The emerging financial crisis demonstrates the real level of financial globalization. It would be unusual if the Russian economy remained a "safe haven" in the present environment. But is the United States or Russia to blame for the Russian crisis? It seems that the U.S. crisis has merely been the trigger but the Russian economy has its own internal problems. Any attempts to maintain the existing model of economic growth will further exacerbate the situation.

Recently, the problem of the active participation of foreign bank capital in Russia has been discussed intensively in various settings. No doubt this is associated with the crisis in the banking system that developed in our country in the summer of 1998 and has yet to be surmounted. Moreover, no outside observer today knows the answer to the question of how this crisis will be overcome. In this situation, one of the prescriptions for overcoming the banking crisisâthe possibility of expanding the presence of foreign banks in Russiaâhas become quite popular, even among those circles that used to be vigorously opposed to such processes.
