    Integration of universities and business as the condition of formation of the innovative economy

    World economy is experiencing a global economic crisis. During such periods, the world economic structure and leader-countries are changing, new economic centers are appearing. Authors explore the causes of the global economic crisis and show changes in the present structure of world economy. Also substantiated the efficiency of using the strategy of catching up on the example of developing countries. Today Russia has a unique chance for technological upgrading by large-scale deployment of efficient technologies already developed by the leaders. Based on global experience, the strategy to modernize the Russian economy should be combined: a strategy of leadership in the areas where Russia has the technological superiority, the strategy of catching up and borrowing in industries where there is a considerable lag. To gain this goal Russia first of all has to increase effectiveness of cooperation of the state, universities (of science and education) and business - the three basic factors of innovative system. © 2013 IEEE

The article shows that due to the power of multi-dimensional and multi-directional indicators of financial and economic activity it is necessary to assess the degree of achievement of the objectives with the use of multivariate ordinal model as a set of indicators, ordered by growth so that the maintenance of this order on a long interval of time will ensure the effective functioning of the enterprise in the long term. It is shown that these models can be regarded as the monitoring tools of implementation of strategies and guide the justification effectiveness of implementation of management decisions

    Impact of telecommunication technologies on the middle class formation

The paper identifies factors contributing to the increase in the share of the middle class in the transition to the information economy. The positive synergetic influence of telecommunication technologies on the formation of the middle class is considered through a possibility of using virtual spaces for labor and educational activities, a possibility of obtaining high returns in the form of dividends on intellectual capital, a qualitative change in the structure of needs, an access to new types of information services, etc. Authors develop a complex model of research of the middle class in the information economy, differing from those available using an expanded list of criteria. In addition to such widely used criteria as income level, level of education and self-identification, the criterion degree of involvement in the information society was introduced. The study substantiates that the transition to the information economy made an access to information and communication technologies one of the most significant criteria for social differentiation of society. On the basis of the model, an econometric estimate of the middle class has been carried out, which makes it possible to reveal the share of the middle class in modern society, dynamics of its development, as well as multicollinearity between spending on education, the Gini coefficient, access to information and telecommunication technologies and the size of the middle class

    Analysis of national strategies for sustainable development with regard to fundamental conceptual premise

At present, anthropogenic impact of industrial production on the environment has exceeded the sustainability limits of natural systems. Further conventional development of the economy is confronted with the limitations of the self-restoration potential of ecosystems: the non-renewable character of productive resources and the limited character of the environment to take production waste. The purpose of the paper is to identify the main directions for the implementation of national policies of sustainable development with account of the fundamental conceptual premise. The paper outlines the main principles, policies and scenarios for sustainable development and presents new components of environmental policy. The authors consider national strategies for sustainable development of the United States, China, Russia, the EU countries and pay special attention to the strategy adopted in the Netherlands. The paper determines the specific strategies features reflecting the interests of these countries' population and the role of national economies in world economic relations. The paper explores the possibilities of the SDG Index for the identification, assessment and comparative analysis of countries' actions to achieve the goals of sustainable development. Based on the results of the Sustainable Development Index for 2017, the authors carry out a cross-country analysis of the sustainability strategies of countries from the perspective of achieving sustainable development goals (SDG). It helps to identify the problems of using the index to track progress towards the SDG. Moreover, the article underlines the strengths and weaknesses of national sustainable development strategies of different countries, including Russia. It is shown that Russia has achieved high positions in eradicating poverty, with a significant lag behind other goals of sustainable development, especially such as the elimination of inequality, the provision of a healthy lifestyle, access to justice and the creation of effective institutions. Finally, the paper indicates the main directions of sustainable development in Russia

    Relationship between the international universities rankings and indexes of a country's innovation development

Currently, the global economy is experiencing a global innovation gap, representing a set of significant disparities in the innovative development of individual countries. The global innovation gap is a consequence of a number of objective phenomena and processes taking place in different countries and regions. The study of the nature of the innovation gap implies the study of specific problems in the innovative development of countries, as well as the search for ways to solve them. This article examines the relationship between the global innovation index and the positions of national universities in international rankings. We have chosen a group of countries (developed, developing and transition economies) and their universities which ranked best in international rankings. The sample consisted of 24 countries, the university's rating was chosen as the dependent variable, and the country's rating on the global innovation index was selected as an independent variable. After the calculations, the linear pair correlation coefficient was set equal to 0.913, which indicates a high level of coupling between the variables. The coefficient of determination indicates that in 83.35% of cases the changes in x lead to a change in y. In other words, the accuracy of selecting the regression equation is high. The remaining 16.65% change in Y is due to factors not taken into account in the model (as well as by specification errors). The conducted studies confirmed the connection between the quality of education, the research sector of universities and the level of innovative development of countries. This made it possible to propose a set of measures to strengthen the positions of national universities in international rankings and increase their contribution to the transition of the Russian economy to an innovative development path
