암 세포에서 BC200 RNA의 기능 분석에 관한 연구

학위논문(박사) - 한국과학기술원 : 화학과, 2017.2,[v, 86 p. :]Noncoding DNA consists of 98% of whole human genome and more than 60% of them are consistently transcribed. Noncoding RNAs from that sequences delicately regulate gene expressions in cells. BC200 RNA is a noncoding RNA expressed in neuron cells where it controls local translational initiations. The BC200 RNA is not expressed in normal cells except for neurons, but it is abnormally expressed at several cancer cells. In this study, we analysed the functions of the BC200 RNA in cancer cells. The BC200 RNA promotes cellular motility by stabilizing S100A11 transcripts, which is highly related to cellular motility. We found that when BC200 knockdown were performed, HeLa cell motility was reduced and 29 gene-expressions were altered including the S100A11. We also observed that BC200 RNA was localized at p-bodies. The BC200 RNA seems to regulate specific genes in these granules. Together, our results show that BC200 RNA contributes to cancer developments by specifically regulating cancer-related genes in particular area.한국과학기술원 :화학과

lmprovements on the central supervision to local government in local autonomy act

중앙정부와 지방정부간의 관계는 신지방분권화의 기조에 따라 상호 대등한 정부관계로 나아가고 있다. 그러나 우리나라의 지방자치법은 엄격한 상하관계를 바탕으로 중앙정부가 지방정부에 대하여 권력적 감독을 유지하고 있다. 따라서 본 연구에서는 국가성과 지방성이라는 변수를 중심으로 양자가 적절하게 조화된 협력모형을 제시하는 동시에, 이 모형에 따라 현행 지방자치법상의 국가감독제도에 대한 개선방향과 구체적인 제도개선안을 제시하였다. 즉 국가감독제도의 기본 방향은 사전예방적 감독에서 사후통제적 감독으로, 권력적 감독에서 비권력적 감독으로, 합목적성 감독에서 합법성 감독으로, 행정적 감독에서 입법적·사법적 감독으로 전환되어야 한다. 그리고 구체적으로는 헌법에서 지방자치의 이념이 구현되도록 명시적 규정을 두어야 하며, 지방자치단체장의 명령이나 처분에 대한 중앙정부의 취소·정지제도, 직무이행명령 및 행정대집행제도, 자치사무에 대한 감사제도, 지방의회 의결의 재의요구제도 등에 대하여 개선방안을 제시하였다. 이와 더불어 중앙과 지방간의 합리적 기능 재배분, 인사 및 조직상의 자율성 제고, 재정적 자율성의 확보, 주민감독제도의 확충 등의 선결조건들이 해결되어야 지방자치의 발전은 물론 국가경쟁력이 증진될 것이다. According to the idea of New-decentralization, the relations between central and local governments are changing to intergovernmental relations(IGR). But in Korea, the central government adheres to authoritative supervision to local governments. In this study I make a partnership model combined stateness with locality. I propose the direction of Improvements and detailed alternatives on central supervision. The central supervisionss must be changed from preventive to after control, from authoritative to non-authoritative, from reasonable to legal, and from administrative to legislative - judicial. The detailde alternatives are on the correction of unlawful or unreasonable order or disposition, the order of head of local government to fulfill duties, the inspection of autonomous affairs of local government, and the reconsideration of resolution of local council and institution of lawsuit. Local autonomy and national competency will not be promoted unless previous decisions be accomplished, for example functional re-allocation between central and local government, promotion of autonomy in personale and organization, assurance of financial autonomy, and expansion of civil supervision

A pharmaceutical composition for inhibiting metastasis comprising siRNA of BC200 RNA

본 발명은 BC200 RNA의 활성을 억제할 수 있는 siRNA, 상기 siRNA로 세포내에서 변환될 수 있는 shRNA를 발현시키는 벡터 및 상기 siRNA 또는 벡터를 포함하는 종양전이 억제용 약학조성물에 관한 것이다. 본 발명의 BC200 RNA에 대한 siRNA는 BC200 RNA의 활성을 억제하여, 암세포의 이동 및 이에 따른 암세포의 전이를 억제할 수 있으므로, 보다 효과적인 암의 치료에 널리 활용될 수 있을 것이다
