How Is Power Institutionalized while institution Transforms into the Personal Power: A Study of Putins Politico-Administrative System

소련 체제의 붕괴 이후 러시아는 서방의 우려와는 달리 큰 분쟁이나 굴곡 없이 체제 전환을 이행해 왔다. 잘 알려져 있듯이 이러한 비교적 안정적인 체제 이행의 과정은 대통령 권한의 강화를 수반하였다 (Tom Mayer 2002). 대통령으로의 지나친 권력집중에 대한 일련의 비판은 이를 반증한다.(Shevtsova 2000:32-39). 그러나 이런 과정은 하루아침에 이루어진 것이 아니다. 정치과정의 동학 측면에서 볼 때 러시아 체제 이행 과정은 정치 불안정과 대통령 권한 강화에 의한 체제의 안정화, 이에 대한 반발을 반복해왔다. 이는 러시아 정치체제의 상대적 안정성이 국민과 견제세력이 인정한 정당성을 근거하며, 이러한 정당성 인정의 결과가 합법적 권력, 즉 권한의 확대로 나타났다고 해석된다. This study aims to analyze the political system of Russia from the Putin era until now. Based on the power theory approach and neo-institutional approach as tools of analysis, this paper focuses on how power becomes institutionalized and the condition of how institution functions by power in dynamic and static ways
