In order to conclude a legally valid marriage, many of the modern legal systems stipulate that certain substantive and formal conditions shall be satisfied by the parties to the marriage. However, the scope and meaning of these conditions vary considerably from one legal system to the other. Accordingly, the dichotomy between the conditions of form and substance related to marriages result in the adoption of different connecting factors for the formal validity and the essential validity of marriages with foreign elements.
It is agreed, by the private international law regulations of almost all legal systems that formal validity of marriages should be governed by lex loci celebrationis (LLC), the law of the place where the marriage is solemnized. LLC, which is regarded as one of the oldest and firmly established choice of law rule of all times, has also been incorporated into the international agreements on the subject in hand. However, it is hard to say that there is an international uniformity with regard to the application and interpretation of the said rule.
This study aims to shed light on the private international law regulations and case law of certain countries belonging to Anglo-saxon and Continental Europe legal systems regarding the law applicable to formal validity of marriage and consular marriages as well as the international agreements on one hand, and the Turkish private international law regulations, court practices and doctrinal opinions on the other hand. By examining in a broad legal perspective of the LLC rule and consular marriages, it is intended to bring forward concrete solutions for achievement of a uniform approach on resolution of conflict of laws problems with respect to the formal validity of international marriages and prevention of limping marriages, where a marriage is regarded as formally valid according to one domestic legal system while invalid according to the other.by Cansu Akgün Tekgül.Ph.D
Effect of housing financing on public income
Hızlı nüfus artışı ve bununla beraber paralellik gösteren kentleşme oranın artması, sosyo-ekonomik yapı, kişilerin zevk ve tercihlerinin değişmesi; özünde barınma ihtiyacı olarak karşımıza çıkan konut kavramının dönüşüm geçirmesine neden olmuştur. Konut talebinde de bu değişikler boy göstermiş olup aynı zamanda konut edinme yöntemlerinde de farklı finans yöntemlerini oluşturmuştur. Temelde değişen konut finansman türleri baz alınırken, özellikle ipotekli konut finansman sistemi olarak adlandırılan "mortgage" piyasasının özellikleri incelenecektir. Tasarruf birikimine sahip olmayan kişilerin konut edinimine kolaylık sağlayan bir finansal sistem olarak ortaya çıkan mortgage sistemi, başta Amerika Birleşik Devlet'i (ABD) olmak üzere Almanya, Fransa, İngiltere gibi Avrupa ülkelerinde uygulanırken ülkemizde de kendine uygulama alanı bulmuştur. Mortgage sistemi, kendi içerisinde birçok kolaylığı ve finansal açısından toplumda gerçekleşen konut edinme ihtiyacına olumlu katkı da bulunurken aynı zamanda risk boyutunu da içinde taşımaktadır. Konut finansmanları sistemleri incelenirken; ipotekli konut finansman sisteminin, konut piyasasına hem alıcı hem de satıcı açısından olumlu etkileşime sebep olmuştur. Mortgage sistemi, piyasada gerçekleşen konut arz ve talep endeksinde, piyasa konjonktürüne canlandırıcı etkisi olduğu zamanlarda devletin gelir kollarından bir tanesi olan vergi açısından da olumlu etki sağlayabilmektedir. Kişilerin konut almaya karar vermesi durumunda, finansal kaynak eksikliğinin giderilmesi açısından ipotekli konut finansmanı karar alma sürecini, harekete geçirerek konut piyasasında hareketlilik sağlamasına neden olurken aynı zamanda emlak vergisi üzerinden de kamu geliri elde etmektedir. Bu çalışmada Konut finansman türlerinin insanların konut edinimin üzerinde ki etkisi baz alınarak her edinilen konut üzerinden devletin emlak vergisi yoluyla edinilen kamu geliri ile beraber OECD ülkelerinin 2009-2020 yılları arasında konut fiyat endeksi ve emlak vergisi arasında ki ilişki, dinamik panel Veri analiziyle incelenmektedir. Çalışmanın sonucunda ilişkili olduğu gözlemlenmiştir.Rapid population growth and the parallel increase in urbanization rate, socio-economic structure, changes in people's tastes and preferences; In essence, it caused the concept of housing, which emerged as the need for shelter, to be transformed. These changes have also appeared in the demand for housing, and at the same time, different financing methods have been created in housing acquisition methods. While basically considering the changing types of housing finance, the characteristics of the "mortgage" market, which is called the mortgage financing system, will be examined. The mortgage system, which emerged as a financial system that facilitates the acquisition of housing by people who do not have savings, has found its application in our country, especially in the United States of America (USA), as well as in European countries such as Germany, France and England. While the mortgage system contributes positively to the need for housing in the society in terms of many facilities and financial aspects, it also carries a risk dimension. While examining the housing finance systems; The mortgaged housing finance system has caused a positive interaction with the housing market for both buyers and sellers. The mortgage system can also have a positive effect on the housing supply and demand index in the market, when it has a revitalizing effect on the market conjuncture, in terms of tax, which is one of the income branches of the state. In the event that people decide to buy a house, mortgaged housing finance activates the decision-making process in order to eliminate the lack of financial resources, while at the same time generating public income through real estate tax. In this study, the relationship between the housing price index and property tax of OECD countries between 2009 and 2020, together with the public income acquired through the state's property tax over each house acquired, based on the effect of housing finance types on people's housing acquisition, is analyzed with dynamic panel data analysis. Social Media Addiction Among Nursing Students and Its Related Factors
Background: Social media use has become an indispensable part of our lives as a result of technology advancement and is quite high among students.
Methods: This study employed a cross-sectional design. Participants were 289 students from the Faculty of Health Sciences at Artvin Coruh University, Turkey. The Social Media Addiction Scale (SMAS) was used to obtain data. T-test, one-way ANOVA, Pearson’s correlation, and Bonferroni analysis were used to analyze the data.
Results: The participants’ mean SMAS score was 81.03 ± 34.79, which was moderate. A weak and positive correlation was found between social media addiction and daily social media use. Statistical differences were found between social media addiction and social class, maternal education level, place of residence, income level, and general health status. Further, statistically significant differences were found between access to social media such as Facebook, Twitter, and Skype, and SMAS and subscales (p < 0.05).
Conclusions: The nursing students in this study showed moderate levels of social media addiction. Factors such as daily social media use, year of study, maternal education level, place of residence, income level, and general health status are associated with the degree of social media addiction

Effect of internal derangements and degenerative bone changes on the minimum thickness of the roof of the glenoid fossa in temporomandibular joint
Objectives The aim of this study is to investigate the effect of internal derangements and degenerative bone changes on the minimum thickness of the roof of the glenoid fossa (RGF). Methods MRI and cone beam CT records of temporomandibular joints (TMJ) of 68 patients were evaluated retrospectively in this study. The joints were divided into three groups according to TMJ disc status which had been diagnosed in MRI: normal disc status, anterior disc displacement with reduction, and anterior disc displacement without reduction. Cone beam CT was used to evaluate the degenerative bone changes of TMJ and to measure the minimum thickness of RGF. The joints were categorized as "with osteoarthritis (OA)" or "without OA". The findings of OA were determined as erosion, osteophyte, flattening, sclerosis, and pseudocyst. Results No significant relationship was found between gender and the thickness of RGF (p > 0.05). RGF was found significantly higher in "with OA" group compared to "without OA" group (p 0.005). No significant difference was found between condyles without erosion and condyles with erosion for the minimum thickness of RGF (p = 0.272). In the present study, osteophyte, sclerosis, flattening, and pseudocyst were found to be associated with the minimum thickness of RGF. Conclusions Osteophyte, flattening, pseudocyst, and sclerosis have an influence on RGF thickness. The minimum thickness of RGF is not significantly correlated with internal derangements. Erosion is not significantly correlated with RGF thickness. RGF thickness may be unaffected by the early stages of OA
