ν μ μλ λ°©μμ λͺ¨μν μ μμ μμκ° μλ€κ³ λ³Έλ€. This study aims to conceptualize emotionally-intelligent government as a public management paradigm, and to introduce exemplary methods for realizing it. For the first aim, it employs aesthetic analogies such as aesthetic attitude, genius and originality, and empathic hermeneutics as well as emotional intelligence, data mining and systematic thinking for the second. By applying aesthetic analogies, it finds that emotionally-intelligent government is sensitive, artistic and patronal, and that sensible government can be conceptualized without logical contradiction. It also gives examples of measurement methods like data mining and systematic thinking, which are widely used in the private sector for emotional management, to evaluate housing policy and thus helps achieve the theoretical concept of emotionally-intelligent government. Although it inevitably carries theoretical limitations due to the lack of previous literature, it is still meaningful in terms of trying to create a new public management paradigm based on emotional intelligence and in scrutinizing ways of introducing emotional management into the public realm
