Collection Development and Cooperative Utilization of Information Resources

funder : 국무조정실agency : 국무조정실본 연구사업은 국내외 과학기술 정보자료를 수집 조직 가공하여 국가 부존 자원으로 관리하고 신속하고 적시적인 정보 소재안내를 위하여 목록과 목차정보 데이터베이스를 개발하며 국내외의 전문정보센터와 협력체제를 구축하여 정보자원의 공동활용 기반을 마련하고 정보유통의 우산역할을 위하여 각종 정보관리 연구 및 자문 업무를 수행할 필요성에 기반하여 추진되었다 본 사업은 크게 정보자원 확충 및 부존자원화 정보자료 공동활용체제 구축 정보소재안내 목록 목차 개발 및 정보관리 연구 및 자문의 4개 소과제로 나누어 수행되었다. 주요한 사업성과는 학술지 9,000종 학술회의자료 기술연구보고서 등 고품질 정보자료의 망라적 확충 BIOSIS Previews 등의 국가라이센스 획득과 컨소시엄 구성 304기관이 참여하는 학술잡지 국가목록 의 간행 국제수준의 서지 목록 목차 데이터베이스 유지 국내외 전문정보센터와 정보자원공유협약 체결 등 협력 및 파트너쉽 강화 자료 관리의 내실화 국가연구정보협의회 정보관리연구회 의 결성 다양한 연구 자문 활동 및 정보관리계의 리더쉽 수행 등을 포함한다. 사업의 효과는 고품질 과학기술정보자원의 체계적 수집과 가공으로 국가부존자원화하여 학문 및 산업발전의 생산력 향상 및 국제경쟁력 제고 국가차원의 정보자료 분담 수집과 공동활용 체제 구축을 선도하여 우산 역할 정보자원의 범위와 품질 향상 정보 접근성과 가용성의 제고로 국내의 정보환경의 획기적 개선 BIOSIS Previews 와 E-brary 등의 국가 라이센스와 컨소시엄 주도로 국가적 비용절감 및 고급정보에 대한 접근성 증대 정보기술과 정보관리 이론과 실무의 지식 확산에 기여 등을 들 수 있다III. Content and scope of the study (1) To secure, expand, preserve and utilize information resources By building a hybrid collection that balances print media which have permanent and cost- effective usability with electronic media which have shown a rapid growth in production and demand.; By collecting grey literature including conference proceedings, research reports, and technical reports, etc. ; By obtaining a national licence for BIOSIS Previews, the largest database in the life science and bio- medical science, and hosting a Consortium to provide access to high- quality information for users in Korea with very low fees; By upgrading the quality and quantity of information resources; By improving efficiency and efficacy of technical processing and maintenance as well as accessability and usability of information resources by thorough inspection and re- shelving of materials; By collecting 9,000 titles of serials (including 5,500 e- journals), 3,000 volumes of conference proceedings from IEEE, ASME, ASCE, and 12,000 volumes of technical reports such as NTIS SRIM, etc. By combining shelves of bound- materials with unbound materials, and re- locating patents and other special materials in accordance with demands from users; By filling missing issues and replacing damaged materials to achieve completeness and comprehensiveness of collection; By conducting joint research on long- term strategy of collecting balanced information resources, collection strategy of grey literature, and the structure and facilities of a national digital information center; (2) To build the system of cooperative utilization of information resources By cooperating with major domestic libraries and information centers in sharing information resources; By reinforcing a partnership with international information centers to share information resources By developing an information resources management system equipped with the web- hosting function and the Web Site of Information Resources Center (1st year of the two- year plan) By supplying 270,000 documents for Document Delivery Service (3) To develop databases to support users to access to information resources By publishing based on bibliographic and holdings information collected from over 50 research institutions; By maintaining and updating bibliographic, TOC, and abstract databases; (4) To conduct research and consultation on information management By publishing , a quarterly scholarly journal in library and information science; By publishing in Korean published by Japanese Ministry of Education and Science; By organizing ""Korea Research Society for Information Management""; By organizing workshops and seminars on information management

Overseas Information Resources Development

funder : 과학기술부agency : 과학기술부agency : Ministry of Science & Technology본 연구사업은 과학기술정보자원의 효율적인 유통체제 구축과 호혜적인 공유협력기반 형성을 목표로 하고 있다. 이를 위해 본 연구사업은 해외핵심 과학기술정보 개발 및 부존자원화, 국제표준의 고품질 정보콘텐트 개발, 글로벌 지식정보 유통기반 조성 측면에서 수행되었다. 2004년 한 해동안 수행된 주요 연구 성과는 다음과 같다. 해외 핵심과학기술정보개발 및 부존자원화 : KISTI 가 2003년 수립한 정보자원개발 5대원칙을 적용하여 핵심자원개발의 범위 및 방법을 정예화 하였다. 해외정보자원 중 해외핵심학술지 13,171종, 학술회의자료2,123 건, 기술보고서 15,887 건을수집하였다. Web of Science 등메타DB의 국가 액세스컨소시엄 운영을 통하여 National License Officer 의 역할을 수행함으로써 자원개발의 가용성과 경제성을 제고하고자 하였다. 국제표준의 고품질 정보콘텐트 개발 : KISTI 콘텐트 품질향상을 위하여 Working Group 을 운영하고 그 결과 산출된 Action Plan 에 의거하여 메타정보고품질화를 추진하였다. 국내보유 핵심정보 자원을활용하여 국가과학기술전문정보DB459,449 건, 국내외 산업재산권DB 1,579,497 건을구축 하였다. 글로벌 지식정보 유통기반 조성 : 국내 최초로 OCLC Governing Member 에 가입하고, 국제협력디지털 참고정보서비스 Question 포인트 한글시스템을 구현하여 고품질의 과학기술참고서비스를 실시하였다. 국내 대학도서관 및 연구소 165개 기관이 참여하는 국가연구정보협의회의 협력사업으로, 회원기관에 KISTI Express 및 e-DDS 플랫폼을 보급하여 저렴한 원문제공체제를구축하였다. 또한 정보관리시스템(KIRIS) 를 개발하여 Z39.50 프로토콜 및 웹서비스 기능 뿐만 아니라 XML 레코드의 반입/반출 기능을 구현하였다. 본 연구사업의 성과측면에서, KISTI 정보자원은 정보형태, 주제 및 이용 면에서 최근 국내외 과학기술정보 생산 및 유통, 이용자 정보환경변화, 국가발전의 전략적 방향 등을 반영하여 국가연구 개발 경쟁력 향상에 기여할 것이다. 또한 해외 과학기술정보의 데이터베이스 통합제작 및 유통을 통해 국내 산학연 연구자의 효율적인 정보접근권을 보장하고 정보활용을 촉진하였다. 학술지 종합목록을 통해 국내 보유중인 정보자원의 소재파악이 용이해져 정보자료 중복구입을 예방하고 정보자원의 적시적 공동 활용에 기여하며, 국내 최저가 원문제공체제를 개선하여 선진국 수준의 정보공유 환경을 조성하는데 기여하였다.The effective integration and dissemination of science and technology knowledge information resources is able to accelerate creation of information and bring high value- added information by improving on science and technology R&D competitiveness. Overseas Information Resources Development is necessary to support national science and technology innovation and distribute foreign cutting-edge science and technology information to domestic users
