    Capping the Mortgage Interest Deduction

    In this paper we examine the economic implications of several policy options for capping the mortgage interest deduction (MID). We extend the standard user–cost model of owner–occupied housing to include a cap on the mortgage size receiving tax–favored status. Our user–cost estimates for taxpayers with mortgages above the current–law cap are 4.41 percent higher than estimates from a model without the cap. We simulate the share of mortgage dollars that would be subject to three alternative cap policy variants and summarize the distributional impacts of each proposal, computing the share of mortgage dollars impacted across U.S. Metropolitan Areas

    Hanging In, Stepping up and Stepping Out: Livelihood Aspirations and Strategies of the Poor Development in Practice

    In recent years understanding of poverty and of ways in which people escape from or fall into poverty has become more holistic. This should improve the capabilities of policy analysts and others working to reduce poverty, but it also makes analysis more complex. This paper describes a simple schema which integrates multidimensional, multilevel and dynamic understandings of poverty, of poor people’s livelihoods, and of changing roles of agricultural systems. The paper suggests three broad types of strategy pursued by poor people: ‘hanging in’; ‘stepping up’; and ‘stepping out’. This simple schema explicitly recognises the dynamic aspirations of poor people; diversity among them; and livelihood diversification. It also brings together aspirations of poor people with wider sectoral, inter-sectoral and macro-economic questions about policies necessary for realisation of those aspirations

    An analysis of yield variation under soil conservation practices

    Much attention has been paid to the effects of multiple soil conservation and soil health practices on the mean yield of the subsequent crop. Much less research has focused on the variability of crop yields over time or space. Yield stability reported in standard deviation, mean absolute deviation, or coefficient of variation can be an important measure of risk for producers. Risk reduction has economic value, and understanding the effect of tillage and other soil conservation practices on yield risk is relevant to farm financial management and crop insurance risk assessment. We used data from test plots in a corn (Zea mays L.)–soybean (Glycine max L.) rotation, spanning from 2003 to 2011 to assess differences in yield stability over time and space. In this experiment, each plot was randomly assigned to a treatment of no-till with no cover crop (NTNC), no-till with an annual ryegrass (Lolium multiflorum Lam.) cover crop (NTCC), or a control group using conventional tillage with no cover crop (CTNC). The statistical analysis made three relevant comparisons: (1) NTCC versus NTNC, (2) NTNC versus CTNC, and (3) NTCC versus CTNC. The analysis also included separating temporal and spatial variation using a time-first approach from the literature, followed by testing for differences between groups. We employed a standard deviation ratio test, Levene’s test, and coefficient of variation t-test. Additionally, analysis of temporal volatility was conducted using ordinary least squares regression and associated t-tests in a method similar to a stock beta, a technique commonly accepted in finance to measure the volatility of an investment. We propose this as a new method in analyzing the temporal volatility in crop yields. We found that no-till reduced average temporal yield variation in corn, and that cover crops reduced average spatial variation in corn. These results were robust over multiple statistical tests. Using the beta coefficient methodology proposed in this paper, we found in both corn and soybeans that NTNC and NTCC had lower temporal yield volatility relative to a benchmark yield from the CTNC group. However, the beta coefficients were, in most cases, not statistically significant. The results of this study suggest that both no-till and cover crops may help reduce yield risk for Midwestern farmers while reducing soil and nutrient loss

    Genetic and hypoxic alterations of the microRNA-210-ISCU1/2 axis promote iron-sulfur deficiency and pulmonary hypertension

    Iron–sulfur (Fe‐S) clusters are essential for mitochondrial metabolism, but their regulation in pulmonary hypertension (PH) remains enigmatic. We demonstrate that alterations of the miR‐210‐ISCU1/2 axis cause Fe‐S deficiencies in vivo and promote PH. In pulmonary vascular cells and particularly endothelium, hypoxic induction of miR‐210 and repression of the miR‐210 targets ISCU1/2 down‐regulated Fe‐S levels. In mouse and human vascular and endothelial tissue affected by PH, miR‐210 was elevated accompanied by decreased ISCU1/2 and Fe‐S integrity. In mice, miR‐210 repressed ISCU1/2 and promoted PH. Mice deficient in miR‐210, via genetic/pharmacologic means or via an endothelial‐specific manner, displayed increased ISCU1/2 and were resistant to Fe‐S‐dependent pathophenotypes and PH. Similar to hypoxia or miR‐210 overexpression, ISCU1/2 knockdown also promoted PH. Finally, cardiopulmonary exercise testing of a woman with homozygous ISCU mutations revealed exercise‐induced pulmonary vascular dysfunction. Thus, driven by acquired (hypoxia) or genetic causes, the miR‐210‐ISCU1/2 regulatory axis is a pathogenic lynchpin causing Fe‐S deficiency and PH.     Phosphoinositides: Minor Lipids Make a Major Impact on Photoreceptor Cell Functions

    Activation of the phosphoinositide (PI) cycle generates the second messengers that control various aspects of cellular signaling. We have previously shown that two PI cycle enzymes, type II phosphatidylinositol 5-phosphate 4-kinase (PIPK IIα) and phosphoinositide 3-kinase (PI3K), are activated through light stimulation. In our earlier studies, we measured enzyme activities, instead of directly measuring the products, due to lack of sensitive analytical techniques. Cells have very low levels of PIs, compared to other lipids, so special techniques and sensitive analytical instruments are necessary for their identification and quantification. There are also other considerations, such as different responses in different cell types, which may complicate quantification of PIs. For example, although light activated PIPK IIα, there was no increase in PI-4,5-P2 measured by liquid chromatography-mass spectrometry (LC/MS) This discrepancy is due to the heterogeneous nature of the retina, which is composed of various cell types. In this study, we examined PI generation in situ using immunohistochemistry with specific PI antibodies. PIs were generated in specific retinal cell layers, suggesting that analyzing PIs from the total retina by LC/MS underscores the significance. This suggests that PI-specific antibodies are useful tools to study the cell-specific regulation of PIs in the retina

    A Combined Geometric Morphometric and Discrete Element Modeling Approach for Hip Cartilage Contact Mechanics.

    Finite element analysis (FEA) provides the current reference standard for numerical simulation of hip cartilage contact mechanics. Unfortunately, the development of subject-specific FEA models is a laborious process. Owed to its simplicity, Discrete Element Analysis (DEA) provides an attractive alternative to FEA. Advancements in computational morphometrics, specifically statistical shape modeling (SSM), provide the opportunity to predict cartilage anatomy without image segmentation, which could be integrated with DEA to provide an efficient platform to predict cartilage contact stresses in large populations. The objective of this study was, first, to validate linear and non-linear DEA against a previously validated FEA model and, second, to present and evaluate the applicability of a novel population-averaged cartilage geometry prediction method against previously used methods to estimate cartilage anatomy. The population-averaged method is based on average cartilage thickness maps and therefore allows for a more accurate and individualized cartilage geometry estimation when combined with SSM. The root mean squared error of the population-averaged cartilage geometry predicted by SSM as compared to the manually segmented cartilage geometry was 0.31 ± 0.08 mm. Identical boundary and loading conditions were applied to the DEA and FEA models. Predicted DEA stress distribution patterns and magnitude of peak stresses were in better agreement with FEA for the novel cartilage anatomy prediction method as compared to commonly used parametric methods based on the estimation of acetabular and femoral head radius. Still, contact stress was overestimated and contact area was underestimated for all cartilage anatomy prediction methods. Linear and non-linear DEA methods differed mainly in peak stress results with the non-linear definition being more sensitive to detection of high peak stresses. In conclusion, DEA in combination with the novel population-averaged cartilage anatomy prediction method provided accurate predictions while offering an efficient platform to conduct population-wide analyses of hip contact mechanics

    Use of waveform lidar and hyperspectral sensors to assess selected spatial and structural patterns associated with recent and repeat disturbance and the abundance of sugar maple (Acer saccharum Marsh.) in a temperate mixed hardwood and conifer forest.

    Abstract Waveform lidar imagery was acquired on September 26, 1999 over the Bartlett Experimental Forest (BEF) in New Hampshire (USA) using NASA\u27s Laser Vegetation Imaging Sensor (LVIS). This flight occurred 20 months after an ice storm damaged millions of hectares of forestland in northeastern North America. Lidar measurements of the amplitude and intensity of ground energy returns appeared to readily detect areas of moderate to severe ice storm damage associated with the worst damage. Southern through eastern aspects on side slopes were particularly susceptible to higher levels of damage, in large part overlapping tracts of forest that had suffered the highest levels of wind damage from the 1938 hurricane and containing the highest levels of sugar maple basal area and biomass. The levels of sugar maple abundance were determined through analysis of the 1997 Airborne Visible/Infrared Imaging Spectrometer (AVIRIS) high resolution spectral imagery and inventory of USFS Northern Research Station field plots. We found a relationship between field measurements of stem volume losses and the LVIS metric of mean canopy height (r2 = 0.66; root mean square errors = 5.7 m3/ha, p \u3c 0.0001) in areas that had been subjected to moderate-to-severe ice storm damage, accurately documenting the short-term outcome of a single disturbance event

    Morphologic study of the ascending aorta and aortic arch in hypoplastic left hearts: Surgical implications

    ObjectivesThe ascending aorta and aortic arch in patients with hypoplasia of the left heart are hypoplastic as a result of diminished blood flow. In this study, the presence and degree of obstruction owing to areas of narrowing or infolding within the diminutive aorta are quantified, and their surgical significance is discussed.MethodsNinety-six specimens with hypoplasia of the left heart were studied and measurements were taken at specified sites to evaluate areas of narrowing. Quantitative assessments of infoldings and their contribution to obstruction of flow are made.ResultsNarrowing of the distal ascending aorta was found in 60 (62.5%) specimens, with a decrease in circumference of the distal ascending aorta (0.72 ± 1.06 mm) present when compared with its midpoint (P < .05). Tissue infolding at the orifice of the brachiocephalic artery and its junction with the distal ascending aorta was observed in 56 (58.3%) hearts, with major infolding in 29 (30.2%) and minor infolding in 27 (28.5%). Tissue infolding at this site correlated with a smaller ascending aorta (P < .001) but not with narrowing in the distal ascending aorta (P = .53). Ductal coarctations were detected in 77 (81.1%) specimens. Their presence correlated with a smaller diameter of the ascending aorta (P < .05), and their severity correlated with the presence of aortic and mitral valvular atresia (P < .05).ConclusionsImportant areas of obstruction in the ascending aorta in patients with hypoplasia of the left heart were found, and their pathogenesis is discussed. The findings highlight the importance of incorporating the ascending aorta into the aortic reconstruction at the time of initial palliation for patients with hypoplasia of the left heart

    Intake of methyl-related nutrients and risk of pancreatic cancer in a population-based case-control study in Minnesota

    BACKGROUND/OBJECTIVES: Folate, vitamin B6, vitamin B12, and methionine are involved in DNA synthesis and methylation and thus may modulate pancreatic cancer risk. We investigated these associations in a population-based case-control study conducted in 1994-1998. SUBJECTS/METHODS: Cases (n = 150) were identified from all hospitals in the metropolitan areas of the Twin Cities and the Mayo Clinic, Minnesota. Controls (n = 459) were selected randomly from the general population and were frequency matched to cases by age, sex, and race. Logistic regression was used to estimate odds ratios (OR) and 95% confidence intervals (95% CI) for risk of pancreatic cancer in relation to intake of nutrients considered. RESULTS: Dietary intake of folate was associated with a reduced pancreatic cancer risk [OR (95% CI) for quartile (Q) 4 vs. Q1: 0.31 (0.12-0.78)]. A composite score (range from 2 to 8), reflecting combined dietary intake of folate and vitamin B6, was also inversely associated with pancreatic cancer risk [OR (95% CI) for Q4 vs. Q1: 0.24 (0.08-0.70)]. Null associations were found for intake of vitamin B12 and methionine. CONCLUSIONS: Dietary folate intake was associated with a reduced pancreatic cancer risk, and this association became stronger when dietary intake of folate and vitamin B6 was combined in analysis
