Diffusion of Social Network Service and Its Challenge to Representative Democracy

각종 민주주의 지수 평가에서 한국은 완전한 민주주의 국가로 분류되고 있으나, 정부와 정치제도에 대한 국민의 신뢰는 지속적으로 하락하고 있다. 본 논문은 이에 대한 해답을 대의민주주의와 소셜 네트워크 정치참여 간의 충돌에서 찾고자 한다. 개인의 민주주의 의식을 민주주의에 대한 만족도 그리고 대표와 참여 간의 선호를 기준으로 4가지 유형으로 구분하였을 때 젊은 층과 진보성향 그리고 SNS 이용집단을 중심으로 불만족하고 참여를 선호하는 경향이 강하게 나타났다. 결국 현재 우리사회의 세대 및 이념갈등은 단순히 선호하는 정치세력의 차이보다는 민주주의 모델에 대한 근본적인 인식의 차이에서 기인하는 바가 크다. 기술발달과 사회변화의 상호관계에 대해 어느 요인이 변화를 추동하는 가에 따라 기술결정론과 사회결정론으로 구분되나, 두 시각 모두 기술과 사회변화는 밀접히 상호 연동된다는 사실에는 동의하고 있다. SNS 이용자일수록 개인의 자유와 탈물질적 가치를 중시하며, 정치참여에 적극적이고 특히 비제도적 참여경험이 많은 것으로 나타났다. SNS 기술은 향후 더욱 확산될 것이며, 이는 개인의 정치의식과 행태의 변화를 가져올 것이다. 결국 민주주의 모델 역시 이러한 기술과 사회변화의 양상에 따라 새롭게 설계될 필요가 있다. Though many democracy indices categorize South Korea as a consolidated democracy, public trust for the government and political institution is continuously going down. This paper argues that discrepancy of democracy indices and public trust results from a clash between representative democracy and SNS politics. Statistical analysis shows that younger generation, liberals and SNS users are more likely to dissatisfy with the current democracy and prefer to direct participation. The probability is that generational and ideological conflicts in our society are not caused by only different preferences of political parties but also by fundamentally different understanding of democracy. Both technology determinism and social determinism agree that development of technology and social change have close interrelationship, regardless that which one goes first. The survey data shows that if individuals use SNS more actively, they have greater desire for personal freedom, post-materialism, and political participation. SNS will be more proliferated from now on, which will cause changes in political consciousness and behavior. Participation-Oriented Citizens and Governance in Information Society : A Focus on the Mixed Governance Model

이 논문은 2011년 정보통신정책연구원(KISDI)의 디지털 컨버전스 기반 미래 연구(Ⅲ) 보고서를 바탕으로 작성되었다.본 연구는 정보사회에 참여지향적 시민이 등장한 바 중앙정부, 지방정부, 커뮤니티 수준에서 그리고 이슈에 따라 어떤 거버넌스가 바람직한지에 관한 실증 연구이다. 연구는 정보사회에서 각 층위에 따라 참여지향적인 시민성향을 반영하여 다층적이고 유동적인 혼합형 거버넌스(mixed governance) 모델을 제시하고자 한다. 연구는 정보사회에서 새롭게 등장한 거버넌스의 유형을 탐구하고 실체로서의 거버넌스가 어떻게 운영, 작동되고 있는지를 파악하여 바람직한 민주주의적 가치와 내용을 담고 있는지를 검토한다. 정보사회 혼합형 거버넌스를 살펴보기 위해, 시민행태와 의식설문조사의 계량적인 연구방법론을 적용하였다. 연구의 함의로는 첫째, 현 단계 한국의 거버넌스는 다양하게 구축할 필요가 있다. 둘째, SNS와 스마트폰 사용자집단의 중앙정부 정책결정에 관한 큰 관심은 향후 혼합형 거버넌스에서 SNS의 정책적 할용 필요성이 더욱 커질 것임을 확인해 준다. 셋째, 이념변인에 대한 것으로 지방정부 정책결정에서는 이념에 따른 대의 선호집단과 직접정치 선호집단 간의 차이가 발견되지 않았다. 넷째, 중앙정부와 지방정부의 참여선호집단이 여성이 많은 것으로 나타났다. 이러한 논의를 바탕으로 본 연구는 정부는 국민을 단일한 상으로 바라보기 보다는 다층적인 이해관계를 가진 시민으로 보고 각 층위와 이슈에 따라서 각기 다른 정책결정참여의 채널, 즉 혼합형 거버넌스 모델을 만들어야 함을 제언하였다.This is an empirical study on what type of governance is desirable at the levels of central government, local government, and community and for what issues it is desirable, since the emergence of participation-oriented citizens amid the crisis of representative democracy in information society. This study is aimed at presenting a multi-layered, flexible mixed governance model, which reflects the tendency of participation-oriented citizens at each layer of information society. The purpose of this study is to establish desirable democratic implications by exploring a new type of governance that appeared in information society and how this governance has been operated. The study was carried out by applying both a quantitative research methodology reflecting the behaviors of citizens and survey on civic consciousness. The study has revealed the following. The government should create, for its citizens, policy participation channels that change depending on each issue by considering citizens as diverse individuals with multi-layered interests, rather than establishing a governance that views citizens as a single entity.
