There are worries that the electoral fair competition has been weakened. This study focused on the wide gap of campaign costs amongcandidates and thereby, analyzed the effects of such a gap on vote margins, competitiveness of election. The data from the congressional electionsfrom 1996 through 2002 were processed with the multiple regression analysis and as a result, it was found that the advantage of campaign costs had significantly affected the vote margins. Namely, if the other conditions remained the same, a wide gap of campaign costs between incumbents and their challengers acted to further increase the vote margins for the former group who were already positioned favorably in the election. Such findings suggest that the narrower the gap of campaign costs, the easier it is for the challengers to be in a much more favorable position to compete with the incumbents. In addition, the stronger the base of challengers' political parties, the more experienced they were politically, and the lower the incumbent's vote margins in the preceding elections, the challengers tended to be more favorably positioned in the current elections. Lastly, the democratic incumbents were more favorable in their vote margins owing to President Clinton's high popularity, economic boom and solidarity of Democratic Party. After all, in order to enhance the spirit of representative democracy and improve a fair competition of elections, it is necessary to reform the campaign finance system so that the gap of campaign costs between incumbents and challengers can be narrowed and challengers are able to compete against incumbents under fair conditions

    To evaluate the joint involvement by the use of radionuclide bone scan in the patients with rheumatoid arthritis, we performed OOmTc-MDP bone scan, radiography and physical examination of joints in 20 patients confirmed as rheumatoid arthritis and compared three methods each other. The observed results are as follows. 1. The sensitivity and specificity of bone scan based on physical examination are 71% and 62% respectively. 2. The sensitivity and specificity of radiography based on physical examination are 3096 and 96?6 respectively. It may conclude that bone scan is very sensitive in evaluation of joint involvement in rheumatoid arthritis and correlates with physical examinations very well
