국내 외국인노동자의 이주 및 적응행태

The Migration and Adaptation Behaviour of Foreign Workers in Korea

1995년 9월 현재 국내 외국인 노동자는 10만을 넘어섰으며, 앞으로 계속 증가할 것으로 보여진다. 이러한 외국인노동자는 지속적으로 국내 고용의 일정부분을 차지할 것으로 보여지며, 향후 이들의 지리적 집중, 집단거주지형성, 내부집단의 형성으로 나타날 수 있다. 이에 본 논문에서는 국내 외국인노동자의 유입원인, 이주경로, 적응형태를 살펴보았다. 이러한 연구결과를 토대로 지리적 집중( geographical concentration), 집단거주지 형성, 그리고 내부 집단 (group)형성에 관한 논의와 관련지어 요약해 보면 다음과 같다. 첫째, 지리적 집중에 관한 논의이다. 유입원인 중 흡입요인에서 살펴볼 수 있듯이 제조업의 인력난이 심각한 일부 업종 -섬유, 의복 및 가죽산업, 목재 및 나무제품가공업, 조립금속 ·기계장비업-의 소규모기업들이 밀집된 지역에 외국인노동자들이 집중할 가능성이 높다. 이는 이들의 국내에서 직업경력에서도 나타난다. 그 구체적 집중지역으로 산업기술연수생의 분포를 살펴보았을 때, 수도권에 연수생의 반수 가량이 집중되어 있으며, 특히 경인축과 그 주변지역에 집중된 것으로 드러났다. 또한 국내에서 이주경로를 살펴보았을 때에도, 상당히 지리적으로 먼 거리임에도 불구하고 친구나 친척의 소개로 구직하여 이주하는 것으로 나타났다. 둘째, 거주지 형서에 관한 논의이다. 아직까지는 뚜렷한 거주지 형성이 나타나고 있지 않다. 그 이유는 가족단위로 이주해온 일부 중국교포를 제외하고는 이들의 거주지가 자신이 다니고 있는 사업장안 기숙사이기 때문이다. 하지만 앞에서 살펴본 지리적 집중의 가능성이 높고, 이들 거주지가 회사에서 임대한 일반주택에 거주하는 경우도 나타나, 공장지대주변의 불량주택지구에서 집단거주지가 형성될 가능성도 있다. 또한 이들의 주된 이주방법이 친구나 친척의 소개를 통한 것이라는 점과 국내에서 이주동기에 있어 친구나 친척과 함께 일하기 위해서 구직, 이주하는 경우가 많음을 감안한다면, 지속적인 지리적 집중은 물론, 거주지 분화까지 일으킬 수 있을 것으로 생각된다. 물론, 지금까지 불법체류자라는 법적 지위에서 변동이 있어야 할 것이다. 셋째, 내부 집단형성에 관한 것이다. 이들의 한국사회로 적응행태를 살펴보았을 때, 체류기간이 오래된 사람일수록 그리고 학력이 높을수록 자신의 활동공간(action space)를 넓혀 가면서, 동일국적 사람들간 유대를 강화하고 있다. 또한 한국인들과의 접촉을 통하는 등 적극적 적응전략을 취하고 있다. 따라서 내부 집단형성 가능성은 상당히 높다. 이는 국내로 이주에 있어서 이들이 젊고 미혼이며 학력이 높은 사람들이 이주하는 선택적 이주(selective migration)가 나타나고 있다는 점과 앞서 살펴본 지리적 집중, 거주지형성 가능성과 함께 커질 것으로 생각된다. In Sep. 1995, the number of foreign workers in Korea goes beyond 100,000 and will keep its pace of increasing. So foreign workers will hold a part of domestic employment continuously and form their geographical concentration, group dwelling places, internal groups. In this context, purpose of this study is to investigate foreign workers' inflow reason, migration route, adaptation behaviour. The results of this study can be summarized as follows. First, it is aoout 'foreign workers' geographical concentration' . In pull factor of inflow process, they may concentrate in place which small firms - industries which have serious manpower problems such as textile· clothing· leather industries - is located. The half of industrial technical trainees cxmcentrate on metropolitan Seoul, surrounding SeoulInchon axis. Alro, their migration route in Korea enable us to realize foreign workers move to a distance through inducement of friends or relatives. Second, 'the formation fo group dwelling place'. Until now, group residence does not come true. The reason is that foreign workers' lodging is company dormitary except some Korean-Chinese who rent a house. But they move through inducement of friend who have the same nationality and migrate for working together. So, they have the possibility of not only geographical cxmcentration, but alro the formation of group dwelling places at poor residences near factory district. Third, 'formation of internal group' . Adaptation behaviour into Korean society shows that foreign workers who have longer length of stay and higher educational background widen their action space and associate with Koreans. For deducing risk in Korea, they form 'Committee' based on the same nationality and geographical accessibility. Also, my considering that characteristics of foreign workers' migration into Korea, it shows selectivity (young, unmarried and high educational background). Thus, they are likely to form internal groups
