The evaluation and the effectiveness of project management in transformational e-government projects
This paper forms part of an ongoing research of a PhD degree to describe, critically evaluate and examine the underlying barriers and challenges in large e-Government initiatives. The paper invites technology to be incorporated and inculcated into the art and science of project management, and be part of a passable solution as opposed to being distinct and separate from it. The tools used have to increase the novelty (art and science) of project management through human interaction, and empower the project manager and aiding his capacity in delivering the expected outcomes. Due to inadequate implementations of project management procedures and processes, many large information technology systems (ITS) projects failed. This becomes a characteristic and encompasses e-Government project initiatives, due to ambitious program changes, major innovations, large transformations, enterprise wide solutions, collaboration across organizations’ governments and private sectors, and the implementation of unprecedented (or ambitious) solutions. This research paper critically analyses and summarises a list of e-Government challenges and barriers arising from an e-Government survey administered on behalf of the World Information Technology and Services Association (WITSA) which represents the national technology associations in 70 countries. It compares these challenges to the Project Management Body of Knowledge (PMBOK), which is the North American standard in project management methodology. In addition, it highlights the weaknesses in PMBOK to address these challenges and offers a technology-enabled enhancement to the Project Initiation Phase, the area identified as being particularly weak and inadequate in addressing e-Government initiatives and requirements

The effect of knowledge management and organisational learning on individual competencies
Knowledge management (KM) is known for its positive impact on the strategy of organisations, but little is known and understood about the significance of competency and learning and its important effects on knowledge management in public and private organisations in different sectors of the economy in Kuwait. The problem is that many organisations deal with KM or new information or emerging information as a challenge of KM itself rather than a way of incorporating new knowledge into the organisation through the development of individual competencies, and hence developing both KM and individual competency. Based on interview data from Kuwaiti organisations, this paper argues that it is better to implement KM and maximize organizational learning in order to create more competent individuals based on the spiral of knowledge creation model or the theory of knowledge creation. The significant contribution this paper makes is that individual competencies have a reciprocal relationship with KM; the determining factors of individual competencies training, education, personal characteristics and culture affect KM success and are themselves affected by KM strategies. Exploring information lifecycle management in the Nigerian financial sector: A case study
This research paper presents theoretical and practical approaches at how the banking sector manages financial information, with emphasis being placed on financial service operations of cheque processing and securities trading. The banking sector was identified as it is presently the most vibrant and emerging sector in the financial services in Nigeria, which mentioned in the Financial Times. The banking sector has been the driving force behind Nigeria’s equity, which is in access of $3.3bn in equity capital markets a transaction in 2007. The banks that were investigated in this research paper included banks that incorporate functions in the equity market as part of their daily operations and in the possession of relevant information on securities trading as well as information on cheque processing procedures. One of the main findings is that, there is above average knowledge and understanding of ILM within the financial sector in Nigeria. Therefore, it was recommended that the application of ILM techniques should be improved upon in the management of information in the Nigeria financial sector and to obtain the best results at every stage of the information lifecycle

The successful implementation of e-government transformation: A case study in Oman
The aim of this paper is to investigate, and to discuss the key critical factors that facilitate the successful implementation of E-government projects. The nature of this research is mainly qualitative. This investigation uses a single case study and data was mainly collected by means of semi-structured interviews and organisational documents from the Ministry of Higher Education in Oman. The research findings suggest that there are three paradigms which each include a set of factors that impacts the success of E-government success namely, organisational paradigm, technology paradigm and end-users paradigm. The authors believe that, this paper demonstrates an added value to the current literature on transformation of E-government and to E-government projects success, within the wider context of E-government implementation projects. Also the research will benefit organisations in the public sector, as it has identified main key success factors in E-government transformations and implementations

Antecedents of trust in international joint ventures' (IJVS) performance in developing countries: A review of empirical evidence
Trust in international joint venture has received much attention for the last 20 years. This study highlights the importance of social capital in international joint ventures (IJVs) in developing countries. This paper assesses the impact of antecedents of trust on performance of international joint ventures in developing countries, which is based on social exchange theory. Little attention has been paid to exploring the concept in IJV. The impacts of components of inter partner-fits and relational factors on trust and the effect of trust on performance of IJVs will be considered. In addition the impact of religion and country risk on level of trust in IJVs in these countries will be evaluated. A framework has been developed based on this review analyses and integrates empirical evidence in order to identify convergence and conflict in IJV. The paper addresses a problem of relevance to both international academics and practitioners in addressing managerial implications. It is hoped that the study will provide a meaningful implication to the process of selection of IJV partners

The effect of education and training on competency
This paper analyses the concept of competence and the important effect of education and training on the individual competence, hence the organizational competence. The purpose of this paper is first to describe the development of competence and define it; second, to study comparatively two different cases on the effect of education and training on competency. The paper addresses whether education and training has an effect on individuals’ competency and therefore on organisational competency. The literature review reveals two cases that studied the effect of education and training on competency. One case shows that there is an effect on competency, but the other case shows that there is no effect.
The research methodology used in this paper is a comparative study. The comparative analysis method is used to investigate and analyse critically both cases through a comparative frame work in order to better understand the two different results. This comparative analysis reveals that there is indeed a positive relationship between education and training on competency despite the different result of the two different cases. The implication of the study is that education and training has to be properly implemented for there to be an effect on competence

Environmental sustainability conducts and corporate performance in extractive sector
The subject of environmental sustainability transcends geographical zones, it attracts attention at the top-most business, governmental and civil society levels because of its current visible impacts. Despite the growing concern for a sustainable ecosystem, few applied studies have been conducted to establish the relationship between environmental sustainability and corporate performance in the extractive sector (one of the most profitable of all business sectors, yet arguably the worst culprit in environmental degradation). Therefore, this research seeks to explore the relationship between environmental sustainability and corporate performance in the extractive sector. This relationship was investigated using data from 68 companies within the extractive sector in both Europe and the Americas by the technique of multiple linear regression and event studies by one-way ANOVA. Our results show a negative relationship between environmental sustainability and profit while mixed results were obtained for relationship between environmental sustainability and firm value. In the short horizon, there is a positive relationship between environmental sustainability and firm value while a negative result was obtained in a long-horizon. The pattern of the results is most likely due to the unique nature of the sector where the demand for product exceeds supply. There is monopoly power in the form of cartels, and substitutes for the sector’s products (e.g. oil, gas, and cement) are either unavailable or inadequate. Therefore, poor attention to environmental responsibilities may not necessarily affect the profit but impact negatively on corporate value of the companies within the sector in a short-term. However, in the long-term, poor sensitivity to the environment may not be sustainable

This research in progress, which investigates and analyses the role that human capital plays in the determination of the organisation structure capital. An investigation of aligning project management to business strategy: A review and conceptual framework
Copyright (C) 2011/12 ISEing.This paper discusses in depth the factors that lead to misalignment between the project management and the business strategy by investigating four case studies in the telecomunications industry in Saudi Arabia. Project management has been an important issue for many years and for many companies worldwide. Many implementations of project management (PM) have been successful, while others have failed to deliver the outcome of the project. The literature indicates that misalignment between large projects and the business strategy leads to 30% of all projects failing. Indeed, the literature highlights few internal factors (e.g. effective communication, executive support, involving the project manager in the business strategy development, and the project manager leadership competence) that may tie the project management to the company's business strategy. However, this study indicates very important external factors that affect the implementation of the company's business strategy. A framework will be developed to provide a clear guide to the project management efforts towards a competitive business strategy
