EVOLUÇÃO DO USO DA ÁGUA NA BACIA DO RIO PRETO NO DISTRITO FEDERAL

This article brings a reflection about the occupation and the relations of production according to the uses of water and the consequent conflicts verified in the hydrographic basin of river Preto (Black river), in the Federal District of Brazil. This basin is essentially used by the cattle breeding intensive activities and agriculture of that region which is mechanized with high level of technology. The agrarian structure of this basin is very concentrated. It’s organized in big and middle companies of cattle breeding and agricultural activities which keep relations of work and income with the little companies. Together they intensively use the water of this basin for irrigation and that causes several conflict situations among the users. With the insertion of the UHE Queimado in that region, an hydroelectric plant, the wonders turn towards the aggravation of the conflicts as the conditions of operation of this hydroelectric plant imposes limits to the practice of irrigated agriculture. The basin of river Preto (Black river) is an important reference to the national scenery because of its process of occupation, use of natural sources and its importance to the hydrographic basin of São Francisco river.  O presente artigo trás uma reflexão a respeito da ocupação e das relações de produção com os usos da água, e os conseqüentes conflitos que se verificam na bacia hidrográfica do rio Preto no Distrito Federal, bacia esta essencialmente utilizada com a pecuária intensiva e agricultura mecanizada e de alta tecnologia. A estrutura fundiária é muito concentrada, organizada em torno de grandes e médios estabelecimentos agropecuários, que mantém uma relação de trabalho e renda com os pequenos estabelecimentos, que juntas recorrem ao uso intensivo da água, por meio da irrigação, estabelecendo diversas situações de conflito entre usuários. Com a inserção da UHE Queimado as preocupações se voltam para o agravamento dos conflitos, uma vez que as condições de operação daquele empreendimento estabelecem limites à expansão das práticas agrícolas irrigadas. A bacia do rio Preto constitui um importante referencial no cenário nacional, no que diz respeito ao processo de ocupação e utilização de seus recursos, tendo em conta a sua importância para a bacia hidrográfica do rio São Francisco
