Legal Memorandum to Board of Governors re: the authority of the Federal Reserve

The Board may authorize the FRBNY to provide the FRBNY special facility under the authority provided by section 13(3) of the Federal Reserve Act. This memorandum documents the legal advice provided to the Board on March 14, 2008, and the succeeding days
