Assessing the Sustainability of Emerging Security in South and North Korea Using Analytic Hierarchy Process (AHP) Analysis
본 연구는 유엔 식량농업기구(FAO)의 농식품 지속가능성 평가 시스템(SAFA)에 기초해 분석틀을 구축하고 계층화 분석법(AHP)을 적용하여 남북한의 신흥안보 지속가능성을 평가하였다. 신흥안보의 지속가능성 관련 영역을 경제, 사회, 환경, 거버넌스로 구분하였고, 신흥안보에는 식량안보, 경제안보, 에너지안보, 환경안보, 보건안보, 신기술안보가 포함되었고, 각 안보별로 지속가능성 평가에 필요한 6개의 대표 지표를 선정하였다. 분석 결과, 신흥안보의 지속가능성 확보를 위해 경제안보>에너지안보>식량안보>환경안보>신기술안보>보건안보 순으로 중요도가 높게 나타났다. 남한과 북한의 신흥안보 지속가능성 종합지수는 각각 63.71점과 22.96점을 기록하며 큰 격차를 나타냈고, 유형별로는 환경안보를 제외한 모든 안보에서 남한의 점수가 월등히 높았다. 북한이 최우선적으로 개선해야 할 지표로 1인당 식량 공급 변동성, 시장의 안정성, 1차 에너지 공급다양성, 보건서비스 접근성, R&D 투자, 대체불가 원천기술 확보 등을 제시하였다. 다만, 남북한 지표의 격차가 크다고 해서 해당 분야의 협력 가능성이 높고, 최우선 개선지표로 분류되었다고 해서 해당 분야 협력 여건이 조성되었다고 단언하기 어렵다.N
An Analysis of the Impact of ODA Projects on Food Security -Focusing on Terai Region, Nepal-
The purpose of this study is to analyze the effectiveness of an agriculture and rural development ODA project in southern Nepal's Terai region to improve food security, and to suggest appropriate project approaches to improve food security.
The subject of the analysis is the KOICA-funded 'Inclusive Rural Development project', and a framework for analyzing food security was established based on the FAO's four pillars of food security, and indicators were proposed to measure the food security of project farmers. The data for this study were obtained from a survey of project beneficiary farmers and their control group, and the effects of the project on food security were measured using a a t-test analysis, difference-in-difference analysis, propensity score matching-linear regression combined model (PSM-OLS) and a propensity score matching-difference-in-difference combined model(PSM-DID). The results showed that, in general, the ODA project treatment group had significant improvements in each of the four pillars of food security (food availability, access, utilization, and stability). In addition, cooperative membership had a positive impact on food security improvements, and there were also differences in outcomes among different ethnic groups in the Terai region. The implications of this study are that the Korean government's ODA policy should set aside the food security sector and incorporate food security indicators to contribute to the improvement of food security in ODA partner countries, and that agricultural and rural development ODA projects should include food security indicators as performance indicators in their pre-planning to contribute to securing food security for vulnerable groups as food insecurity is higher among vulnerable groupsN
