In terms of the basic goals of the policy for the handicapped and the suitability of the means to do so, the actual basic goal of the policy for the handicapped is to ensure the minimum basic standard of living for households with the disabled and the disabled as family members. In other words, income should be guaranteed to lead to a minimum standard of living. Two policy measures may be considered to ensure income. The plan is to deliver various cash and spot benefits at the social welfare service level in a social However, this raises the question of how to guarantee the efficiency of the delivery system, along with the sufficiency of that pay level. In this case, there is a possibility that disabled people may be placed in blind spots of the social safety net, along with the fact that the emphasis on independence of disabled people may increase the level of risk burden on individuals with disabilities. Which method is more efficient and effective is more empirical than theoretical. This is because the importance of wages earned through ones own work rather than social benefits may be desirable in terms of the overall composition of income or the securing of the working rights of the disabled individual, but it is difficult to make unilateral judgments considering the ease of reality facing them as a disabled person. In this study, we want to present policy alternatives based on a clear assessment of disabled jobs. The analysis of jobs for the disabled is analyzed in previous preceding studies in terms of employment patterns, such as wage work, self-employed people, unpaid family employees and economically inactive people, and the quality of jobs for the disabled is assessed beyond the analysis of factors affecting the employment status, such as regular workers, irregular workers, commercial workers and daily. We want to evaluate the impact of policy, personal and environmental factors on the job market by classifying decent jobs as job openings. Through theoretical research, which variables are related to personal factors, social factors, and policy factors, we want to analyse how these factors affect the quality of jobs for people with disabilities. For analysis purposes, the handicapped employment panel data were analyzed using eight-year panel data from year 1 (2008) to year 8. The quality of jobs was classified into good job concepts and five jobs were divided into multi-portrait panel analyses. After verifying the effects of independent variables affecting the possibility of working for office workers, it was analyzed that the policy factors did not have any significant impact on job counseling, employment information, and participation in the vocational ability development project, and that the support for job placement had a negative impact. However, the use of vocational training experience appears to have a significant impact, indicating the need to strengthen vocational training services. Personal factors were analyzed due to significant effects of high school graduates, college graduates, certificates, computer skills, English skills, and interpersonal and organizational stresses. In social factors, the departments of physical disability, mental disability, and basic life insurance benefits were affected negatively, and the daily needs of other people and the experience of job discrimination were significant. It was analyzed that the size of assets and job satisfaction among the control variables had a significant effect. According to the analysis, it is necessary to strengthen vocational training services to expand employment for the disabled as an office worker, especially psychological coaching training that can enhance computer, English skills, and interpersonal and organizational skills. The panel polynomial logarithm analysis results for service workers analyzed that the benefits of providing job information and experience of using vocational training had a significant impact on policy factors, but it was found that job search support had a negative impact. In the case of personal factors, it was analyzed that education had a significant influence in the whole process, especially on obtaining certificates, interpersonal and organizational stress, and computer skills. For social factors, all types of disabilities, including physical, sensory and mental disorders, have negative effects, and women are more likely to work in service jobs, the report showed. Experiences in job discrimination, marital status and daily needs of other people have significant effects, the report showed. For the control variables, the asset size was analyzed to have a significant effect. The analysis shows that in order to expand employment as a service worker, among human capital factors, policy support for expansion of the ability to use computers and policy support that can enhance interpersonal relationships and organizational adaptability should be provided together. For the control variables, the asset size, overall life satisfaction, and job satisfaction were analyzed as negative effects. In the case of agriculture, forestry and fisheries, more men with high physical strength and disabled people with experience in job discrimination are employed, rather than individual factors, the report showed. The use of vocational training experience is also analyzed to show positive effects, so customized vocational training methods should be sought considering physical conditions. The results of the polynomial panel logit analysis of functional workers showed that for policy variables, job interview support and job placement support had a negative effect, while other variables did not have a significant impact. In case of personal factors, the existence of certificates, computer skills, personal relationships and organizational adaptability were shown to have significant effects. In social factors, mental disability and basic life insurance benefits were found to have negative effects, and in gender cases, they had negative effects. It was analyzed that the age and size of the asset had a significant effect on the control variables and that the size of the assets had a negative effect on the religious presence. It was found that the existence or absence of a certificate has a significant impact on the operation of a functional unit (hereinafter referred to as a functionary) because it is a job that requires the handling of the machine.
