of coordination within the government are essentially systemic. The numerous indiscretions and the tendency to exploit the crisis for party purposes have aggravated the challenges for Swiss diplomacy. The media and the Canton of Geneva have also contributed to the complexity of the Libyan affair. There are lessons to be learnt too, especially as far as Switzerland’s foreign-policy positioning is concerned.ISSN:2296-024

Evaluation des Krisenmanagements des Kantons Graubünden in der Coronavirus-Pandemie

Dieser CSS Risk and Resilience Report analysiert das Krisenmanagement des Kantons Graubünden in der Coronavirus-Pandemie vom Beginn der internationalen Verbreitung des neuen Virus bis zur Aufhebung der besonderen Lage durch den Bundesrat im April 2022. Der Fokus der Evaluation liegt auf der Weiterentwicklung der kantonalen Krisenorganisation im Hinblick auf das gesamte Gefährdungsspektrum im Kanton sowie der kantonalen Zusammenarbeit mit den Bundesbehörden und anderen Kantonen. Die Studie macht 52 Empfehlungen in den Bereichen Krisenvorsorge und Krisenbewältigung spezifisch für den Kanton Graubünden, die aber auch für andere Kantone sowie die Bundesebene von Interesse sein dürften, da sich die Herausforderungen an vielen Stellen ähnlich präsentieren.This CSS Risk and Resilience Report analyzes the crisis management of the canton of Grisons during the coronavirus pandemic from the beginning of the international spread of the new virus until the lifting of the special situation by the Federal Council in April 2022. The focus of the evaluation is on the further development of the cantonal crisis organization with regard to the entire spectrum of threats in the canton and the cantonal cooperation with federal authorities and other cantons. The study makes 52 recommendations in the areas of crisis preparedness and crisis management specifically for the canton of Grisons, which should also be of interest to other cantons and the federal level, since the challenges are similar in many places

Le changement climatique dans les Alpes suisses

Le changement climatique aura de plus en plus de répercussions sur le quotidien en Suisse. Une augmentation marquée des températures, des précipitations extrêmes et les aléas naturels qui leurs sont associés nuisent déjà aux écosystèmes, aux infrastructures, à la santé et aux moyens de subsistance. Il faudra collaborer et développer des mesures d’adaptation rapides pour en atténuer et en gérer les conséquences.ISSN:2296-022
