    A Study on the Management Efficiency of Coastal Passenger Terminal

    Coastal passenger routes are gaining in importance due to land and book links, the transport of islands, tourism in island areas, and low-cost major means of moving people and supplies between neighboring countries such as China, Japan and Russia. As the quality of life has improved recently, including the increase of national income, the spread of a work-life balance culture with balanced work and rest, and the introduction of a five-day workweek, interest in leisure-culture life has increased, and the demand for tourism by the people to the island region has been increasing. It also expects the demand for tourism to the island area via the coastal passenger route to increase sharply as demand for tours by the Japanese people using ferries and visits to Korea by the Chinese and Russian nationals. As a result of such changes in the environment at home and abroad, the importance and need for coastal passenger terminal facilities and services are emerging. Under these circumstances, it is necessary for an organization (a company) that manages and operates an coastal passenger terminal to manage the coastal passenger terminal efficiently for the rational budget execution of the passenger terminal owner's agency and for the benefit of the passengers' use. Therefore, this research aims to evaluate and analyze whether coastal passenger terminal management and operation institutions (companies) are efficiently performing profitability-oriented management and public nature-oriented management of passenger terminals, and to present improvement measures to enhance management efficiency. This study is meaningful in that it was the first to conduct a management efficiency assessment of coastal passenger terminals by establishing efficiency criteria by presenting building floor space, input personnel, input indicators of budget spending, operating income, and output indicators of terminal population. To achieve the purpose of the research, the research conducted a literature survey through literature and papers on the operation of coastal passenger terminals and utilized statistical data and fact-finding data on the status of coastal passenger terminals. Through this study, the improvement measures are to be studied through the evaluation of the management efficiency of coastal passenger terminals. Based on the operating personnel and operating income of coastal passenger terminals such as Busan Port, Incheon Port and Yeosu Port, the government aims to draw up improvement measures for efficient management of passenger terminals by comparing and analyzing the management efficiency of passenger terminals by area and personality (international/coastal) Port. Chapter 1 describes the necessity and purpose of this study, the method of study and the organization of it as an introduction. Chapter 2 examined the significance of coastal passenger terminals based on literature surveys and other prior studies as a theoretical background, and considered the operation methods of coastal passenger terminal management and prior research. Chapter 3 looked at the general status of the coastal passenger terminal, such as the main route, number of passengers, and arranged the details of each of the 21 coastal passenger terminals. Chapter 4 analyzes the efficiency of management of coastal passenger terminals by surveying data on floor area, input personnel, and budget expenditure of coastal passenger terminals as input indicators, and data on operation income and terminal usage as output indicators. And based on the evaluation of the management efficiency of the coastal passenger terminal, problems by terminal were analyzed and measures to improve management efficiency were proposed.
