    Green Charging of Electric Vehicles Under a Net-Zero Emissions Policy Transition in California

    UC-ITS-2020-08California has many aggressive climate policies, primarily aimed at individual sectors. This study explores untapped policy opportunities for interactions between sectors, specifically between the transportation and the electricity grid. As electric vehicles become more prevalent, their impact on the electricity grid is directly related to the aggregate patterns of vehicle charging. Even without vehicle-to-grid services, shifting of charging patterns can be a potentially important resource to alleviate issues such as renewable intermittency. This study compares, through modeling, projected emissions reductions from managed vs. unmanaged charging. The lion\u2019s share of emissions reduction in the light-duty transportation sector in California will come from electrification, with a cumulative 1 billion tons of CO2 reduction through 2045. Decarbonization of the current grid leads to an additional savings of 125 million tons of CO2 over the same time-period. Potential state policies to exploit synergies between transportation electrification and grid decarbonization could reduce cumulative emissions by another 10 million tons of CO2. These policies include strategic deployment of charging infrastructure, pricing mechanisms, standardizing grid interaction protocols, and supporting grid infrastructure requirements

    Spatial Modeling of Future Light- and Heavy-Duty Vehicle Travel and Refueling Patterns in California

    UC-ITS-2020-46A spatial optimization model was developed for deploying, over the next two decades, hydrogen refueling stations for heavy-duty zero-emission hydrogen vehicles. The model assigns trips to vehicles by applying a routing algorithm to travel demand data derived from another model\u2014the California Statewide Travel Demand Model (developed by the California Department of Transportation). Across a range of adoption levels of hydrogen fuel-cell truck technology, from 2020 through 2030, the results suggest that heterogeneity of travel demand may necessitate an extensive distribution of refueling stations, which may lead to low utilization of stations in the short term. To efficiently employ the capacity of stations, a certain volume of vehicle adoption must be met, and/or truck routes must be planned and committed to specific roadways. Once the number of stations reaches a threshold to meet the principal demand in affected transportation area zones, a small set of smaller \u201ctop-off\u201d stations can be built to meet marginal excess demand. The best location of a hydrogen refueling station within a transportation area zone also depends on the criteria such as land cover, slope, and distance from gas stations, truck hubs, and the truck network

    Before and after study of bar workers' perceptions of the impact of smoke-free workplace legislation in the Republic of Ireland

    <p>Abstract</p> <p>Background</p> <p><it>Objectives</it>: To compare support for, and perceptions of, the impacts of smoke-free workplace legislation among bar workers in the Republic of Ireland (ROI) pre- and post-implementation, and to identify predictors of support for the legislation.</p> <p>Methods</p> <p><it>Setting</it>: Public houses (pubs) in three areas of the ROI.</p> <p><it>Design</it>: Comparisons pre- and post-implementation of smoke-free workplace legislation.</p> <p><it>Participants</it>: From a largely non-random selection, 288 bar workers volunteered for the baseline survey; 220 were followed up one year later (76.4%).</p> <p><it>Outcome measures: </it>Level of support for the legislation, attitude statements concerning potential impacts of the law and modelled predictors of support for the legislation.</p> <p>Results</p> <p>Pre-implementation 59.5% of participants supported the legislation, increasing to 76.8% post-implementation. Support increased among smokers by 27.3 percentage points from 39.4% to 66.7% (p < 0.001) and among non-smokers by 12.4% percentage points from 68.8% to 81.2% (p = 0.003).</p> <p>Pre-legislation three-quarters of participants agreed that the legislation would make bars more comfortable and was needed to protect workers' health. Post-legislation these proportions increased to over 90% (p < 0.001). However, negative perceptions also increased, particularly for perceptions that the legislation has a negative impact on business (from 50.9% to 62.7%, p = 0.008) and that fewer people would visit pubs (41.8% to 62.7%, p < 0.001). After adjusting for relevant covariates, including responses to the attitude statements, support for the ban increased two to three-fold post-implementation. Regardless of their views on the economic impact, most participants agreed, both pre- and post-implementation, that the legislation was needed to protect bar workers' health.</p> <p>Conclusion</p> <p>Smoke-free legislation had the support of three-quarters of a large sample of bar workers in the ROI. However, this group holds complex sets of both positive and negative perspectives on the legislation. Of particular importance is that negative economic perceptions did not diminish the widely held perception that the ban is needed to protect workers' health.</p

We discuss the studies of topological and exclusive branching fractions, inclusive semi-leptonic tau decay spectral functions, extraction of QCD parameters including a S and the strange quark mass, exclusive semileptonic decays and low energy meson dynamics, and rare and forbidden (neutrinoless) decays.     CLEO Contributions to Tau Physics

    Introduction Over the last dozen years, the CLEO Collaboration has made use of data collected by the the CLEO-II detector [1] to measure many of the properties of the tau lepton and its neutrino. Now that the experiment is making a transition from operation in the 10 GeV (B factory) region to the 3-5 GeV tau-charm factory region [2], it seemed to the author and the Tau02 conference organizers to be a good time to review the contributions of the CLEO experiment to tau physics. We are consciously omitting results from CLEO-I (data taken before 1989). The author has chosen to take a semi-critical approach, emphasizing both the strengths and weaknesses of tau physics at CLEO: past, present, and future. 2. Tau Production at 10 GeV We begin by discussing a topic on which CLEO has not published: tau pair production. In e e collisions, one can study taus in production and/or decay.     The Bush Tax Cut and National Saving

    Following through on pledges made during his election campaign, President Bush proposed and Congress passed a substantial tax cut in 2001, the Economic Growth and Tax Relief Reconciliation Act (EGTRRA). Much has been written about the size of the tax cut, its impact on the federal budget, its distributional consequences, and its short-run macroeconomic impact. There has been less focus on EGTRRA&apos;s incentive effects; one of the most important potential behavioral effects is on saving. To analyze the behavioral effects of the Bush tax cut on saving and other macroeconomic variables, I use the Auerbach-Kotlikoff (1987) model in conjunction with the NBER&apos;s TAXSIM model. An interesting by-product of this analysis is the &quot;dynamic scoring&quot; of the tax cut -- the estimated feedback effects of behavior on revenue. By comparing the revenue losses generated by the model with those that would occur without any behavioral response, one can estimate how much of the static revenue loss would be recouped by expanded economic activity. The simulations suggest that dynamic scoring has a significant impact on estimated revenue losses, but that the tax cut&apos;s impact on national saving is still negative in the long run. Alan J.
