    A Study on the Improvement of Maritime Traffic Information System

    The development of IT technology had a significant impact on the maritime traffic information system in the whole world. European maritime advanced countries actively utilize low-orbit satellites to monitor images in a wide range of waters in real time and with the development of high-speed maritime communication networks, information exchange between land and sea is also being actively carried out. In addition, the development of the cloud computing is promoting the introduction of the cloud computing in the existing On-Premise maritime traffic information Management and Sharing environment. The international trend is that the grafting of IT technology and maritime traffic information is expanding day by day across Collection, Management and Sharing, and the domestic maritime traffic information environment needs to be presented to supplement the existing problems. In the future, the Collection, Management, and Sharing of domestic maritime traffic information should be able to collect maritime traffic information from more expanded waters using various Collection equipment, processing, convergence, flexible storage space and "Sharing" should focus on improving information user access and user interface(UI). Therefore, in this study, first of all, by analyzing the current status and technology trends of existing domestic and foreign maritime transportation systems, an overview of the currently operating maritime transportation system and related maritime traffic information were identified. In addition, an improvement plan was derived by analyzing the Management system by classifying the associated maritime traffic information into image information and signal information, and as a plan, additional construction and connection of Collection equipment and Multi-Cloud construction were suggested. Chapter 2 defined the maritime traffic information and maritime traffic system used in this study, and the current status and technology trends of the maritime traffic system were classified into foreign countries and domestic countries. First, overseas maritime transportation systems investigated systems operated by institutions such as the European Maritime Safety Agency(EMSA) and the Japan Coast Guard(JCG) and the International Association for Learning Alternatives(IALA), and related technology trends and E-Navigationใ†IVEFใ†S-200ใ†VDES. In the case of Korea, the system operated by the Korea Coast Guard, the Ministry of Oceans and Fisheries, and the Navy was investigated according to the operating entity of the maritime transportation system, and Cloud-VTS, SMART-Navigation, and MDA were investigated as representative technology trends in Korea. Chapter 3 analyzes the current status of the maritime traffic information Management system by classifying it into image information Management system(RADARยทCCTVยทEOTSยทcamera), communication information Management system(VHFใ†SSBใ†TRSใ†PS-LTE), and electronic information Management system(Weather observerใ†AISใ†VHF/DFใ†V-PASSใ†EPIRBใ†LRITใ†SASSใ†NAVTEXใ†VHF-DSC). In Chapter 4, based on the analysis of the current status of Chapter 3, measures to improve the maritime traffic information Management system were proposed step by step (Collection, Management, and Sharing) and by information (iamge information and signal information), and the effectiveness of the proposed system was verified. In the step-by-step improvement plan, it was found that early detection of unidentified ships such as smuggled ships was difficult due to the lack of construction and linkage of various Collection equipment in the Collection stage. As an improvement measure, sensor equipment was mounted and linked to unmanned aerial vehicles, low-orbit (LEO), and ships, and through this, it was expected to expand the scope and type of image information Collection. In the case of the Management and Sharing stage, a Multi-Cloud construction considering the disclosure, non-disclosure, and expertise of information was proposed as an improvement plan to improve internal and external maritime traffic information due to an independent environment composed of an internal network.
