Nongovernmental organization staff views of global water privatization
More than 1 billion people lack access to clean water and proper sanitation. As part of efforts to solve this problem, there is a growing shift from public to private water management led by The World Bank and the International Monetary Fund (IMF). This shift has inspired much related research. Researchers have assessed water privatization related perceptions of consumers, government officials, and multinational company agents.
This thesis presents results of a study of nongovernmental (NGO) staff perceptions of water privatization. Although NGOs are important actors in sustainable water related development through water provision, we have little understanding of their perceptions of water privatization and how it impacts their activities. My goal was to fill this gap. I sampled international and national development NGOs with water, sanitation, and hygiene (WASH) foci. I conducted 28 interviews between January and June of 2011 with staff in key positions including water policy analysts, program officers, and project coordinators. Their perceptions of water privatization were mixed. I also found that local water privatization in most cases does not influence NGO decisions to conduct projects in a region. I found that development NGO staff base their beliefs about water privatization on a mix of personal experience and media coverage. My findings have important implications for the WASH sector as we work to solve the worsening global water access crisis
Determinants of Household Water Quality in the Tamale Metropolis, Ghana
Improved water source is essential for the health of both urban and rural dwellers. However, Over 1 billion people globally are without access to clean water and adequate sanitation facilities. The purpose of this study was to assess the factors that influence water quality in the Tamale metropolis, Ghana. The study was conducted with 250 respondents who were randomly sampled and interviewed. Data was analyzed with STATA 11 software. Chi-square and multivariate regression analysis were used to investigate the relationships between socio-demographic characteristics, water source, and water collection and storage methods and household water quality. Two assays of water quality were used: heterotrophic plate count (HPC) for total coliform and feacal counts and the multiple tube method for Escherichia Coli (E coli). The study results shows that majority of samples tested had feacal coliforms. Water from 83% of studied samples tested positive for the presence of E coli in household water. Source of water, distance to water source, place and duration of water storage influenced household water quality. Households with water source outside homes were less likely to have quality water (OR=0.19; p<0.01). On-the-point household treatment strategies should be adopted to make water safe for household consumption. Keywords: Household, Quality, Storage, Tamale, Water, Ghan
Exposing the myths of household water insecurity in the global north: A critical review
Safe and secure water is a cornerstone of modern life in the global North. This article critically examines a set of prevalent myths about household water in high-income countries, with a focus on Canada and the United States. Taking a relational approach, we argue that household water insecurity is a product of institutionalized structures and power, manifests unevenly through space and time, and is reproduced in places we tend to assume are the most water-secure in the world. We first briefly introduce “modern water” and the modern infrastructural ideal, a highly influential set of ideas that have shaped household water provision and infrastructure development over the past two centuries. Against this backdrop, we consolidate evidence to disrupt a set of narratives about water in high-income countries: the notion that water access is universal, clean, affordable, trustworthy, and uniformly or equitably governed. We identify five thematic areas of future research to delineate an agenda for advancing scholarship and action—including challenges of legal and regulatory regimes, the housing-water nexus, water affordability, and water quality and contamination. Data gaps underpin the experiences of household water insecurity. Taken together, our review of water security for households in high-income countries provides a conceptual map to direct critical research in this area for the coming years

Insect pathogens as biological control agents: back to the future
The development and use of entomopathogens as classical, conservation and augmentative biological control agents have included a number of successes and some setbacks in the past 15 years. In this forum paper we present current information on development, use and future directions of insect-specific viruses, bacteria, fungi and nematodes as components of integrated pest management strategies for control of arthropod pests of crops, forests, urban habitats, and insects of medical and veterinary importance.
Insect pathogenic viruses are a fruitful source of MCAs, particularly for the control of lepidopteran pests. Most research is focused on the baculoviruses, important pathogens of some globally important pests for which control has become difficult due to either pesticide resistance or pressure to reduce pesticide residues. Baculoviruses are accepted as safe, readily mass produced, highly pathogenic and easily formulated and applied control agents. New baculovirus products are appearing in many countries and gaining an increased market share. However, the absence of a practical in vitro mass production system, generally higher production costs, limited post application persistence, slow rate of kill and high host specificity currently contribute to restricted use in pest control. Overcoming these limitations are key research areas for which progress could open up use of insect viruses to much larger markets.
A small number of entomopathogenic bacteria have been commercially developed for control of insect pests. These include several Bacillus thuringiensis sub-species, Lysinibacillus (Bacillus) sphaericus, Paenibacillus spp. and Serratia entomophila. B. thuringiensis sub-species kurstaki is the most widely used for control of pest insects of crops and forests, and B. thuringiensis sub-species israelensis and L. sphaericus are the primary pathogens used for medically important pests including dipteran vectors,. These pathogens combine the advantages of chemical pesticides and microbial control agents (MCAs): they are fast acting, easy to produce at a relatively low cost, easy to formulate, have a long shelf life and allow delivery using conventional application equipment and systemics (i.e. in transgenic plants). Unlike broad spectrum chemical pesticides, B. thuringiensis toxins are selective and negative environmental impact is very limited. Of the several commercially produced MCAs, B. thuringiensis (Bt) has more than 50% of market share. Extensive research, particularly on the molecular mode of action of Bt toxins, has been conducted over the past two decades. The Bt genes used in insect-resistant transgenic crops belong to the Cry and vegetative insecticidal protein families of toxins. Bt has been highly efficacious in pest management of corn and cotton, drastically reducing the amount of broad spectrum chemical insecticides used while being safe for consumers and non-target organisms. Despite successes, the adoption of Bt crops has not been without controversy. Although there is a lack of scientific evidence regarding their detrimental effects, this controversy has created the widespread perception in some quarters that Bt crops are dangerous for the environment. In addition to discovery of more efficacious isolates and toxins, an increase in the use of Bt products and transgenes will rely on innovations in formulation, better delivery systems and ultimately, wider public acceptance of transgenic plants expressing insect-specific Bt toxins.
Fungi are ubiquitous natural entomopathogens that often cause epizootics in host insects and possess many desirable traits that favor their development as MCAs. Presently, commercialized microbial pesticides based on entomopathogenic fungi largely occupy niche markets. A variety of molecular tools and technologies have recently allowed reclassification of numerous species based on phylogeny, as well as matching anamorphs (asexual forms) and teleomorphs (sexual forms) of several entomopathogenic taxa in the Phylum Ascomycota. Although these fungi have been traditionally regarded exclusively as pathogens of arthropods, recent studies have demonstrated that they occupy a great diversity of ecological niches. Entomopathogenic fungi are now known to be plant endophytes, plant disease antagonists, rhizosphere colonizers, and plant growth promoters. These newly understood attributes provide possibilities to use fungi in multiple roles. In addition to arthropod pest control, some fungal species could simultaneously suppress plant pathogens and plant parasitic nematodes as well as promote plant growth. A greater understanding of fungal ecology is needed to define their roles in nature and evaluate their limitations in biological control. More efficient mass production, formulation and delivery systems must be devised to supply an ever increasing market. More testing under field conditions is required to identify effects of biotic and abiotic factors on efficacy and persistence. Lastly, greater attention must be paid to their use within integrated pest management programs; in particular, strategies that incorporate fungi in combination with arthropod predators and parasitoids need to be defined to ensure compatibility and maximize efficacy.
Entomopathogenic nematodes (EPNs) in the genera Steinernema and Heterorhabditis are potent MCAs. Substantial progress in research and application of EPNs has been made in the past decade. The number of target pests shown to be susceptible to EPNs has continued to increase. Advancements in this regard primarily have been made in soil habitats where EPNs are shielded from environmental extremes, but progress has also been made in use of nematodes in above-ground habitats owing to the development of improved protective formulations. Progress has also resulted from advancements in nematode production technology using both in vivo and in vitro systems; novel application methods such as distribution of infected host cadavers; and nematode strain improvement via enhancement and stabilization of beneficial traits. Innovative research has also yielded insights into the fundamentals of EPN biology including major advances in genomics, nematode-bacterial symbiont interactions, ecological relationships, and foraging behavior. Additional research is needed to leverage these basic findings toward direct improvements in microbial control
Planning Principles and Assessment of Transformational Adaptation: Towards a Refined Ethical Approach
The call for deliberate transformational adaptation (TA) has increased over the last decade. However, a challenge many planners face is the lack of clarity on the norms and principles for designing and implementing such adaptation and the ethical value systems for assessing their significance. This paper contributes to the debate on planning principles, strategies and values underpinning TA. Drawing on consequentialist and deontological value theories and a review of 147 journal articles, we explore the embedded ethics and the defining traits of TA. We found that utilitarian ethics informed both discourse and practice and the majority of papers published on TA focussed on scale of outcome, pathways and speed of change. Yet, this does little to address issues of justice, equity and sustainability which are compelling reasons for transforming current adaptation patterns. To address this problem, we propose a refined deontological framework that goes beyond the focus on the scale of change in material outcomes to changes in values and organizing principles that govern society. We offer eight guiding principles to aid planners in implementing this new framework but argue that ultimately, desired transformation occurs through collective design, intentionality and political negotiation
What Motivates Student Environmental Activists on College Campuses? An In-Depth Qualitative Study
Public concern for the natural environment continues to grow as complex environmental problems emerge. One avenue where concern for the environment has been expressed is through activism. However, research on environmental activism, often aimed at understanding the motivations behind activist behavior, has largely focused on older adults. In this study, we extend the state of knowledge on environmental activism further by focusing on college students. We use qualitative methods (in-depth interviews and observations) to examine the motivations behind student involvement in environmental activism on a state university campus. Our findings underscore that young people’s activist motivations are not stand-alone phenomena; they work in tandem with other processes and factors in a dynamic way and are influenced by an individual’s history, previous experiences and passion, a sense of community, existing incentives, and self-satisfaction derived from activist behavior
Water, sanitation, and hygiene (WASH) insecurity will exacerbate the toll of COVID-19 on women and girls in low-income countries
The novel coronavirus disease (COVID-19) pandemic is having a significant global impact on livelihoods, health, and general well-being. This policy brief argues that in low-income countries (LICs) where water, sanitation, and hygiene (WASH) insecurity is widespread and closely entangled with poverty and other vulnerabilities, COVID-19 will have a particularly devastating impact on women and girls because they bear the disproportionate burden of water collection, sanitation, hygiene, and family welfare ‒ responsibilities embedded in longstanding sociocultural norms. WASH insecurity refers to the physical and relational inequities in WASH access. Using three pathways ‒ reproductive and perinatal health, cultural norms and the risk of COVID-19 infections, and physical and mental health ‒ we discuss how WASH insecurity will worsen the impact of COVID-19 on women and girls in LICs
“But You Are Also Ghanaian, You Should Know” : Negotiating the Insider–Outsider Research Positionality in the Fieldwork Encounter
The reflexive turn in sociology and across much of the social sciences has brought a central focus on the “self” within research encounters. Within this context, qualitative researchers are required to highlight how their positionality shapes their research experience. In this article, we interrogate how our own personal experiences as native Ghanaians conducting research at home and away from home in two different African countries—Ghana and Malawi—shaped our research positionality. We use the framework of credibility and approachability and develop new categories such as the eager learner. We show how our performed behaviors and perceived characteristics enabled and constrained our access to research participants and information. The analysis contributes to the research methods literature by highlighting the fieldwork encounter as a site of shifting, negotiated, and fluid positionalities for both fully insiders and fully outsiders.</p
Spaces of Exclusion\u27 in Community Water Governance: A Feminist Political Ecology of Gender and Participation in Malawi\u27s Urban Water User Associations
Much of the literature on gender dimensions of community-based water governance focuses on irrigation systems in rural areas. Largely overlooked is how gender dynamics influence participation in community-based urban water governance systems. To address this gap, we use insights from Feminist Political Ecology (FPE) to examine whether and how community-based governance of drinking water in an urban context leads to (in)equitable gender participation and decision making. Using household surveys (n = 415), key informant interviews (n = 19), focus-group discussions (n = 14), we explore gender dynamics and power relations underpinning participation, decision making processes, and employment and benefit sharing arrangements among Water User Associations (WUAs) in the urban informal settlements of Lilongwe, Malawi. We find that WUAs do not guarantee equitable gender participation. Rather, inequitable participation is simply reified through: (1) gendered representation in WUA structures; (2) socio-cultural practices and women’s self-exclusion; and (3) community micro-politics and power relations. Our findings contradict the notion that community-based governance of water leads to equitable participation and empowerment of women. The policy implications are that without systematic efforts to incorporate women’s needs, interests, and voices, so-called participatory approaches to water governance will only serve to suppress women’s agency and reinforce existing gender-based inequalities. Future work will explore the pathways to women’s leadership in the WUAs and interrogate how women on the board and executive committees navigate their way up the hierarchy, their experiences in a male-dominated water governance scheme and their recommendations for how WUAs can improve women’s participation
