The findings of this research are as follows. First, evaluation institutions showed very different cross-distribution in accordance with evaluation scopes and indicators in relation to regional and national level. Second, a large-scale universitys ranking difference is less than the difference between a medium-size university and a small universitys ranking difference, which varies greatly. Third, fluctuation among the top 100 universities ranking is small but fluctuation is huge outside of the top 100. Fourth, the difference between comprehensive ranking and detailed evaluation indicators for each rank appeared high. There is a problem in terms of validity and accuracy in reviewing higher education systems with limited indicators and random weighting. Fifth, the measurement results via the DEA and AP models were different than the results of the world university ranking institutions. Correlations between relative efficiency evaluation and the evaluation system of the world university ranking are low. The applicability of the DEA model meaning of the ratio between input variables and output variables is high if certain conditions are met. The world university evaluation institutions should try to have a substantial improvement in order to minimize the problems of the world university ranking. Universities and governments should use the results of the world university ranking as a guide for the development of higher education system and should have strategic responses for the world university institutions to assess world universities and higher education systems more accurately and appropriately

Recognition of the importance of collaboration between industry and academia has increased since the middle of the 1990s. Actual collaboration started in 2004 with the establishment of Research and Development Business Foundations. It is particularly important to share research and collaboration best practices to improve efficiency and promote the development in Korea where the history of collaboration between industry and academia is short. That is the way to create a virtuous cycle of industry/academia collaboration. This study analyses the relative efficiency of the Research and Development Business Foundation of 46 universities that have enrollment of more than 15,000 students by using the CCR, BCC, and SBM models of Data Envelopment Analysis (DEA). The DEA/AP model was conducted to analyze super-efficiency ranking. The results show that non-radial slack exists in most analytic objects as the efficiency scores of SBM are lower than those of the CCR and BCC models. According to the results of super-efficiency ranking, the most efficient DMU is the Research and Development Business Foundation in local public universities. These results suggest an important meaning for enhancing the efficiency and competition of Research and Development Business Foundations
