μ ν¨μλ₯Ό μ μνμλ€. As Korea is transformed into a diversesociety, the meaning of policy discourse in the policy process is becoming more and more evident. This study was conducted to obtain meaningful information through analysis of policy discourse. The purpose of this study is to analyze the regulatory policies created by the Korean government in the past. The analysis index utilized the factors suggested by Lee Jae Moo(2014), which effectively improved the policy narrative model used to grasp policy discourse patterns in Korea. As a result of the analysis, it was revealed that the intention of the coalition supporting the policy was mainly reflected in the policy regardless of the type and the nature of the regulatory policy, and public opinion also supported the policy belief and the discourse strategy of the supporting coalition.In addition, in the discourses identified in the process of regulatory policy formation, it is also confirmed that the coalition supporting the policy mainly adopts the identity strategy of the loser who defines themselves as the social victim, and the group that opposes it adopts the winner's identity strategy. In addition, both the policy - driven and the opposing groups in the process of discourse prefer a strategy that emphasizes social costs in terms of costs and benefits, but it was judged to be more effective when social benefits are emphasized. Based on the results of this analysis, the public interest should be considered a top priority in the process of forming regulatory policy in the future, and policy implications for enhancing fact - based strategies in policy discourse are suggested

The Policy Advocacy Coalition Model and the Multiple Streams Framework Model with high explanatory power were combined and the factors of the Policy Advocacy Coalition Model were arranged in the sequential process of the macroscopic the Multiple Streams Framework Model for a detailed analysis of the policy changes. The phases of Korean policy changes could be explained with high validity by verifying the arrangements in each step of policy change. The results of the analysis are as follows. The three streams were independent of one another and external factors other than presidential elections did not have any direct impact. Even though the president was in full charge of the policy window, the policy entrepreneur and their approach was doctrinal and cautious, and public opinion and social discourse were not taken into consideration. Among opposing advocacy coalitions, the president actively participated in the coalition supporting reform policies. Due to the limited role of the policy broker and policy oriented learning, the opinions of coalition supporting reform policies were unilaterally accepted in the policy decision-making process. Since the adverse coalition severely opposed to the policy created by the policy change process and consistently maintained disobliging behavior, policy outcomes were unknown but the president acquired the power to promote administration through opposition

This study develops and employs policy change models to assess the possibility of the policy change in the field of early childhood educational welfare management based on the integration of kindergarten and nursery school. A systematic policy change prediction model was built and used in this study, based on the Advocacy Coalition Framework (ACF) and Multiple Streams Structure Framework (MSF). As a result of the analysis, two advocacy coalitions with confrontational policy beliefs and an absence of policy brokers and policy-aim learning were identified and examined. The analysis also suggests that the positive actions of a policy entrepreneur are required and proposed factors needed to shape and determine the policy integration of the early childhood educational welfare management system in the future

λ΄λ‘ λͺ¨νμ μμ νμλ€.This study was carried out to explore whether a Narrative Policy Framework can be applied to explain changes in policies in Korea. The Narrative Policy Framework explains the formation of or changes to policies, with policy discourse frequently emerging as its core as Korean society is diversified. The study took the child care benefit policy, which is interspersed with overall free child care, as the subject of the analysis, and performed an analysis, with the elements of the framework as the criteria. As a result, the explanatory power of the Narrative Policy Framework towards policy changes was reconsidered, and the parts that need to be modified were contemplated. The results of the analysis confirmed that the process of change to the child care benefit policy basically conforms to most of the diverse criteria, such as the external conditions of the Narrative Policy Framework, and the advocacy coalitions in the policy sub-system and their diverse policy discourses and policy beliefs. However, some points were found that are different from the rules of the Narrative Policy Framework, such as the use of the strategies going against the premises for the use of the political narrative strategies, disparate behaviors of advocacy that preoccupy issues, and key members of existing coalitions who transfer to coalitions on the other side. Therefore, the Narrative Policy Framework was modified, judging that the main causes of those phenomena represent a political triggering mechanism that exerts great influence on the policy change process and the policy entrepreneurs who lead the changes on the basis of this
