According to the theory of a logistic curve, this implies that the change from the urban development to the urban generation is needed. In these circumstances, a planning paradigm is also changing. It changes from 'centering on planning' in the past to 'centering on the management' and from 'extrovert expansion' to 'invert infill', and from 'horizontal homogeneity' to 'vertical complexity'.
Thus, our urban planning also needs a study in the new direction to correspond to this paradigm. However, before establishing a new system, we need to find a system that can play this role among the existing systems. Thus, I became interested in 'district unit planning'. 'District unit planning' is a 'urban management planning'. It is a three-dimensional planning, born between the urban planning laws and the construction laws. Thus, it is possible for this system to develop to the system corresponding to a new urban paradigm. Also, 'district unit planning' is a 10-year plan.
Thus, it is about time to improve the system through the empirical analysis of the plans, because 10 years have passed since the introduction of 'district unit planning'. Based on this thought, I analyzed the precedented studies related to 'district unit planning'. 'District unit planning' was made to overcome the limits in the existing detail planning and urban planning systems. However, the problems in the previous planning continued taking place. Thus, a variety of studies on the improvement have been conducted. However, the empirical studies about by what planning methods such improvement plans were in fact established and how such improvement plans could be realized haven't been carried out until now. Thus, this study was conducted in this context.
Among a variety of 'district unit planning', 'Yak-su district unit planning' was the plan carried out by the Environmental Planning Institute at Seoul national University. The planning was established through perceiving the problems in the previous plans and for improving such problems. Thus, I thought that the study would be a great help to the practical improvement of 'district unit planning' through the study on the new planning methods regarding 'Yak-su district unit plan' and the investigation about whether the findings resulted from those planning methods have been in fact implemented for the analysis of the problems in the process. A time series analysis was performed for the recent reorganization plans targeting the existing 'Yak-su district unit plan' and the process of the plan was analyzed through the interviews with the planners, the experts, the civil servants and the residents who were in fact engaged in the plan, a site-survey and the reviews of the related literature.
First of all, the plan for 'Yak-su district unit plan' established in 2002, was analyzed and the implications in the aspect of planning methods were derived.
First, planners must play a role as a coordinator. They have to tune the needs and the suggestions from the residents, Seoul, Jung-gu Office and the experts. Second, the cooperation from various professional fields are needed. A city is the place where many interest are conflicting with each other. So, the cooperation from the experts in many different fields are needed to establish the plans appropriate for the regional attributes. The third is encouraging the active participation of the residents and their cooperation. It was difficult to feel the change in the district through the implementation of 'district unit planning', because the vision for the plan was not shared due to the apathy of the residents, resulting in the passive planning, minimizing the enmity of the residents. However, the participation of the residents, the parties interested, would enable the active planning for the district. Also, the collectivized district and 'bloc unit development' would enable the residents' negotiation, resulting in a variety of planning. And this was expected to contribute to the improvement of the amenities in the community through systematically securing the public facilities based on the program for expanding the public facilities.
However, those plans have no meaning if they are not implemented. Thus, it is needed to check whether the established plans through the process of implementation are in fact realized. Through the study, the implications in the implementation process have been derived.
First, in the stage of designating the district, the district designation by the establishment of clear targets of the plans is needed. The establishment of the target of planning in accordance with the surrounding environment where the district designation was completed might cause the administrative loss in the process of the negotiation with the residents and the unnecessary time loss in the process of the expansion or the reduction of the district later on. Second, the need of public leadership in the stage of implementation was suggested. In the stage of the establishment of plans, the establishment of plans was progressed through the role of the planners as a coordinator. But in the stage of implementation, the plans with the complexity of interests will not be realized due to the absence of a leadership. Lastly, the intention of the existing plans in the reorganization plan of 'district unit planning' needs to be fully understood. Otherwise, the 10-year plans will be modified in the process of 5-year based reorganization process without reflecting those 10-year plans, and as a result the target of the planning may not be achieved. The planning methods derived through this study and the implications in the implementation process will be a great help to the establishment of the more developed plans in new 'district unit planning' and the reorganization process of the existing 'district unit planning'.Maste
