及梁 and 沙梁 written in the ancient Korean records should be read as late Old Chinese of Han. Liquid coda *-l(or *-r) in Chou and Chin did not remain in Han. So *-l/*-r was transcribed by sibilant *-n or *-t in China. Another means was used in Korea. The coda *-r was expressed by the medial *-r- of grade Ⅱ and chongniu(重紐) grade Ⅲ through metathesis. CVr- could be expressed by CrV- by way of r-metathesis. The Korean phonetic value of 喙(梁) was *turk and it means stream or river in Korean. The phonetic value of 沙 was *sra and that of 及 was *grəp/*grɨp/*grɯp in late Old Chines period. 沙[*sra] and 及[*grə(ɯ · ɨ)p] of Old Chinese was used for expressing *sar and *karp of Old Korean. 沙[*sar] and 及[*karp] meant the east and the west in Silla. Nowadays şark and garp in Turkish means the east and the west. Korean and Turkish were the same Altaic Languages. 17·18세기 평안도 양역제의 변천

평안도는 使行路에 자리잡고 있었다는 점과 변방지역이라는 특수성으로 인해 재정을 독자적으로 운영하고 있었다. 그런데 1636년의 병자호란 이후로는 청의 간섭에 의해 평안도에서는 통상적인 군사적 자위 수단도 갖출 수 없게 되어 군사들의 군 복무를 면제하는 대신에 1인당 연간 3필의 포를 내게 하였다. 이는 양역 부담의 과중함과 군비의 붕괴라는 두 가지 문제점을 안고 있었다. 그러므로 중앙정부에서는 17세기 중엽부터 양역을 3필에서 2필로 줄이면서 한편으로는 군사를 조금씩 양성하기 시작하여, 17세기 후반에는 군사들의 조련과 입번을 부분적으로 재개하였다. 그러던 중 1721년에는 특단의 조치를 단행하여 모든 평안도 군보의 역을 1필로 통일시켰다. 평안도에 부과된 양역은 대폭 경감되었다. 그러나 평안도 군보들은 다른 지역과는 달리 납포와 입역을 겸하고 있던 군사들이 많았다. 그러므로 1731년에 중앙정부의 재정지원에 의해 평안도 군사 중 납포와 입역을 겸하고 있던 군사들은 모두 납포 부담을 없애고 명실상부한 군사로 양성하였다. 그후 1750년 6도의 양역을 대상으로 하여 균역법이 시행되었다. 그러나 평안도의 양역사정은 여전히 과제로 남았다. 그러므로 중앙정부에서는 평안도에 대해 별도로 양역사정작업을 추진하여 1759년 關西良役實摠을 간행하였다. 이는 잡다한 양역 명목을 줄이고 양역에 액수를 정해두는 것을 골자로 하고 있다. 17·18세기의 양역정책은 양역의 경감, 양역부담의 균등화 그리고 양역 액수의 고정이라는 세 가지 방향에서 추진되었던바, 이러한 정책이 평안도에서도 그대로 추진되었음을 확인할 수 있다

A History of Gwancheondae and Ilyeongdae in the Joseon Dynasty : Especially on the Ilyeongdae in Changgyeong Palace

The name of gwancheondae(觀天臺) means a sky- observing stand. It was a stand for ganeui(簡儀: a kind of torquetum) or soganeui(小簡儀: a kind of small torquetum). The name of ilyeongdae(日影臺) means sun- shadow stand. It was a stand for ilgu(日曇: sundial) or ilseongjeongsieui(日星定時儀: a kind of astrolabe). Ilseongjeongsieui was an astronomical clock used for checking the nearby clepsydra for clay and night. There is a stone stand designated for treasure No. 851 inChanggyeong Palace(昌 慶宮). It is known as a gwancheondae for soganeui, but it is not a gwancheondae but an ilyeongdae for ilseongjeongsieui. It is the only stand for ilseongieongsieui, and the stone stand located in Hyundae office building in Gye-rdong is the only stand for soganeui remained till now
