    THE MANAGEMENT OF THE NATURAL PROTECTED AREAS AT A NATIONAL LEVEL

    The habitats from Romania are characterized by a certain composition of flora and fauna, components of biogenesis and there are influenced by different climacteric and natural factors. The climacteric influences of the arid areas from the Easter part to the oceanic ones from the Western part of the country and also the climacteric influences between plain and mountain imposed by the altitude of the relief have determined the appearance of a high number of habitats. Another factor which determines the great variety of habitats in Romania is represented by the chemical compositions of the rocks above (ground, underground). From an administrative point of view most of the natural areas protected belong to the National Forest Authority-ROMSILVA, fact that has negative implications on the biodiversity of these areas. It can be remarked that there is a proper legislative background that covers the complex issues of the protected areas.     Commercialization of Holidays in the Protected Natural Areas - Form of the Sustainable Development in Tourism

    Sustainable development of tourism in the protected areas should be regarded as a continuous improvement process in the management quality of the protected natural areas that are included in the tourist circuit as well as of the ecological tourism products, merchandised by the travel agencies. In Romania, the best-represented types of protected natural areas are the biosphere reservations, our country having three of these areas, followed by 13 national parks and 14 natural parks. The total surface of the protected areas in Romania is of approximately 1.9 million hectares, which represents almost 8% from the total surface of the country. Regarding the structure, we notice the typological diversity and the alignment to the international standards and IUCN (International Union for Conservation of Nature) category system. The fieldwork done at the 2009 (March 19th – 22nd) Romanian Tourism Fair has shown the fact that, even if they recognize the benefits of the vacations in protected areas, the travel agencies’ preoccupations of creating specialized packages have been reduced, displaying a poor offer, or a special offer created at the tourists’ request. The research was realized within the project called “Dynamics of the implementation of community policies in the valuing of the Romanian protected areas through tourism and designing architecture of integrated management for them”. Consequently, considering, on the one hand, the advantages of the vacations in protected areas and, on the other hand, the tourists’ increasing interest towards this type of vacation is necessary in the future, a more intense involvement of the travel agencies, but also of the protected natural areas administrations in their promotion, fructification and sustainable development.natural protected areas, management, sustainable development, commercialization of tourist products, tourism agencies

    Because it has a specific geographic position and it’s situated at the crossroads of several bio-geographical regions and as a result of its ecological characteristics, the climate and geo-morphological conditions, Croatia is one of the wealthiest countries from Europe concerning the biodiversity. The great variety of the territory, maritime and underground habitats has determined the existence of numerous species and subspecies, including a significant number of endemic species. Although the climate of Croatia has a great value, many of its components are threatened. The most important threats of wild species are losing the habitats and the degradation. Because of its shape and its position in Europe, Croatia has very rich landscape diversity. Croatia contains significant populations of many species that are threatened at the European level. These are connected to preserved large areas of their habitats. Vast mountain beech and fir forests are rich in bear, wolf and lynx populations. Large wetland complexes with alluvial forests are important breeding, the migration and wintering sites for European water birds and for wetland birds nesting in forests. The wealth of marine biodiversity, in combination with the immense diversity of islands and cliffs with endemic life forms, gives the Croatian coastal area international significance.<br /

    Considerations Regarding the Role of Human Resources in Romanian Educational Process Revealed by National Education Law

    AbstractIn the era of globalization and knowledge-based economy, human resource is the most important wealth of our country. Bearers of culture, civilization creator, human resource from education and not only from there, are the repository of entrepreneurship, innovation and creation. Obviously, the high level of qualification of teachers, auxiliary staff, trainers and administrative staff determines the quality assurance in education. Legislative changes in the last 10 years education aimed at improving the response capacity of the educational system and training to change society. But they do not always lead to the development of career education models that focus on skills, abilities, performance, quality and skills. Moreover, education financing increasingly lower affected the wages of teachers and auxiliary staff in education and training. In this context, the study aims to analyze the role and importance of human resources in the education system in Romania as derived from the National Education Law nr.1/2011. At the first reading of this law is noted that teachers are restricted in their right to work, their flexible program and their role as officials of educational institutions.
