학위논문(석사) -- 서울대학교대학원 : 행정대학원 행정학과(행정학전공), 2023. 2. 김동욱.본 연구는 현장에서 아동학대 예방과 대응 업무를 담당하고 있는 서울지역 내 여성청소년과 소속 경찰관의 아동학대 인식 수준에 영향을 미치는 요인을 살펴보고, 학대 인식 수준 향상방안을 모색해 궁극적으로 아동학대 근절에 이바지하는 데 목적이 있다. 경찰은 아동학대 사건에서 예방과 사후 조치까지 막중한 역할을 담당하고 있으며, 특히, 2020년 10월 발생한 故정인양 사망사건에서 나타난 바와 같이 경찰관의 학대 인식정도는 학대사건에 대한 소극적 태도에 영향을 미쳐 천차만별의 결과를 낳을 수 있다는 점에서 중요하다. 그럼에도 불구하고, 경찰관의 학대 인식에 관한 국내 연구는 2건에 불과한 실정이다. 이에, 본 연구는 일선 현장에서 아동학대를 담당하는 경찰관들의 학대 인식수준을 살펴보고 그 원인변수를 살펴보고자 하였다. 이를 위해 본 연구는 서울경찰청 여성청소년과와 서울경찰청 소속 31개 경찰서의 여성청소년과에서 근무하고 있는 경찰관을 대상으로 설문조사를 실시하였고, 196명의 응답 결과를 분석하였다. 종속변수는 신체적 학대 인식, 정서적 학대 인식, 성 학대 인식, 방임 인식 등 4가지이며, 독립변수로 개인적 요인인 정서적 공감능력과 체벌에 대한 태도와 직무적 요인인 아동학대 관련 법지식 정도를 설정하고, 인구사회학적 특징을 통제변수로 삼아 다중회귀분석을 통해 분석하였다. 연구 결과, 여성청소년과에서 근무하는 경찰관의 평균 아동학대 인식 수준은 5점 만점에 4.5495로 나타났으며, 4가지 학대유형 중 성 학대가 4.8535, 신체적 학대가 4.5804, 정서적 학대가 4.5122, 방임이 4.2515 순으로 나타났다. 또한, 성별, 연령, 혼인여부, 재직기간, 관련부서 근무기간은 신체적 학대에, 성별, 혼인여부는 정서적 학대에, 성별은 성 학대에, 혼인여부, 재직기간은 방임인식 점수 평균에 통계적으로 유의한 차이가 나타났다. 아울러, 개인적 특성 중 정서적 공감능력은 신체적 학대, 정서적 학대, 방임 인식에 긍정적 영향을 미쳤으며, 체벌에 대한 태도는 모든 종속변수인 신체적 학대, 정서적 학대, 성 학대, 방임 인식 모두에 긍정적 영향을 미쳤다. 직무적 요인 중 아동학대 관련 법지식 정도는 신체적 학대, 정서적 학대, 성학대, 방임 인식에는 모두 통계적으로 유의한 영향력을 보이지 않는 것으로 나타났다. 이러한 연구결과를 바탕으로 경찰관의 아동학대 인식 증진 방안에 관한 정책적 제언들을 제시하였다. 첫 번째, 경찰관 개개인의 정서적 감수성을 향상시킬 수 있는 교육을 강화해야한다. 아동복지법에서 국가기관에 아동학대 예방교육의무를 부여했지만 연1회에 불과하고, 대부분 집체교육이나 사이버교육으로 대체되어 실효성이 낮을 실정이다. 따라서, 전문적 교육 커리큘럼을 구성하고, 교육효과를 높일수 있도록 소규모 단위로 감수성 향상교육을 실시할 필요가 있다. 둘째, 경찰 내부 조직원을 상대로 체벌에 대한 인식 개선 캠페인 등을 전개할 필요가 있다. 그간 경찰청이나 보건복지부에서 실시해온 체벌 인식 개선 캠페인은 일반 국민에만 초점을 두고 이뤄진 측면이 있다. 전문기관 협력을 통한 합동 워크숍 개최, 자체 인식도 조사, 역할극이나 홍보영상 경진대회 개최 등과 같은 다양항 방안을 통해 태도 개선에 나설 필요가 있다. 세 번째로 학대부서 인재 선발시 학대인식 수준, 체벌에 대한 태도, 관련직무경험 등을 충분히 고려할 수 있도록 자격요건, 선발기준을 마련해야 한다. 마지막으로 이제껏 보건복지부 등에서 실시해온 아동학대 실태조사에서 경찰관은 조사대상에서 배제되어 왔다. 이 연구를 계기로 경찰관들의 아동학대 인식도 조사가 주기적으로 이뤄져, 학대 인식수준이 한층 향상되고, 이를 통해 아동학대가 근절되길 간절히 바란다.This study is intended to explore factors affecting police officers perception of child abuse with women and juvenile departments of police stations in Seoul and to seek ways to improve their level of awareness towards child abuse as a serious crime, and eventually to eradicate child abuse. The police take significant role in child abuse cases from preventing the crime to conducting follow up measures. The death of Jeong-in, a 16-month-old toddler who died from months of child abuse in Oct. 2020, however, revealed that passive reactions and attitude by police officers toward child abuse cases, could bring a tragic ending, which could have been prevented otherwise. Nonetheless, there are only two studies on police officers perceptions of child abuse and maltreatment within the country. This study, therefore, was devised to examine how much police officers take child abuses seriously and explore causal variables affecting their perceptions towards child maltreatment. A total of 196 police officers currently working at women and juvenile departments at 31 police stations under Seoul Metropolitan Police Agency or Seoul Metropolitan Police Agency participated in a survey conducted for this study. The survey had four dependent variables that gauge the level of their awareness on physical, emotional, sexual abuses and child neglect. As for independent variables, the study included instruments examining personal factors such as empathic ability and attitude towards punishment and the level of legal knowledge as an occupational factor. The study also set demographic peculiarity as a control variable in multiple regression analysis. As a result, police officers level of awareness towards child abuse was 4.5495 out of five points on average, and by abuse cases, the level of perception towards sexual abuse was 4.8535, physical abuse 4.5804, emotional abuse 4.5122 and child neglect 4.2515. Also, the study found that the level of perception toward physical abuses showed differences from variables such as the gender of officers, the age, their marital status, the period of time they worked with the police, particularly the length of their engagement in juvenile departments, while the level of perception towards emotional abuse appeared to be affected by the gender of officers and marital status. The level of perception towards sexual abuse also appeared to have been affected by the gender of the officer while the level of awareness on child neglect appeared to have been affected by the marital status and the period of the officers service, each exhibiting significant differences statistically. Also, personal ability to recognize emotions and share their feelings had positive impact on officers perception in physical, emotional abuse and child neglect while attitude towards punishment had positive impact on all four dependent variables. The level of officers legal knowledge on child abuse appeared to have not statistically significant impact on the four types of abuses. Based on the result of the survey, followings are policy suggestions on how to improve police officers perceptions towards child abuse. First, the police should develop education designed to improve officers personal ability to understand others emotions. Under the child welfare law in Korea, state agencies are obliged to carry out education session on child abuse prevention. Such sessions, however, have low educational effect as they have been replaced with either online or group courses and are held for only once a year. Therefore, theres a need to design professional curriculums and hold sessions for small number of people to maximize the effect of education on child abuse prevention. Second, an in-house campaign is needed to promote officers awareness on punishment. Such campaigns carried out by the Korean National Police Agency or the Ministry of Welfare and Health seem to have focused on changing the awareness of the general public. Thus, the police need to hold workshop sessions exclusively designed to improve officers awareness in collaboration with professional institutions, self investigation into the degree of recognition, stage role plays and launch a video contest. Third, the police should set some new criteria that assess qualified police officers to handle abuse cases when hiring new ones to juvenile departments. Finally, the study found that the police have been excluded from the welfare ministry-led research on child abuse cases.
