헬리코박터 제균치료가 후시성 위암 발생에 미치는 장기간의 영향

This study aims to evaluate the long-term effect of Helicobacter pylori eradication on the progression of precancerous lesions to metachronous cancer development after endoscopic resection of early gastric cancer. Methods: The patients who underwent endoscopic resection of early gastric cancer were reviewed retrospectively. Changes in precancerous lesions and development of metachronous cancer were compared according to Helicobacter pylori eradication and final status of infection. Results: In total, 565 patients were followed up for over 5 years after endoscopic resection of early gastric cancer. The grade of mucosal atrophy on corpus was significantly lower in the eradicated group than the persistent group during follow-up (p=0.029). In patients less than 70 years of age, the cumulative incidence rate of metachronous cancer was significantly lower in the Helicobacter pylori-eradicated group than the Helicobacter pylori-persistent group (p = 0.018). Age was an independent risk factor for metachronous cancer development. A study on the role of ideology in the film supporting policy: the case of the Korean Film Council

영화는 예술분야 중에서도 정권의 이데올로기 파급효과가 크다. 우리나라의 경우에도 영화지원정책을 둘러싼 정부와 영화인 간, 영화계 내부의 이데올로기 논쟁이 가열되고 있다. 이에 본 연구에서는 역대 정부의 영화지원정책의 내용분석을 통해 우리나라 영화정책의 이데올로기 경향성을 파악하였다. 이를 위해서 본 연구에서는 정권의 이념적 성향에 따른 영화지원정책의 차이가 존재하는가? 여부와 정권별 영화지원정책의 편중성은 가속화되고 있는가?여부를 검토하였다. 영화진흥위원회의 영화지원정책 내용분석을 실시한 결과 영화산업의 경쟁력 강화라는 목표에 있어서는 역대 정부의 이념적 차이는 두드러지지 않는 것으로 나타났다. 그러나 영진위 위원의 인선이나 지원 사업에 있어서는 정권별 이데올로기 성향이 뚜렷이 나타나고 있다. 특히 단체에 대한 편향성은 지원액수와 지원건수에 있어 점차 강화되고 있는 것으로 분석되었다. 반면 영진위 지원사업 유형에 있어서는 이데올로기 경향성이 상대적으로 강하게 나타나지 않았다. Ideology is important in constructing a nation's political regime. Film has been used as a good instrument by policy markers in order to deliver an ideology to the public. This article aims at exploring the link between the Korean Film Council's film supporting policy and each government's ideological tendency. The Korean Film Council is a government-supported, self-administered body with its primary goal of stimulating the growth and development of Korean films through funding, research, policy development, education and professional training. This study addresses the following two issues: 1)Does government's ideology effect the Korean Film Council's supporting policy? 2)Is this effect more important from government to government? From the analysis of the cases, this study finds no political influence over film industry policy among governments. However, commissioners, appointed by the Minister of Culture and Tourism, and programs, supported by the Korean Film Council, are heavily affected by each government's political ideology

A Study on the Performance of the Corporatization of Governmental Bodies: The Corporate Institution of Sejong Center

본 연구는 예술 공공기관 법인화에 대한 찬반 논의들을 정리하고, 세종문화회관 법인화의 성과를 객관적인 자료를 토대로 분석함으로써 향후 예술 공공기관들의 법인화 정책 추진에 시사점을 도출하였다. 법인화 찬성론자들은 법인화가 전문성 확보, 예산의 탄력적 운영을 통한 예술의 질 증대, 자율성과 창의성 제고 등의 성과를 가져온다고 주장하는 반면, 법인화 반대론자들은 법인화가 예술의 공공성과 예술성 훼손, 시민의 예술향유권 저해, 순수공연예술의 위축 등의 문제를 초래할 수 있다고 주장한다. 본 연구에서는 예술 공공기관 법인화의 성과를 분석하기 위해서 효율성, 전문성, 공공성 측면에서 세종문화회관 법인화의 성과를 분석하였다. 그 결과 법인화는 세종문화회관의 운영효율성과 전문성 측면에서 긍정적인 성과를 도출한 것으로 나타났다. 다만 성과의 수준이 법인화 추진 당시의 목표치에 미치지는 못하고 있으며, 부작용이 일부 발생하였다. 조직구조가 사무국 중심에서 예술단 중심으로 전환됨에 따라 공연예술의 전문성과 공연에 대한 고객만족도가 향상되었다. 공공성 측면에서도 세종문화회관의 법인화가 고객 다양성과 서비스 형평성을 감소시키기 보다는 이를 증진하는 효과가 있는 것으로 파악되었다. Changes in legal status have proceeded with changes among the public, government, and society with emergence of administrative reform in the background. Due to the changing circumstances of the performing arts center, the legal status of the National Central Theater and the Sejong Arts Center has changed to that of a legal management foundation. This study focused on the performance of Sejong Center since the reform. Different arguments are compared to seek operational status of the reality of the Sejong Center. It placed emphasis on key items of research concerning the actual conditions such as operational effectiveness, professionalism, and equity. A Comparative Study of Culture and Art Support Governance Systems: The Cases of the UK, France, and Korea

본 연구의 목적은 영국, 프랑스, 한국의 문화예술지원 거버넌스 체계를 비교함으로써 한국의 문화예술지원 거버넌스의 시사점을 도출하는데 있다. 이를 위해 네트워크 관리 측면에서 3개국 의 다양한 행위자들 간 복잡한 상호관계가 어떻게 조정, 관리되어 나가는지 비교분석하였다. OToole과 Montjoy(1984)가 제시한 조직 간 정책집행의 세 가지 구조 유형에 따라 살펴본 결과, 영국은 예술위원회와 A&B 간의 역할은 구분되어 있으나 전체 네트워크 관리가 통합적 으로 구성되어 있다는 측면에서 조직 간 순차적, 호혜적 상호의존성을 나타냈고, 프랑스는 정부 주도로 문화통신부의 상공업메세나협의회 지원, 레지옹문화사무국(DRAC)의 중앙정부와 지방 정부의 가교역할 등을 통해 긴밀한 협력관계를 맺고 있다는 점에서 순차적, 호혜적, 연합적 상 호의존성이 있는 것으로 나타났다. 반면에 한국의 문화예술지원체계는 영국과 달리 한국예술위 원회와 한국메세나협의회 간 협력체계가 구축되지 않은 통합성이 약한 상대적 이원적 체계로 프랑스와 같이 중앙정부의 관리집중 정도가 상대적으로 높게 나타났으며 조직 간 관계가 호혜 적이라기보다는 순차적, 연합적 상호의존성이 높은 것으로 분석되었다. The purpose of this study is to provide policy implications for Korean network governance in culture and art support policy by comparing the UK, French, and Korean cases. Applying three structural modes of policy implementation, this study analyzes interdependent relationships between network managers as well as between network mangers and other policy actors in the support system. The results can be summarized by country. In the UK governance system, two network managers are identified and their relationship is reciprocal. Financial support flows from the Department of Culture, Media and Sport to the Arts Council England, and then to cultural and art institutions, which indicates sequential interdependence among these policy actors. The role of the central government in France is important since network relations are relatively centralized. There are three network managers playing coordinating roles and the overall support system is structured as a combination of pooled, sequential, and reciprocal interdependence. Finally, like the UK, in the Korea, two network managers are identified, but they do not have a formal collaborative relationship for coordinating overall culture and art support governance. Thus, the relationship between the two network managers can be described as pooled interdependence. Another thing to note in Korea is that the managerial power of the central ministry is relatively high, similar to the case in France.
