    Background and Prospect of the MERCOSUR

    On March 26, 1991, in Asuncion, the four South American countries - Arjentina, Brazil, Paraguay and Uruguay-signed an agreement for the establishment of a common market of the southern cone(MERCOSUR). This common market was to involve 1) the free movement of goods, services and factors of production among the member countries through the elimination of customs duties and non-tariff restrictions, 2) establishment of a common external tariff and adoption of a common trade policy in relation to the Third States or groups of States, and 3) coordination of macroeconomic and sectoral policies between the States Parties in such areas as foreign trade, agriculture, dustry, fiscal and monetary matters. In their effort to accomplish in only four years what the European countries have achieved in forty years, these countries came across many unexpected problems. Conflicts over the issues of common external tariff, sensitive products, and economic policy measures among the member countries reached so high a level that some experts predicted that the MERCOSUR would be one of the unsuccessful attempts for economic integration made in the region. However, on August 5, 1994, at the summit conference held in Buenos Aires, the four member countries overcame a long-standing dispute and agreed upon a compromise formula allowing the creation of a customs union on January 1, 1995. At present, the impact of the MERCOSUR in the arena of international trade is not considered to be so far-fetching. However, if these countries keep marching toward more liberalization, democratization and privatization, the MERCOSUR may evolve as one of the influential palyers in the international trade and investment. The background of the MERCOSUR creation, conflicts and compromises among the member countries, their trade and investment climates, their economic relations with Korea, the impact of the MERCOSUR creation, and the prerequisites for its successful operation have been reviewed and analyzed

    The Effect of Open Innovation and Organizational Learning on Technological Competitive Advantage in Venture Business

    Although a wide range of theoretical researches have emphasized on the importance of knowledge management in cooperative R&D network, the empirical researches to synthetically examine the role of organizational learning and open innovation which influence on the performance of technological innovation are not enough to meet academic and practical demands. This study is to investigate the effect of open innovation and organizational learning in venture business on technological competitive advantage and establish the mediating role of organizational learning. For the purpose, the questionnaires, made based on the reviewing previous researches, were collected from 274 Korean venture businesses whose managerial focus is on developing technological innovation. As a result of analysis, the relational dimensions of open innovation โ€“ network, intensity and trust shared by a firm with external R&D partners โ€“ as well as the internal organizational learning system and competence have positive influence on building technological competitive advantage whose sub-variables are technological excellence, market growth potential and business feasibility. In addition, it is identified that organizational learning has the mediating and moderating effect in the relationship between open innovation and technological competitive advantage. These results imply that open innovation complements and expend the range of limited resources and the scope of innovation in technology-intensive small and medium-sized enterprises. Besides, organizational learning activity reinforces the use of knowledge and resources, obtained from external R&D partners.     The effect of social capital on firm performance within industrial clusters: Mediating role of organizational learning of clustering SMEs

    Although the success of industrial clusters largely depends on whether clustering firms can achieve economic performance, there has been less attention on investigating factors and conditions contributing to the performance enhancement for clustering small and medium-sized enterprises (SMEs). Along this vein, we adopt the theories of social capital and organizational learning as those success factors for clustering SMEs. This study thus aims at examining what effect social capital accrued in the relationships among actors within clusters has on firm performance of clustering SMEs and what role organizational learning plays in the linkage between social capital and firm performance. For the empirical analysis, we operationalized the variables and their measures to developed questionnaires through the theoretical reviews on literature. As the sample of 227 clustering SMEs, our collected data was analyzed by hierarchical regression analysis. The results confirmed that a high level of social capital, represented by network, trust, and norm, has positive effect on firm performance of clustering SMEs. We also found that clustering firms presenting high organizational learning, represented by absorptive and transformative capability, achieve better performance than those placing less value on organizational learning. Furthermore the significant relationship between social capital and firm performance is mediated partially through organizational learning. These findings imply not only that the territorial agglomeration of industrial cluster does not guarantee the performance creation of clustering SMEs but that they need to develop social capital among various actors within clusters, facilitating their knowledge diffusion. In order to absorb and transfer the shared knowledge and information into strategic resources, the firms should improve their capability associated with organizational learning. These expand our understanding on the importance of social capital and organizational learning for the performance enhancement of clustering firms. Differentiating from major studies addressing benefits and advantages of industrial cluster, this study based on the perspective of businesses contributes to the literature advancement.
