An Evaluation of Training Programs for Senior Official through Judgment Analysis

본 연구는 중앙공무원교육원의 고위정책과정에서 제공되는 교육프로그램에 반영된 핵심역량의 상대적 비중에 대한 고위공무워들의 인식을 분석하는데 목적을 두고 있다. 이를 위하여 판단분석(judgment analysis) 기법을 활용하였다. 가상의 사례들이 포함된 판단과제를 제작하여 고위정책과정을 수강중인 고위공무원들에게 배포하고 판단분석에 필요한 데이터를 획득하였다. 판단분석 결과 고위공무원들 간에는 핵심역량에 대한 선호도에 있어서 커다란 차이가 존재하는 것으로 나타났다. 교육프로그램을 평가함에 있어 고위공무원들이 가장 중요하다고 생각하는 핵심역략은 삶의 질과 문화교양, 국정 철학과 미래비전, 정책능력과 리더십, 대외관계와 협상조정, 변화와 혁신적 사고의 순으로 나타났다. This study investigated senior public officals' perception about training programs in the Central Officials Training Institute(COTI). It focused on analyzing their judgements about th relative weights of five core competencies, including governmental philosophy and future vision, change and revolutionary thinking, decision making and leadership skills, foreign relations and negotiations, and quality of life and cultural refinement. For this purpose, it applied the methodology of judgment analysis that externalizes the underlying judgment process employed to form judgments and decisions in a quantifiable manner
