초등학교 학교스포츠클럽 정책집행과정에 관한 연구

학위논문(석사)--서울대학교 대학원 :사범대학 체육교육과,2019. 8. 권순용.본 연구의 목적은 초등학교 학교스포츠클럽 담당교사들의 정책인식과 정책집행과정의 경험을 탐색하고, 이를 바탕으로 학교스포츠클럽 집행의 현장과 정책 간의 괴리를 파악하는 것이다. 이러한 연구목적을 달성하기 위하여 다음과 같은 연구문제를 설정하였다. 1)학교스포츠클럽 정책에 대한 교사인식은 어떻게 나타나는가? 2)학교스포츠클럽 정책의 집행과정은 어떠한가? 3)학교스포츠클럽에 대한 교사인식 및 집행과정은 정책목표와 관련하여 어떻게 나타나는가? 이러한 연구문제를 달성하기 위해 2018년 11월부터 2019년 4월까지 담당교사의 심층면담, 문헌고찰을 통해 자료를 수집하였다. 담당교사의 선정은 질적연구 방법 중 임의표본추출방식(convenience sampling)을 통해 대상자를 선정하였다. 이에 본 연구에서는 학교스포츠클럽을 3년 이상 담당하였고, 학교스포츠클럽의 경쟁종목을 지도하였으며, 매해 주2회, 3개월 이상 의 지속적인 지도활동 경력을 가진 교사 11명을 대상으로 연구를 진행하였다. 이를 통해 다음과 같은 연구결과를 도출하였다. 첫째, 교사들은 정책 전반에 대해 체육수업의 보완하며 대리만족의 기회를 제공하지만 부담을 가중하는 것으로 받아들이고 있었다. 또한 정책의 목표에 대해 신체활동을 제공하는 것과 인성교육의 수단, 학교인식 제고의 수단으로 인식하고 있었다. 그리고 학교스포츠클럽 대회에 대해 실질적인 스포츠를 경험하도록 하고 동기를 부여해주는 장치이며, 희열과 좌절을 동시에 제공하는 장인 것으로 이해하고 있었다. 둘째, 학교스포츠클럽의 클럽의 조직과정은 공정하게 선발되고 있었고, 종목은 주로 정해져 있었으며 학교스포츠클럽에 참여하는 학생들은 제한되어 있는 것으로 나타났다. 지도과정에서는 학생들이 가장 즐거워하는 시간이었으나, 지도의 노하우가 전달되지 않아 교사들이 어려움을 겪고 있었고, 그러한 부담 때문에 지도자를 수급하는 것에 어려움이 있는 것으로 나타났다. 클럽의 운영과정에서는 교사들의 자발성이 기대어 운영되고 있었고, 운영방식은 교사의 재량에 맡기어지는 경우가 많았다. 그리고 미비한 수준의 지도비를 제외하면 어떠한 외적 보상도 존재하지 않는 것으로 나타났다. 셋째, 스포츠클럽의 정책은 경쟁성을 약화시키고 지도교사의 자발성을 증진시킬 때 정책 목표가 수월하게 달성되는 것으로 나타났다. 하지만 현재 현장에서 학교스포츠클럽은 대부분 강한 경쟁성을 갖고 있는 것으로 나타났고, 지도교사의 동기가 비교적 부족한 점이 있는 것으로 나타났다.This study is to explore the experiences of the policy awareness and policy implementation process of teachers of sports club in elementary school, and to grasp the disjunction between the field of school sports club implementation and policy. To achieve this study goals, the following questions were set up. 1) How does teachers' awareness on school sports club policy? 2) How are the implementation process of school sports club policy? 3) How does teachers' awareness on school sports club and implementation process related to policy goals? To achieve these questions, data were gathered from November 2018 to April 2019 through in-depth interview of teachers and literature review. Teachers in charge were selected through the convenience sampling among qualitative research methods. In this study, 11 teachers who have been in charge of school sports club for 'more than 3 years', instructed the 'competitive sports' of school sports club and have career of continuous instruction 'twice a week for more than 3 months' every year were subjects for the study. Through this, the study results were derived as followings. First, teachers thought that the policy complements PE class and provides opportunity for vicarious pleasure, it increases the burden. In terms of policy goals, they recognized it as means of provision of physical activities, personal education and increase of awareness They also understood that the school sports club competition is a device that gives and motivates a physical sports experience and that provides both joy and frustration. Second, organizational process of school sports club was fairy selected, the sports item was mainly determined and the number of students participating in school sports club was limited. In terms of instructing process, it was the most enjoyable time for the students, but the teachers had difficulties because the know-hows of instruction wasn't delivered. It was found that supply and demand of instructors was difficult due to the such burden. in terms of operating process of the club, it was operated by spontaneity of teachers and operating method was often left to the teacher's discretion. And there was no external reward except for the low level of instructing fee. Third, the policy of sports club weakens the competitiveness and policy goals were easily achieved when promoting spontaneity of teachers. 학위논문(석사) -- 서울대학교대학원 : 행정대학원 행정학과(행정학전공), 2022.2. 엄석진.본 연구를 통해 경기도 28시 3군에 대해 공간 데이터들을 바탕으로 젠트리피케이션 발생 여부를 확인ㆍ비교하고 데이터를 시각화한다. 도시계획학은 행정학으로부터 파생된 분야이다. 젠트리피케이션과 관련된 도시 문제 해결을 협력적 거버넌스와 연계시켜 봄으로써 향후 도시 정책 문제 해결에 대한 시사점에 대해서 살펴본다. 본 연구에서 사용할 종속변수로는 젠트리피케이션 지수를 반영할 수 있는 지가 변동률을 사용한다. 독립변수로는 인구 변화율, 고령 인구 비율, 자가 소유 비율, 농가 인구 수, 노후 주택 비율, 빈 집 비율, 1인 가구 비율 등을 활용한다. 2010년부터 2019년까지 10년간의 데이터를 바탕으로 분석하였다. 본 연구에서 사용할 연구방법론은 다음과 같다. 먼저 독립변수들 간의 다중공선성의 존재 여부를 확인하기 위해 상관분석을 선행하도록 한다. 독립변수와 종속변수 간의 관계를 확인하기 위해 상관 분석 및 선형 회귀분석 등을 활용한다. 독립변수에 대해서 2010년-2019년까지 경기도 28개 3개군 행정구역 각 단위별로 7개의 독립 변수 및 종속 변수에 대해 계량 분석을 시행하였다. 경기도 외곽에 노후주택 및 빈집 비율이 높게 나타나는 등 젠트리피케이션 발생요인들의 상관관계에 대해서 직관적인 통찰을 얻어볼 수 있었다. 본 연구를 통해 경기도 28시 3군에 대해 다음 7개의 연구가설에 대해서 검증하였다. 총 인구 변화율이 높은 지역일수록 젠트리피케이션이 활발하게 일어난 지역이다. 고령 인구 비율이 감소한 지역일수록 젠트리피케이션이 활발하게 일어난 지역이다. 주택의 자가 소유 비율이 증가한 지역일수록 젠트리피케이션이 활발하게 일어난 지역이다. 농가 인구 수가 감소한 지역일수록 젠트리피케이션이 활발하게 일어난 지역이다. 노후 주택 비율이 높은 지역일수록 젠트리피케이션이 활발하게 일어난 지역이다. 빈 집 비율이 높은 지역일수록 젠트리피케이션이 활발하게 일어난 지역이다. 1인 가구 비율이 높을수록 젠트리피케이션이 활발하게 일어난 지역이다. 분석 결과, 가설 1, 2의 경우 연구 가설과 반대로 총 인구 변화율이 낮은 지역일수록 젠트리피케이션이 활발하게 일어난 지역으로 나타났으며, 고령 인구 비율이 증가한 지역일수록 젠트리피케이션이 활발하게 일어난 지역이라고 나타났다. 나머지 연구 가설의 경우 채택되었다. 본 연구 결과를 바탕으로, 향후 경기도 지역에 일어나게 될 젠트리피케이션에 대해서 정책 당국자들이 선제적으로 대응하고, 향후 경기도 젠트리피케이션 연구에 있어서 시발점이 될 것이다.Abstract An Analysis of Gentrification Factors : Focused on the Gyeonggi-do Area Jung, Dongsoo Public Adminstration The Graduate School Seoul National University Through this study, the occurrence of gentrification is checked and compared and the data is visualized based on spatial data for 3 districts in 28 cities and towns in Gyeonggi-do. Urban planning is a field derived from public administration. By linking urban problem solving related to gentrification with cooperative governance, we will examine implications for solving urban policy problems in the future. As a dependent variable to be used in this study, the rate of increase in land price, which reflects the rate of rent increase that can reflect the gentrification index, is used. As independent variables, we intend to use the population change rate, the elderly population rate, the self-ownership rate, the number of farm households, the old housing rate, the vacant house rate, and the single-person household rate. Based on the data for 10 years from 2010 to 2019, the analysis was basically performed. The research methodology to be used in this study is preceded by correlation analysis to confirm the existence of multicollinearity between independent variables. Correlation analysis and linear regression analysis are used to check the relationship between the independent variable and the dependent variable. For independent variables, a GIS analysis program was used for 7 independent variables and dependent variables to visualize time series changes for each unit of administrative districts in 28 Gyeonggi-do, 28 cities and 3 counties from 2010 to 2019. Intuitive insight could be obtained on the correlation between the factors causing gentrification, such as the high ratio of old and vacant houses in the outskirts of Gyeonggi-do. Through this study, the following 7 research hypotheses were verified for 3 districts in 28 cities of Gyeonggi-do. The higher the total population change rate, the more active gentrification is. Regions where the proportion of the elderly population has decreased are regions where gentrification has occurred more actively. Areas with an increase in the rate of self-ownership of houses are areas where gentrification has occurred more actively. An area where the number of farm households decreased is an area where gentrification occurred more actively. The higher the proportion of aged housing, the more active gentrification is. The higher the vacancy rate, the more active gentrification is. The higher the ratio of single-person households, the more active gentrification is. As a result of the analysis, in the case of hypotheses 1 and 2, contrary to the research hypothesis, regions with a low total population change were found to be regions with active gentrification, and regions with an increased proportion of the elderly population were regions with more active gentrification. The remaining research hypotheses were accepted. A Study on Service Marketing Strategy for Ship Management Company in Korea

In order to sustain and achieve progress in the shipping company, one has to cope up with the rapidly changing world of shipping industry. Shipping Company is striving hard to maintain the competitive and progressive power and to achieve rational operation and minimal operational cost by means of ship management company mainly, in spite of the stiff and strong competitions in the field. Operating activities of the shipping company are categorized as follows : ship possessing, operation and ship management, in which ship management is carrying great interest that will contribute to these potentials which come from crew's qualifications, requirement of states of ship's flag and cut down the cost system, even though that is not so big portion than ship's possessing or it's operation. Generally, the condition of domestic ship management company is still inferior compared to the established one over the world especially in terms of financing and competitiveness, we have to continuously seek for improvements and overcome such obstacles and difficulties as we are trying to create alternative and systematic programs and solutions. The company should examine/inspect their marketing target to keep up with clients satisfaction and dominant competitiveness always. This research study will provide perspective company a positive and creative strategy to be taken. This Research is supplying for basic grounding of active service marketing strategy foundation in the severe competitive market environment and suggesting needed theory and direction for effective marketing strategy of Ship Management in Korea. As a result of the analysis, in the case of hypotheses 1 and 2, contrary to the research hypothesis, regions with a low total population change were found to be regions with active gentrification, and regions with an increased proportion of the elderly population were regions with more active gentrification.
