The purpose of this paper is to examine the main actors and structural characteristics of network governance in the process of dynamic network change for conflict resolution in the construction of the Hantan River Dam. Relational data collected from newspapers are analyzedusing social network analysis after categorizing conflicts caused by the process of the Hantan River Dam construction from 1995 to 2009 into four stages: latency/emergence, escalation, deadlock, and resolution. The empirical results and their policy implications are as follows. First, organizations occupying a position of centrality tend to play an important role of enhancing legitimacy, coordinating power for conflict resolution, and securing exchangeable resources. Second, network structural characteristics representing dyadic and triadic relationships and facilitating the coordination of conflicts should be scrutinized.
